Correspondence Mrs. Gilbert presented the Southhold Bicentennial Calendar which Ms. Ruth Price gave to the Commission as a Christmas greeting. She then mentioned an invitation to the Commission received from the Historic Landmarks Foundation of Indiana for a Victorian Christmas Open House in Indianapolis. She also distributed the December issue of Preservation News. It was duly noted by the Commission. 6. Committee Reports Budget and Finance There was no report at this time from this committee. Historic Districts Mr. F. Jay Nimtz reported that they were still waiting for action`by the Area Plan Commission on the two pending ordinances.: Historic Landmarks Mr. John Oxian reported that the Common Council designated the 319 North William Street property as an historic land- mark, but tabled the home at 407 West Navarre Street, owned by Mrs. von Karowsky. He also reported that two more pro- posals were due for action by the County Council: the home at 24888 Cleveland and the one at 60+13 Sumption Trail. The Consultant remarked that owners of houses proposed for historic designation do not know what limitations would be applied to the homes which often creates confusion. Com- mission members remarked that the standards for homes so designated were passed and adopted, but that the houses that were designated previous to the adoption of the standards have a wide leniency. Mr. Smith remarked that at the time the ordinances were introduced, no standards wire set up. Therefore, there are no restrictions on these homes. Any future homes will be subject to Resolution #1 which imposes some standards on these homes. Mr. Oxian reported that Mr. Gerald Kline, the owner of 113 West North Shore Drive, has a copy of the standards and that he would talk to Mr. Kidder again and to Air. Rensberger. It was emphasized that no standards apply to the homes up for designation now, but that later designations will have standards imposed. The Consultant remarked that the historic Plan which includes the standards would be ready for the Commission members soon, and recommended that further designations should be held off until after the plan is adopted. Legal Committee Mr. F. -Jay Nimtz said there was no report at this time. December 8, 1975 Page 3 Public Relations and Education Ms. Davisson discussed the Zoning and the Constitution meetings sponsored by the Center for Civil Rights and the League of Women Voters. Ms. Sporleder asked if copies of summaries of these meetings could be obtained. Ms. Davisson felt that copies were available from the Civil Rights Center. She urged Commission members to attend the next meeting which would deal with Zoning and the Right to Property. Presidential Report Mr. Smith reported that he attended a meeting with Ruth Price at which the proposed widening of Chapin Street between Western and Washington was discussed. The widening would cut off three feet from each side for the entire length. Engineering studies are being made and an environ- mental report is being drawn up. Mr. Smith said he will get a copy and bring it before the Commission. He does not want the Commission to go on record as being a "rear guard" action. He voiced concern that Marion Street would be next. The area is on the National Trust and is being considered as a local historic district. He said a firm was being hired to do an environmental impact study. Mrs. Doyle stated that this environmental impact statement must first go to Indianapolis. Mr. Smith said he would keep the Commission informed as to future events in this area. Mr. Smith then informed the Commission that Eric Gilbertson has left his position and currently Indiana is without an Historic Preservation officer. Mr. Smith informed the Commission that he had received a call from the National Bank regarding the possibility of erecting a plaque at Michigan and in commemoration of the - former Kresge Building. Bank officials asked for informa- tion about the building and suggested that the plaque read "in co-ivperation with the Historic Preservation Commission. No action was taken on this issue. Consultant's Report Mr. Ri.nderle informed the Commission that the grant for $5,000 will not be available for a number of months. -He stated that the survey forms will have to first be pur- chased for $28.00 and -then our information transcribed to the state forms. The Consultant also suggested that the Commission donate copies of the County's superior structures to Notre Dame, L U.S.B., Southhold, St. Mary's, Bethel and the Public Library, at a total cost of $40.20. Mr. Smith and other December 8, 1975 Page 4 members suggested that eight more copies be made and -offered to -the public:--Mr.-Oxian made -a motion that these copies be made; Ms. Sporleder seconded this motion and it passed unanimously. The Consultant then informed the Commission that he would like to.inform the realtors in South Bend of the superior structures. They might advertise them as such when sold and this might encourage persons interested in historic homes to buy and maintain them. Mr. Rinderle then discussed notification of various de- partments when terms of Commission members expire. He - suggested, to avoid controversy in thefuture, that per- haps it committee could draft a form letter. No action was taken in this.regard. 7. Old Business Community.Development Funds Mr. F. Jay Nimtz remarked .that there would be no action on this until theladministration comes in. new Annual Report Mrs. Gilbert reported that Mr. Al Stivers had not come to the office to pick up material that could be used in put- ting together the Annual Report. It was suggested that perhaps she and Walter Rinderle could work on this project. No action was taken in this area. National Park Service - Historic Preservation Grant This has already been discussed. 8. New.Business Mr. Smith mentioned that the Commission has to fill two. - positions for 1976: that of Consultant and Research Assis- taut. Mr. Smith said that he and Dick Johnson interviewed Mrs. Tobi Christianson and have scheduled three more in terviews for Wednesday, Dec. 10. A discussion followed as to the best procedure for interviewing these candidates. Mr. F. Jay Nimtz then made a motion that the executive - officers as well as Joanne Sporleder be authorized to inter- view and select the CETA candidate and the Consultant for the next calendar year. Mr. Oxi.an seconded this motion and it passed unanimously. Ms. Sporleder then distributed copies of "How to Look at Your Town," compiled by the Historic Landmarks Foundation of Indiana. A December 8, 1975 Page 5 Mr. Oxian then suggested that it would be advisable to have another person beside himself attend County Council meetings. 9. Hearing of Visitors Ms. Ann Jones, Curator of the new Century Center; intro- duced herself and Dr. Marie Ritter who is the co -ordinator - of Discovery -Hall. She gave the Commission a copy of "Dis- covery Hall - A Visual Presentation," and spoke about the, work now in progress. Dr. Ritter suggested that there be worked out some co-operative arrangements between Discovery Hall and the Historic Preservation Commission. She dis- cussed the goals of Discovery Hall which would incorporate`' a visual history of the industrial and technical aspects of South Bend as well as a center of information and a data bank. 10. Announcements and Miscellaneous Matters Ms. Davisson mentioned that the Art History students at - Notre Dame did term papers on abort twelve outstanding land- marks. She suggested that having copies of these papers might be beneficial to the Commission. Mr. Smith commented that the Commission had no communication with the Bicentennial Committee and.he would like Gwen Stivers invited back in order to generate some co-operation between that committee and the Historic Preservation Commission. 11. Adjournment Mr. F. Jay Nimtz moved that the meeting be adjourned and -- Mr. Oxian seconded it.
