Hearing of Visitors Mrs. Price asked that, in the absence of a Commission member at the National Trust for Historic Preservation Convention in Seattle, October 2 -5th, she be authorized to attend and report back to the Commission on a special meeting on October 2nd. Mr. Nimtz so moved. Mrs. Sporleder seconded the motion and it was passed unanimously. Mrs. Davisson moved that if Mr. Oxian decided to go to the Convention, the Commission would reimburse him for fees and hotel accomodations not to exceed $200. Mrs. Sporleder seconded the motion. It passed unanimously. 10. Announcements & Miscellaneous Mr. Smith announced a meeting of the 6th Annual Indiana Conference on Historic Preservation in Bloomington, Indiana on September 13th and 14th. Mr. Patrick Furlong from I.U.S.B. will be attending. Mrs. Davisson suggested that he be invited to report to the Commission on it. 11. Clauson Schlereth 9 September 9, 1974 Page 6 Mr. Oxian then reported on a list of buildings he had received from the Redevelopment Commission that they feel are not up to standards: Roma Cafe Technical Tool (So. Main) Business System Sonny -Boy Sports Shop Sweeney's Bar Innwood Oliver Building (theatre) Katz Building (Colfax and Main) Avon Theatre Odd Fellows Palais Royal Kresge These buildings were referred back to the Committee to develop recommendations. Mr. Oxian then proposed two buildings to be con- sidered for landmark status: Fire Station at 219 N. Hill Street, where Marie Mellows Interiors is now located, and 220 W. LaSalle Harold Meadow. Kelly, manager in 1900. Street, which belongs to It was built by Albert H. of the South Bend Remedy Co., Mr. Oxian stated he would do further research on the buildings. A brief discussion of the two structures ensued. 8. New Business a. A proposal to rezone the property at 733 W. Washington Street from "B" Residential to "C" Commercial, for use as a dance studio, was considered. Mr. Oxian moved that the Commission recommend: 1.) In construction of the off-street parking area all major trees be pre- served, the area be enclosed by natural vegetation, and the surface treatment be of crushed stone or brick. 2.) Any sign(s) meet with Commission ap- proval, and will exclude, specifically, any neon signs. Mrs. Sporleder seconded the motion and it was passed unanimously. b. Mr. Oxian suggested that the Railroad station might be donated to the Commission for possible re -sale and re- habilitation. Mrs. Davisson donated a copy of Ann Webster Smith's "Federal Program for Assistance in the Adaptive Reuse of Railroad Stations," for the Commission's library. September 9, 1974 Page 5 g. Re-submittion of proposal to the Indiana Committee for the Humanities The Prospectus was re -written to try to get away from "advocacy" in an attempt to get Committee funding. Mrs. Price suggested that an architect or city planner be included under the Academic Humanists to speak at the workshop/discussions. Mr. Oxian moved to accept the Prospectus. Mr. Nimtz seconded the motion and it was passed unanimously. h. Standards A discussion of standards was tabled pending a meeting with Brian Crumlish. i. Trips and Education Mrs. Davisson reported that she had contacted the Park Avenue Association but had not received any reply. A discussion of possible trips ensued. Mrs. Sporleder suggested that we might accompany the Notre Dame architecture students on one of their trips. Alternate plans to visit Pittsburgh; Marshall, Michigan or Columbus, Indiana were discussed. Mrs. Price apprised the Commission of a Mid -West Preservation meeting at Madison, Wisconsin on October 25th, concentrating on historic preservation districting. The deadline for registration is October 18th and the fee is $15.00. j. Darden Road Bridge Report Mrs. Sporleder read the report prepared in 1972 for the state survey. It is the oldest bridge in the area, originally located at LaSalle Street and moved up the river in the 1930s. Mrs. Sporleder moved that the Darden Road Bridge be recommended to the Landmarks Committee to document the bridge and prepare a plan of action on what needs to be done to preserve the structure. Mr. Nimtz seconded the motion and it passed unanimously. The Historic Landmarks Committee will report at the next meeting. k. Historic Landmarks Committee Report Mr. Oxian led a brief discussion on the status of the Kresge building. September 9, 1974 Page 4 7. Old Business a. Consultants Proposals A review of consultants proposals was postponed until the financial situation was settled. Mrs. Studer suggested that a letter be sent to Johnson & Johnson requesting an extension of their October 2nd deadline for accepting their proposal. Mr. Nimtz and Mrs. Davisson were delegated to con- tact the mayor's office (Mr. Hojnacki) with authority to request the city to make up the difference in the requested budget from the County, through federal revenue sharing funds. Mr. Oxian so moved. Mrs. Sporleder seconded the motion. It was passed unan- imously. b. By -Laws Article 3, Section 3, b: "President" was amended to read "Chairman." Mr. Nimtz moved that the By -Laws be adopted as amended. Mrs. Sporleder seconded the motion and it was passed unanimously. c. Secretarial and Research Assistant Mr. Smith announced that a contract has been signed with Wendy Clauson Schlereth, September 9, 1974 - December 31, 1974. The Position Description was then discussed. Position Responsibilities A. 2 was amended to read, "and a designates signature where appropriate." B. Research Assistance #3. was amended, "as requested by the Commission." Mr. Oxian reported that the County Commissioners have office furniture available for the Commission's use. d. Cataloging Proposal A letter will be sent to Miss Marie Lawrence. e. Letterhead Design Mrs. Davisson presented alternative mock-ups, and with Commission approval stated she would order the stationary. Approval was given. f. Library Mr. Smith donated Sojourn Savannah to the library. September 9, 1974 Page 3 Mrs. Sporleder suggested that a letter be sent to the Board of Public Works and I & M stating the Commission's belief that there are some areas of the city where these older lights are desirable (i.e. Park Ave., W. Washington Street, and others) and requesting that the Commission be informed before any action is taken to remove such lights. e. Letters were then read from Ms. Pearl Day (August 19, 1974), Miss Johanna Larson (August 30, 1974) and Mrs. Helen Spears (August 21, 1974) -concerning a consultant for cataloging data for historic preservation. All three declined. Mrs. Spears recommended Miss Marie Lawrence, retired University of Notre Dame Librarian. Mrs. Woolridge, noting that Ms. Lupke had had ample time to respond to the Commission's letter, moved that Miss Marie Lawrence be contacted about the position. Mrs. Sporleder seconded the motion. It passed unanimously. 6. Committee Reports a. Budget and Finance Committee Mr. Smith reported on budget hearings with the County Council, last Thursday. The budget was passed at a figure of $11,425.00, however, the budget is under the County Commissioners' budget and they have been asked by the Council to cut their overall budget by 5%. Where this cut will come is still not known. b. Historic Districts Committee 1.)Mrs. Price reported that the application to put the West Washington Street area on the National Register passed the state review board and will go on to the national review board. 2.)Mrs. Studer reported on a conversation with Mr. Brian Crumlish concerning the agreement signed to complete the survey of the W. Washington Street district. He will have a presentation at the October meeting. He also requested the establish- ment of a sub -committee to meet with him on an informal basis to review what he's found and re- view -the standards he's establishing. Mrs. Sporleder was appointed to the Historic Districts Committee. It was decided that the Historic Districts Committee should meet with Mr. Crumlish, but that all members of the Commission would be invited to attend. c. Historic Landmarks Committee Report to be taken up under old Business. September 9, 1974 Page 2 b. Mr. Smith noted that he received a letter from James Associates, dated August 19, 1974, stating their con- tinued interest in the proposed survey and evaluation of historic resources in the city of South Bend and St. Joseph County. Signed H. Roll McLaughlin. c. Mr. Smith read portions of a letter, dated August 21, 1974, that he received from Mr. Jack C. Dunfee, Jr. concerning a property on U.S. 31 South that a client of his wishes to have rezoned to HP -Historic Preservation District. Included in this letter was an offer, by Mr. Dunfee, to contribute his legal services "without compensation for a period of time and with regards to matters that should be discussed in advance so as to avoid conflicts. . ." 1.) Mr. Nimtz moved that the Commission accept his offer of legal services. Mrs. Sporleder seconded the motion. It was passed unanimously. 2.) Mrs. Davisson moved that Mr. Dunfee and his client re -submit their petition and that it be referred to the Historic Landmarks Committee, together with Mrs. Sporleder, to establish standards and report back to the Commission. Mr. Nimtz seconded the motion and it passed unanimously. d. Mr. Smith read a letter, dated August 19, 1974, from the Indiana & Michigan Electric Company, concerning the Commission's inquiry regarding "the older type street lights," referring the Commission to Mr. Wayne Frost, Commercial -Industrial Service Manager of I & M Electric Co. Mr. Rothermel continued reading: "I should mention, however, that because of the age and obsolescence of these older lights we would notplan to re- install them and service them under our street lighting contract with the City of South Bend. They could, of course, be used for individual installations serviced off of metered accounts with the building owners respors ible for maintenance. These fixtures are getting so old and so difficult to obtain parts and maintain them, that it simply would not be eco- nomically feasible for us to continue to service them under existing street light tariffs. Also, from a safety stand- point, they do not by any means provide adequate lighting levels." Signed, J.L. Flanagan. Mr. Rothermel read a letter from Ralph J. Wadzinski, Asst, Bureau of Traffic & Lighting, dated August 21, 1974, concerning the city's contract with I & M Electric Co. to provide street lighting; and a letter from Patricia deClercq, Clerk, Board of Public Works, dated September 4, 1974, stating that the fixtures belong to I & M Electric and inquiries should be addressed to Mr. Al Wickizer at I & M. A discussion followed. Mr. Nimtz suggested that he and Chairman Smith take Mr. Frost out to lunch and find out what I & M plans to do with the fixtures. t HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. Treasurer's Report Mrs. Davisson reported expenditures of $ 13.87 to the St. Joseph County Commissioners for postage 70.21 for the Railroad Convention 2.20 for the Marshall, Michigan book, Marshall: Plan for Preservation 5.90 for duplicating 25.00 contributing membership in the Historic Landmark Foundation 25.00 associate membership in the National Trust for Historic Preservation 5. Mr. Smith informed the Commission that he has received a letter from the Area Plan Commission concerning a petition to rezone the property located at 733 West Washington Street from "B" Residential to "C" Commercial.
