Adjournment;.... : historic preservation commission June 9, 1975 - Page 2 5. Correspondence Mrs. Gilbert passed around two communications from the National Trust. One announced a conference sponsored by the National Trust to take place in Seattle on July 31 - August 2, 1975. The other announced the 1975 annual meeting in Boston. No action was taken on either communi- cation. Next, she circulated a news release from the Association for Preserva- tion Technology. This included a membership application. Ms. Davisson felt it might be wise to subscribe in order to build up some technical data for historic preservation. Mr. Rothermel moved that the Commission approve': membership in the Association and Ms. Davisson seconded the motion. It was passed unanimously. Membership includes a subscription to the Bulletin and a Newsletter. Then, Mrs. Gilbert read a copy of a letter which Mr. William Hojnacki sent to Mr. Brian Crumlish regarding the City Survey. Mr. Hojnacki stated he is in agreement with the goals of the Commission but that a procedure must still be worked out for funding specific projects through community development. The letter was duly noted. A letter to Mr. Brian Crumlish, dated June 5, from Robert Gaede, was also read. It revealed that Mr. Gaede suggests June 16th as an oppor- tune day for their consultation. A copy of a letter from Ms. Ruth Price of Southhold Restorations to Mr. Mark Rozeen in the Fort Wayne mayor's office was noted and refer- red for filing. 6. Survey Consultant's Report Mr. Oxian next turned over the meeting to Mr. Brian Crumlish who gave a progress report on what, to date, had been done by his office on the County Survey. He mentioned that he had three architectural students working on this project, and is awaiting a fourth. He has - had a series of short meetings with some of the people that are con- cerned in this endeavor. Among them were Ruth Price of Southhold, Joann Sporleder of the H.P. Commission, Judy Taylor in New Carlisle, and Judy Studer of Area Plan Commission. Mr. Crumlish mentioned that Area Plan has a number of good base maps that would be utilized. He also passed out an inventory sheet called Historic American Buildings Survey Inventory and an accopanying inventory that his office made up. He stressed that these tools would be tested in the field. He felt that they were making good progress and that when Mr. Gaede came on June 16th, he would be able to evaluate their work to date. He also -submitted a possible agenda for his office, Mr. Gaede and Commission members to follow on June 16th. The schedule for Mr. Gaede. would be as follows: Arrival at airport: 10:50 am. Monday, June -16th. Motor trip to Hamilton Trail -Chicago Trail area. Then, at 12:30 p.m. lunch at the Morris Inn, Notre Dame Campus. Then to the Crumlish/Spor- leder office to review the work in progress and in preparation. Another June 9, 1975 Page 3 field trip in the area at 3.:00 p.m. At 4x30 p.m. the group -will return to"the'office to discuss how --events transpired -during the dsy:' Mr. 'Crum- lish hoped that -as many Commission members as possible would avail them- selves of the opportunity to meet and talk with Mr. Gaede. Mr. Crumlish conclued his talk with'an explanation of the application procedure for the National Register, and Mr. Oxian thanked him for coming. 7. Committee Reports Budget and Finance It was reported that the City Budget which was sent with a covering letter to Walter Lantz, deputy controller, was re- turned and another letter drafted to the Mayor with the re- quest that funds could come either through the City Budget or through revenue sharing funds. Mr. Nimtz discussed the procedure of submitting the budget to the mayor. Ms. Schlereth brought up the point of earmarking $3,780.00 for administrative secretary/research'assistant services.' She felt that since we were asking $4,000.00 from the City for these services, we should also bring the County amount up to $4,000.00. Mr. Oxian stated that he'didn't want to ask more than a 5% increase over last year; and bringing the amount up to $4,000. would mean a $400. increase. He felt he would like to ask even more from the City but not from the County. A discussion ensued as -to the pros -and cons of asking for equal amounts from the City and the'County on a par with the salary already being funded by the County through C.E.T.A funds. Ms. Sporleder moved that the 1975`budget for -- the County be increased to $4,000.00 for the Assistant's ser- vices and Mr. Rothermel seconded this motion. It'was put -to a vote and Ms. Davisson, Mr. Nimtz, Mr. Rothermel, Ms. Spor- leder and Mr. Stivers voted aye. Mr. Oxian abstained from the voting. Ordinance Committee Mr. Nimtz was not prepared to report on the preparation of the ordinances. He will be able to report either next month or the month after that. He stated that the operating ordi- nance must be straightened out and he will try to have it ready by the next meeting. Ms. Sporleder voiced a desire to be in on some of the discussions. Landmarks Committee Mr. Rothermel reported that Ms. Sporleder had met with Brian Crumlish and Don Sporleder on the nomination and survey forms as had been presented by Mr. Crumlish. June, 1975 Page Mr. Oxian reported that he'wrote a letter to a'Mr. Hammer- schmidt of 220 West LaSalle regarding his home..,. He,also mentioned that there.;had been no response from Mr. Klein of North Shore Drive. Mr. Oxian is trying to find out the date of construction of the Oddfellows Building. Consultant's Report Ms; Schlereth submitted the dossier of the Bartlett House which had been compiled by Tawny Ryan, American' -Studies Intern from Notre Dame-. She said copies of this would go-- to the Northern Indiana Historical Society, the Public'Li brary, Notre Dame''and one had already been given to Mg. -Ryan. She said we had two additional copies but that these did not' have any photographs and Ruth'Price of Southhold Restorations indicated that she very much would-like'to have a copy. Ms. Schlereth reported that Ms; Ryan'was now'doing a similar study on the Fredrickson House on her own time. Ms: Derbeck of the - Tribune suggested that the Bartlett House study might be con- sidered for publication in the Tribune's Sunday'supplement: the Michiana Magazine. She would confer with Ms. Ryan on this matter. 8. Old Business Humanities Meetings Ms. Davisson~reported that the next Meeting will be June 16th at St. Paul's Church. She urged Commission meiubers'to attend as it will be the last meeting. She said the meetings would be evaluated in two ways: in terms of the objectives'of the ICH proposal and of their value to the Commission: Ms. Schler- eth passed out copies of an evaluative tool that will be' given to participants to complete. These would b6' -included in the final' evaluation sent to the ICH. -She suggested that as the Commission was sponsoring the.meetings that Commission members should also fill out the evaluations. Ms. Jeanne Derbeck was commended for the fine articles on these neighborhood meetings which she had written. Plaques In the absence of Jack Smith, no report was forthcoming on this subject. Resolutions #2 and #3 Mr. Rothermel said he and the Landmarks Committee had worked on Resolution #2 and he had several recommendations. He out- lined changes that he felt were necessary in the resolution. He also suggested that the Commission take the resolution to Richard Johnson in Area Plan to check on the procedure for public hearings: 'It was further suggested that 'a clean copy be made of the resolution and submitted at the next meeting. June 9, 1975 Page 5 Annual Report Mr. Stivers submitted a prototype for the Annual Report, showing a small line drawing of the South Bend area and - a sketch of Courthouse #2. Mrs. Gilbert submitted an es- timate from Osthimer for $135.00 for 1,000 copies of k.1 x 11" buff, 70 wt. paper, folded in thirds and printed in - brown ink. Ms. Davisson felt this was too high and wonder- ed if Osthimer could use the Instyprint method which would considerably.cut down the cost. Mrs. Gilbert said she would inquire into this. Ms. Davisson suggested that we might even want to procure 2,000 copies since they would be distributed widely. Darden Road Bridge Ms. Sporleder reported that she has not, as yet, called Mr. Lamson about this matter. 9. New Business Union Station Mr. Oxian called on Mrs. Ruth Price who reported that a Mr. Albert Davidson, the current owner of the station, wants to sell it and is asking $37,000.00 for it. He also holds a lease on the tunnels. Since the building was de- clared a landmark by resolution from the Common Council, Mr. Oxian stated that some way should be found to preserve — it. He suggested that perhaps Amtrack could use this build- ing. Mr. Davidson resides in Miami, Florida and as an in= vestor he apparently has no further interest in this build- ing as an historical landmark. Mrs. Price mentioned that the entire interior has been vandalized and that the copper plating from the roof is being systematically removed and taken away. Mr. Oxian stated that perhaps the terminal could be used for a restaurant or shops, but Mrs. Price noted that there would be a problem concerning parking. Mrs. Price said that Congressman Brademas could be contacted for information about possible legislation regarding funds for the preservation of railroad terminals. Mr. Oxian said that the Commission would look into this possibility. Homesteading Ms. Davisson asked where the city stands on this. Mr. Jena, president of the Northwest Property Owners Association, said he had talked with Mr. Hojnacki and was told it has been abandoned. It was suggested that the Commission write Mr. Hojnacki asking just what has been done in this area as the question came up at one of the ICH meetings. June 9, 1975 Page 6 10. Hearing of Visitors Mr. Jena said he was very interested in what the Commission was doing and seeing just how it functions. He, kiowever, said he — was disappointed that the public does not know where the Histor- ic Preservation Commission is going. Mrs. Price introduced Charles Bell, a summer intern from the National Trust and said he would be assisting the County Survey team. She also mentioned that the Southold Heritage Foundation is getting off the ground and $75,000. will be forthcoming from Community Development Funds, and additional funds from the National Trust. She also mentioned that she is noting new life in the West Washington area. Mrs. Riedle thanked the Commission for sending her copies of the minutes and announcements. ll. Announcements and Miscellaneous Matters Ms. Wendy Clauson Schlereth had an announcement: This was her last meeting! Thereupon, Mr. Rothermel made some very appropriate and complimentary comments about the fine work and tremendous help she has been to the Commission and moved that a resolution be passed expressing the Commission's appreciation of the work that Ms. Schlereth has done for them and wishing her well in the completion of her graduate studies.
