Gentlemen:
On the basis of previous discussions concerning the Survey of Historical
Places in South Bend, Indiana, 'we submit this proposal as an outline of
purpose, scope, and proposed services to be accomplished under a grant
from the Department of Human Resources and Economic Development by
the Historic Preservation Commission of South Bend and St. Joseph County.
PURPOSE
The general purpose of the study is to assist in the preservation of
valuable historic architecture and sites in the city of South Bend,
Indiana. The study will inventory all structures approximately 50
years old and older and generally evaluate those of architectural
significance.
SCOPE OF SERVICES
The work is primarily ar-survey of the physical conditions of the
historical sites and existing architecture of South Bend excluding
the West Washington Street proposed Historic District. In order
to accomplish this, base and survey data will be collected. Maps
and recommendations then will be made, based on the results of
the data collection.
Base Information
Gather and review existing data concerning general descrip-
tion and historical development of the city.
Outline the historical styles common to the community, pro-
pose criteria of evaluation, and propose a method for ranking

buildings and sites.
Survey
Develop a simple inventory form in cooperation with other
local, state, and national agencies concerned with historic
preservation.

available from other sources.
Survey all structures of the city; evaluate those of general

The information included on the survey forms is that neces-
sary to identify the structure (name, ownership, location,
date, etc.), to describe the structure (style, condition, mate-
rials, etc.), and evaluate the structure (superior, average_,
etc.). When the structure is rated highly or has particularly
interesting detail, appropriate description will be added which f
will support the nomination of the structure for registration.
The survey form will include space for further research infor-
mation and will serve as the basic data file which can be expan-
ded as other information is contributed.
Mapping
The results of the survey will be mapped on base maps as avai-
lable by the Area Plan Commission.
Recommendations
The findings will be evaluated and future action recommended;
such as the establishment of districts or single sites, whether
of local, state, or national significance.

MEETINGS
The commission will be represented at regular or special meetings
with the department, the community, and the local governing agen-
cies to insure satisfactory development and understanding of the work.
PERSONNEL
TIME
All work will be under direct supervision of qualified architects.
Survey teams will be architects in training and will be trained in
survey techniques.
The work can be begun on August 1, 1975, or upon acceptance of this
proposal; and the work will be substantially complete within 400 calen-
dar days.
COMPENSATION
The Basic Work as described above will be completed for the sum of
Twenty -Six Thousand Dollars ($26,000).
ADDITIONAL WORK
This proposal is limited to the above work items. The following work
items are not part of the base work but are logical subsequent projects
which the commission will undertake separately if funds are available.
Brochure
Prepare a black and white, "camera ready" brochure to illu-
strate the results of the survey and to serve as an educational
booklet on the architectural heritage of the community, for the
citizens, useful as a guide and reference.
Preparation of Application
In the event either single sites or districts are selected for
nomination for registry, the commission will assist in the -
preparation of the application forms with the necessary accom-
payning illustrative work.

A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF
SOUTH BEND AND ST. JOSEPH COUNTY, INDIANA, TO CO-OPERATE
WITH THE AREA PLAN COMMISSION.OF ST. JOSEPH COUNTY, IN-
DIANA
WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph
County, Indiana, wishes to promote the efforts for historic preservation,
and realizes. that such an effort involves the co-operation of several
agencies; and
WHEREAS, the Historic Preservation Commission recognizes the invaluable
assistance and counsel that the Area Plan Commission has provided; and
WHEREAS, the Historic Preservation Commission believes that its work
to further the preservation of local heritage would be facilitated by
its close co-operation with the Area Plan Commission;
NOW, THEREFORE, BE IT RESOLVED by the Historic Preservation Commission
of South Bend and St. Joseph County, Indiana, that the Historic Preserva-
tion Commission extends its thanks to the Area Plan Commission for all
past assistance and pledges to co-operate with said Commission in�the

5. Correspondence
Lois McMahon mentioned a letter the Commission received from —
William Hojnacki in answer to our letter to him of June 19,.re-
garding homesteading. He says, in part, the city has provisions
in our community development ordinances to allow for homestead-
ing when the=program becomes, "in our judgment, feasible and
practicable."
She next presented a brochure from the Historic Landmarks Foun-
dation of Indiana giving a Guide to Historic Preservation Pro-
grams and Services. It was duly noted by the Commission.
She presented a letter from the National Trust for Historic
Preservation stating, among other things, the preparation of a
handbook on establishing and administering a preservation com- —
mission and a bi-monthly newsletter. Also included was a reser-
vation card for their forthcoming October 8 -11th annual meeting
which is goig"g to be held in Boston.
Lois McMahon next reported that she had contacted Sully Lowe,
WSBT, Dan Caesar, also WSBT, and Harry Kavorkian, WNDU, suggesting
the possibility of a round table discussion or an interview with
Crumlish/Sporleder on their newscasts. Mr. Kevorkian responded. in
a telephone call on the 8th that he was interested and suggested a
possibility of having 2 or 3 persons in on August 6th for a dis-
cussion and possible slide presentation on the progress of the
County Survey. Mr. Rothermel suggested someone from Crumlish/Spor-
leder should participate. Mr. Smith suggested that someone from
the community - a home owner - should also participate. It was
further suggested that perhaps Ms. Davisson, as head of the Public
Relations Committee would be a good candidate.
6. Committee Reports
ICH Evaluator's Report
At the suggestion of Ms. Davisson, the ICH meetings evaluator,
Dr. Thomas Fern, will give his report and presentation at the next
monthly meeting. A written evaluation will then also be available
to Commission members. The prepared evaluation would be in four
parts: the evaluator's report; John Oxian's report; participants'
evaluation; and newspaper clippings.
Legal Consultant's Report
Mr. Nimtz, chairman of the Legal Committee, introduced Mr. Dunfee
and stressed the great deal of work the legal consultant, Mr. Jack
Dunfee, has done for the Commission. He also mentioned that Mr.
Dunfee had participated in a number of the neighborhood policy
meetings.
Mr. Dunfee then took the floor and advised that rather than press
for lengthy and extensive revision of the ordinance at this time,
he would suggest a minimal immediate revision which would make the

present ordinance -more workable. Extensive revision of the ordin-
ance should be co-ordinated with the comprehensive revision of the
City and County Zoning Ordinance now underway by the Area Plan
Commission.
The immediate and minimal changes proposed by Mr. Dunfee covered
three main points:
1. The deletion of the part of Section II concerning the ac-
ceptance by the Commission of "real estate, personal --
property, or monies for the purpose of historical preser-
vation." Mr. Dunfee pointed out that this clause gave us
illegal powers, since the Commission cannot own property.
2. The insertion of the words. "Historic Preservation District"
into Section II, 2,e of the Ordinance concerning the estab-
lishment of reasonable and just standards. This addition
merely clarified the jurisdiction of the Commission.
3. The third change involved the zoning of Historic Preser-
vation Districts. Mr. Dunfee advised the adoption of an
overlay zoning which would merely superimpose an historic
district over the present zoning. In such a case, the
zoning classification of -specific buildings would not be
affected. For example, A-1 residential would remain A-1
as such, with Historic Preservation ordinance provisions
applicable in addition to A-1 standards. Whereever a -
conflict would occur between Historic Preservation pro-
visions and zoning ordinance provisions, the Historic
Preservation provisions would prevail.
Mr. Dunfee said that the three changes should be incorporated into
the ordinance and the ordinance then would be free from challenge.
The Area Plan Commission and staff had reviewed and approved this
revision. After some discussion, Mr. Rothermel moved that the
Commission accept the recommendations for the ordinance and that
they be turned over to the Area Plan Commission. Mr. Nimtz se-
conded the motion and it was passed unanimously.
Mr. Jack Smith thanked Mr. Dunfee again and repeated how in-
debted the Commission is to him and his work in the Commission's
behalf.
Presidential Report
Mr. Smith remarked that the Commission should do something about
the Studebaker Mausoleum which is in bad shape. It was suggested
that the Landmarks Committee pursue this matter. Ms. Price spoke
about its history and said it was no longer considered the Stude-
baker Mausoleum and that the name "Studebaker" had, as a matter
of fact, been removed from the tomb. It was decided the Commission
should take no action.

Survey Consultant's Report
Mr. Brian Crumlish gave a progress report on the County Survey;-
He
urvey:He stated that his firm had completed about �+(pfo of the work in-
volved. He displayed an overlay map of the county. He also
stated that they had now drawn up a survey form which will be
used to inventory the homes. Since the last progress report of
June 9th, they had looked at or driven by 15,000 buildings. They --
had filled out forms for about 320 structures and taken 300 photo-
graphs. Mr. Crumlish showed a copy of the survey form used, and
suggested that the Commission Zerox them. Thirty of these
structures were considered of a "superior" quality and recommended
for further research. He also showed a small map with various
designations.
Mr. Smith mentioned that it might be well to have the newspaper
run a notice designating where the survey team will be at a
given time so that home owners could be notified in advance.
Ms. Price suggested that the Commission prepare a display about
the County Survey for the National Trust meeting in Boston.
Mr. Nimtz suggested that one or two of Mr. Crumlish's assistants
might work with Ruth Price on the display.
Next, Mr. Smith brought up the proposal for an architectural
survey of South Bend. He passed out to Commission members copies
of a letter which Mr. Smith wrote to Mr. William Hojnacki out= -
lining the nature and scope of the City Survey. After some dis-
cussion, Mr. Rothermel moved that the Commission approve the
letter and send it to Mr. Hojnacki. Ms. Davisson seconded the
motion and it passed unanimously.
At this point, Mr. Oxian said he was not in favor of the Commission
acting upon proposals and other matters without first consulting -
the proper committees. Mr. Nimtz remarked that much basic spade-
work had been done on these matters before they were submitted
to the Commission for approval. Mr. Oxian then acknowledged that
it was expedient to approve and pass upon these matters that had
been tabled for so long.
Budget and Finance Committee
Two budgets - one to the city and one to the county - have been
submitted. President Smith said they must now be reviewed by
the County Commissioners and the City Council.
Historic Districts Committee
Mr. Nimtz reported that at the St. Paul's Church meeting, Ms.
Ruth Price suggested to the attending people that they form a
West Washington District. However, he suggested that the title
"West Washington" be changed to "Washington -Colfax -LaSalle."
Mrs. Dill, one of the home owners in that district, reminded
the Commission that some home owners are opposed to the idea
of an historic district and would like to be considered be-
fore any district is established.

Historic Landmarks Committee
There was no report since the committee had not met. Ms.
Marsha Mullin, however, would give her report later in the
evening.
Legal Committee
The aspects of the ordinance revision were covered by
Mr. Dunfee earlier in the meeting.

The chairman reported that she hasn't been able to get her
committee members to attend meetings. She, therefore, had -
nothing to report. A discussion -ensued concerning the non-
attendance of Mr. Al Stivers and Mrs. Christyne Woolridge at
committee and/or Commission meetings. President Smith suggested
that the Consultant prepare an attendance chart showing the at-
tendance record of all members at meetings. It might then be
sent to the respective appointive bodies. Mr. Oxian suggested
that since Ms. Davisson is the Treasurer, it might be wise to
appoint her to the Budget and Finance Committee, and him to
the Public Relations and Community Education Committee. Pres-
ident Smith duly noted these suggestions and made the appoint-
ments.
Historic Plan
The Consultant discussed the idea of an Historic Plan and
:mentioned that she had been in touch with J. Reid Williamson.
He recommended using, as a guide, the plan formulated in
Marshall, Michigan.
Education Plan
The Consultant mentioned the advisability of inaugurating an
education plan, complete with slides and lecture which could
be used in the school system, as well as women's clubs. This -
should have high priority for the Commission should have some-
thing by September.
A discussion ensued with Ms. Ruth Price who felt such efforts -
would duplicate works.already in progress by Southhold. Pres-
ident Smith acknowledged this concern and assigned Deloris
Davisson to the project and asked her to report at the next
meeting.
Consultant's Report
The Consultant reported that she had -several projects which she
would like to bring before the Commission. One concerned'the
establishment of a clipping file of newspaper articles about
the Commission or related matters. The Commission has nothing
of this sort and it would be advisable to start such a file or
scrapbook. Ms. Davisson remarked that she had several clippings

which she would donate to the Commission. Mr. Oxiin also
stated that he had a complete clipping file which he would
allow the Commission to copy.
Lois McMahon next reported that a flat file was needed to ---
store the many mounted and matted photographs which, at pre-
sent, were lying on the floor of the office. She also mentioned
that a slide cabinet or file should be purchased for the slides
which had been taken for the Neighborhood Policy meetings and -
the County Survey. Mr. Oxian stated that the Area Plan Commis-
sion has some upright filing cabinets which it would donate to
the Commission. The Consultant said she would check on this,
but for blueprints, maps, and photographs, a flat storage case
was still necessary. Mr. Oxian made a motion that the Commis-
sion approve the purchase of whatever storage units are needed.
Mr. Nimtz seconded the motion. After some further discussion,
the motion was carried and unanimously passed.
Research Assistant's Report
Ms. Marsha Mullin reported that she had researched seven
buildings within city limits. They are: 405 West Wayne,
220 West LaSalle, 319 North Williams, 1104 North Notre Dame,
113 West North Shore, 1234 East Jefferson, and the Odd Fellows
Building. She is currently working on 601 Park or 407 West
Navarre, commonly known as the "Chapin House", and she has
started to research some buildings submitted to her from the
County Survey.
Mr. Oxian reported that he has had almost 10010 success in
answers to his letters about designating homes for historic
landmarks.
7. Old Business
Revision of the Ordinance
This matter was covered at the beginning of the meeting under
the Legal Consultant's report.
Resolution # 3
A copy of the Resolution was shown to the members of the
Commission with the recommendation that it be approved and
passed. Mr. Rothermel made a motion that this Resolution
be passed as submitted. Mr. Oxian seconded this motion.
There was no discussion. A vote was taken and the motion
passed unanimously.
Resolution # 4
A copy of Resolution # 4 was likewise shown to Commission
members. A question was raised by Mr. Oxian regarding a
point in the resolution. It was resolved satisfactorily
and Mr. Nimtz made a mfltion that the resolution be accepted.
Mr.-'Oxian seconded this motion and it was passed unanimously.

Plaques
Mr. Oxian reported that he does not have any further in-
formation about plaques for designated homes. A discussion
ensued as to just what sort of plaques were in question.
Ms. Ruth Price stated that the plaques around town are
state markers. She suggested that perhaps one could check
with the State Historical Bureau. Mr. Rothermel remarked
that the town of Salem, Massachusetts had some very nice
plaques on their homes and one could check these out. -It
was suggested that Mr. Oxian look into the problem. Mr.
Smith, likewise, promised to look into the matter.
Annual Report
A prototype of the Annual Report was submitted to the Com-
mission members. Mr. Nimtz referred this annual report to
the President, Vice -President, Treasurer, and Secretary
for decision and promulgation.
Resolution # 5
A copy of Resolution # 5 was submitted Jo the Commission
members. Ms. Davisson made a motion that the resolution
be accepted. Mr. Nimtz seconded this motion. Mr. Rothermel
then questioned why this particular resolution was submitted.
Mr. Smith informed him.that the Area Plan Commission had done
much work for the Commission and the Commission was very much
in its debt. The motion was put to a vote and it was passed
unanimously.
8. New Business
Historic Preservation Plan
The President appointed Juanne Sporleder to direct a formu-
lation of a plan for our Commission and to use, as an out-
line, the historic plan of Marshall, Michigan. She is to
report back to the Commission on this matter at the next
meeting. According to our zoning ordinance, the Commission
must have an historic plan.
State Request
Jack Smith reported that he had been in contact with Eric
Gilbertson and had sent a letter to Joseph Cloud requesting
$5,000 in matching funds to be used on the County Survey.
He had not yet received a definite answer, but he would talk -
with Governor Otis Bowen this week. A discussion ensued con-
cerning the exact use of the money and Ms. Price reminded the
Commission that the money had been set aside by the state for
use -in architectural surveys.
9. Hearing of Visitors
Both Mrs.-Riedle and Mrs. Doyle were very concerned about. the
ramifications of the new ordinance, and still had questions

which were not answered by Jack Danfee's explanation or
the succeeding discussion. They said they had attended
each of the four Neighborhood Policy meetings and were
under the impression they would be consulted before such
a revision was passed.
10. Adjournment'
Mr.'Smith made a motion that the meeting be adjourned.
Mr. F. Jay Nimtz seconded the motion and it was passed
unanimously. The meeting was adjourned at 9:55 p.m.
