AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA AMENDING ORDINANCE 9243-01 TO INCREASE THE ANNUAL PAY FOR
A SOUTH BEND POLICE DEPARTMENT PATROLMAN FIRST CLASS
TO $40,000 IN 2005 AND TO ADJUST HEALTH INSURANCE CONTRIBUTIONS OF
ALL MEMBERS OF THE SOUTH BEND POLICE DEPARTMENT IN 2005
STATEMENT OF PURPOSE AND INTENT
On August 19, 2001 this Council adopted Substitute Ordinance 9243-01 as amended, which
ordinance fixed the annual pay and monetary fringe benefits for members of the South Bend Police
Department for calendar years 2002, 2003, 2004 and 2005. Pursuant to that ordinance, the annual
pay in 2005 for a patrolman first class would be $38,806. The patrolman first class annual pay also
affects benefits paid to retired police officers as it is the basis for calculation of pension benefits.
It is in the best interests of the City of South Bend that the patrolman first class pay be increased in
2005 to $40,000. It is also appropriate in 2005 that members of the South Bend Police Department
contribute the same monthly sum toward health insurance as Teamsters and other City employees.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND as follows:
Section I. Ordinance 9243-01 (substitute ordinance as amended), Section II, is hereby
amended to increase in calendar year 2005 the annual pay of a Patrolman First Class from $38,806
to $40,000.
Section II. Ordinance No. 9243-O1 (substitute ordinance as amended) Section III, Subpart
N, is further amended to change for 2005 the amount of monthly contribution to health insurance
coverage by officers and sworn members of the South Bend Police Department from $65.00 to
$42.00 for Single coverage, and from $125.00 to $112.00 for Family coverage.
Section III. This amendment shall not affect or modify any other terms and conditions of
original ordinance 9243-01.
Section IV. This Ordinance shall take effect January 1, 2005.

Enclosed please find a proposed ordinance for consideration by the South Bend Common
Council increasing the pay of a ls` Class Patrolman to $40,000.00 for calendar year 2005. That
amount is the pension base from which retirement benefits for retired South Bend Police Officers
are calculated. The bill also proposes to change the amount payable by police officers for
employee and family coverage for health insurance to make the amounts for 2005 consistent with
amounts to be contributed by Teamsters and non-bargaining employees.
We are pleased that the negotiations between the City and Fraternal Order of Police
Lodge No. 3b were successful and hope that our new agreement will establish a constructive and
mutually beneficial relationship for years to come.
Either Mayor Luecke or I will present the bill to the appropriate Council committee and at
the hearing for the full Council.
