Correspondence Mr. Rothermel read a letter addressed to Mr. Jack Smith, dated January 15, 1975, from Ruth Price, Executive Vice President of Southhold Restorations regarding Southhold's plans for Historic Preservation Week and a possible project for the Commission. This might be to furnish a eounty�map showing the locations of historic buildings that Southhold plans on photographing. Ms. Schlereth passed around numerous brochures that the Commission had received from the National Trust. A Newsletter from the Art Library Society of North America, was also passed around. 6. Hearing of Visitors Mr. Smith introduced Mr. Richard S. Johnson, Executive Director of the Area Plan Commission for the purposes of giving the Commission some background information on zoning procedures and what zoning can and cannot do. He stated that the Building Commissioner only enforces zoning legislation, he cannot interpret the law. The City Board of ---Zoning Appeals and the Area Board of Zoning Appeals are the quasi-judicial bodies which have the power to interpret the law, set standards and grant variances. If someone is dis- satisfied with their ruling, the decision may be appealed to the courts. The primary function of zoning is to develop a land use policy, Mr. Johnson stated, not to cure social ills. He explained the lengthy procedure that was involved in any petition to amend the zoning ordinance and explained some of the problems of the present Historic Preservation Zoning ordinance concerning the questions of permissable use. He also reminded the Commission that zoning can not save an historic building if the owner wishes to tear it down. The Commission might get a stay before a .-demolition permit would be issued, during which time it could try to find a buyer for the building, but the owner of the property still has the right to demolish a structure is he so wishes. Mr. Nimt2 moved that the present HP ordinance be referred to the Legal. Committee for the purposes of re -drafting it, in consultation with Mr. Dunfee. Mr. 0xian seconded the motion and it passed. Mr. Nimtz next moved that the Commission begin considering a historic district ordinance, and that this matter be referred to the historic district committee for the purposes of preparing a recommendation for a district in the West Washington Avenue area. Mr. 0xian seconded the motion and it passed. 7. Committee Reports Budget & Finance Mr. 0xian reported that there was no report at this time. Historic Districts In the absence of the chairperson, Mr. Nimtz reported that March 10, 1975 Page 3 the West Washington district, as proposed by Southhold Restorations, had been placed on the National Register. Historic Landmarks Mr. Rothermel reported that the committee had held a meeting and that they had reviewed the historic landmarks that have already received Commission approval in the form of resolutions. He stated they had discussed the Hamilton Church and the Mossberg house, and that Mr. Oxian would report to the com- mittee at their next meeting on the Hamilton Church, and that Ms. Sporleder would report on the Mossberg house. Other structures under consideration by the committee were those located at : 726 E. Washington, 131+ E. Colfax, 1312 Lincolnway West, and the Zion Evangelical Church on the corner of Wayne and St. Peter. Mr. Oxian next reported on the Ransberger house, located at 319 N. Williams. He stated that it was the committee's re- commendation that the Commission approve the house as an historic landmark. He stated that it was built in 1855 in a Greek revival style and was a 2 -storey frame building. The only addition to the original structure was the row of second floor windows. The outside, he reported, was in excellent condition and he had been told by the owner that the inside was also in excellent condition. It was built by a Mr. Fuerbringer. Mr. Oxian moved that it be accepted as an historic landmark. Mr. Rothermel seconded the motion and it passed unanimously. Mr. Rothermel reported that Ms. Sporleder had been delegated to provide the committee with a recommendation form for the nomination of historic landmarks at their next committee meeting. They would report on such a form to the Commission following their next committee meeting. Public Relations & Community Education Ms. Davisson distributed a report of the committee to the Commission (attached). It proposed several commission educational sessions -and outlined the procedure for public relations statements. After some general discussion it was agreed that a wlaking tour of the West Washington and Chapin Park areas would be best planned for the summer months. Consultants Report Ms. Schlereth introduced Ms. Tawny Ryan for the purposes of giving her report on the Bartlett House to the Commission. Ms. Ryan, an American Studies major at the University of - Notre Dame, has been working for the Commission under the University's Intern Program, doing research on the Bartlett House along the lines specified in Resolution #1, a pro=- posed procedure for the recommendation of historic landmarks. March 10, 1975 Page 4 Ms. Schlereth also stated that Ms. Ryan's findings might be used by the Commission as a case study of what they would like to accomplish, if they decide to submit a proposal to a private foundation for support of their efforts. Ms. Ryan next reported her findings on the Bartlett house, its location and on the history of the Bartlett family. The complete dossier, including extracts from deeds and photographs, will be turned over to the Com- mission for their file. After general approval was voiced by the Commission, Ms. Davisson moved that the Commission endorse lis. Ryan's presentation, and that it be written up in suitable form and submitted to the National Trust for competition in their Student Journalism Awards Program. Ms. Sporleder seconded the motion and it passed unanimously. Mr. Nimtz suggested that it be sub- mitted in a pleasing format, and Ms. Davisson moved that a reasonable amount of Commission funds, under the super- vision of Ms. Schlereth, be allocated for this purpose to prepare copies for the National Trust, the Historical Society and the Historic Preservation Commission. Ms. Sporleder seconded the motion and it passed unanimously. 8. Old Business Annual Report Mr. Stivers being absent, there was no report. Ms. Schlereth stated she would try to contact him to draw up some pre- liminary plans. County Council Appointee Mr. Smith reported that he had been informed that the new appointee would be Mr. Tom Catanzarite. Community Development Fluids Mr. Smith stated that he would meet with Ms. Studer and Ms. Schlereth on Friday, March 14th to draw up'a proposal requesting $25,000. in Community Development funds. These funds would not be available until after July 1st. Humanities Meetings Ms. Davisson reported on the schedule of events and the speakers that would be taking part. She distributed - copies of the position papers that the speakers had pre- pared outlining what they would speak about. Ms. Davisson urged all Commission members to take an active part in the meetings, and solicited any suggestions they might have for the West Washington meetings which are still in the planning stage. The first meeting in Chapin Park is scheduled for Monday, March 17th. ■M RESOLUTION NO. 3 The President and Vice -President -of the Historic Preservation Com- mission shall share the duties of official communication in the areas of visual and written sources. 1. The President shall do all official communication for the following Committees: Historic Districts, Budget & Finance, Community Edu- cation, and Legal. 2. The Vice -President shall do all official communication for the following Committees: Historic Landmarks, Public Relations, and Standards. 3. All official communication for special committees shall be assigned by the Commission to either of the above officers or the Committee chairman. 4. The above designations of committee assignments for official com- munication does not deprive any member to speak or write on the Commission's official position or to state his or her view on any subject to be discussed or approved by the Commission. 5. The following official communications may be made in committee or after acceptance by the Commission of Committee reports. 6. Committee chairmen may be asked to or assigned by the Commission to co-sign official communication. March 10, 1975 Page 5 Plaques Mr. Smith reported that there was no new information available at this time. Preservation Week Mr. Smith discussed the possibility of putting up the plaques on designated landmarks during this time. Ms. Price's suggestion regarding a map was also discussed. Mr. Oxian stated that if a county map could be procured from the Area Plan Commission he would fill in the in- formation that Ms. Price requested in her letter. Resolutions #1 and #2 The resolutions were tabled, to be considered at the next meeting. Nomination and Survey Forms Tabled until the newt meeting. 9. New Business CETA. Position Mr. Oxian and Ms. Schlereth reported on the one -- candidate whom they interviewed. It was the gen— eral opinion that more candidates should be inter- viewed before a decision be made. Consultant Selection Mr. Smith stated that we were not in a position to discuss this at this time. He stated, however, that he felt if the Commission did decide to allocate the $5,000. in the budget to begin a survey, it should be spent in the county since they are the only ones who have given the Commission any funding to date. Resolution #3 Mr. Oxian withdrew his resolution and stated that he would discuss the matter of public relations procedure with Ms. Davisson. 10. Hearing of Visitors Mr. Klein stated that he was happy to be in attendance, but had nothing he wished to say at this time. 11. The meeting adjourned at 10:25 P.M. Community Education: ,The committee will be working within the philosophy expressed by Brian Crumlish in his position paper for URBAN CONSERVATION AND NEIGHBORHOOD POLICY, our first -effort at community education. The traditional approach to upgrading neighborhoods has been an evaluation of blight. Today, with the shift from development on the fringe to redevelopment of the inner city, a more positive approach has.,emerged--that of looking at the assets of the neighborhood and, identifying the quality elements rather than deteriorating ones.. These become .the building blocks for improving the. .neighborhood. (the district and the landmark) Proposed three or four Commission "educational" sessions°: I.. Visual presentation and discussion of historic architecture in St. Joseph County: Joanne Sporleder will lead the discussion. 2. Viewing of slides taken of West Washington area for "Urban Conservation" seminars "(Jim Newkirk, ��•p '.w'�. ' .'. photographer) --then an evening, walking tour, of the West Washington area. Joanne will lead f the tour and respond to questions. ' 3.. Viewing of slides of Old Chapin Park/Near- west side (Photographer Louis Sabo, resident and photographer) --then an evening walking•tour lead.by Brian Cr'umlish, resident. 4. An evening with Mr. Patrick Horsbrugh--sharing his experience of preservation and Environ.ics both in the United.States and in England. As `the.commissicn will have to act on "Certificates of -.`. Appropriateness" we need not only the county survey, but a working knowledge of the considerations involved. The qualities we will be dealing with' are visual ones. We have been,,spending the majority of our time verbalizing --the proposed sessions will help the commission to become more `discriminating visually, more articulate, and better capable to make the kinds of. decisions which will be called for with the "Certificates of Appropriateness."
