AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA, AMENDING ORDINANCE NO. 7994-89
OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA
ESTABLISHING THE NEXT DOOR NEIGHBOR PROGRAM FUND
(FUND 207) , APPROPRIATING THE BALANCE REMAINING
THEREIN, AND CLOSING SAID FUND
STATEMENT OF PURPOSE AND INTENT
The Common Council of the City of South Bend, Indiana,
enacted Ordinance No. 7994-89, on July 10, 1987, establishing the
non-reverting Next Door Neighbor Program Fund in order to provide
grants to neighborhood groups for the purpose of funding all or
portions of projects designed to enhance neighborhoods within the
City.
The Common Council has determined that the purpose of the
Next Door Neighbor Program Fund has been met, and that it is in
the best interests of the City that said fund be closed and
any monies remaining on deposit therein be appropriated for use
by the newly created Neighborhood Resources and Technical
Services Corporation (NRTS) to provide additional support for
this organization's efforts to develop strong neighborhood
organizations in connection with the Mayor's Good Neighbors/Good
Neighborhoods initiative. An amendment to Ordinance 7994-89 is
necessary to allow for the use of these funds for this purpose.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL of the
City of South Bend, Indiana as follows:
SECTION I . Ordinance No. 7994-89 of the Common Council of
the City of South Bend, establishing the Next Door Neighborhood
Program Fund shall be and is hereby amended to expand its purpose
to provide funding to the Neighborhood Resource and Technical
Services Corporation (NRTS) to be used by NRTS to finance
technical assistance to neighborhood organizations.
SECTION II. The balance of $8,176.00 remaining on deposit
in the Next Door Neighbor Program Fund (Fund 207) shall be and
hereby is appropriated in order to fund the activities of NRTS,
as provided herein.
SECTION III. Upon the appropriation of funds herein
authorized the Next Door Neighbor Program Fund (Fund 207) shall
be and hereby is closed.
SECTION IV. This Ordinance shall be in full force and
effect from and after its passage by the Common Council and
approval by the Mayor.

Dear Council Member:
The attached bill for your consideration and approval will appropriate $8,176 of the
Next-Door Neighborhood. Grant (Fund 207) to the Neighborhood Resources and Technical
Services Corporation (NRTS) . These funds will provide additional support for this
organization's efforts to develop strong partner neighborhood organizations in the
Mayor's Good Neighbors/Good Neighborhoods initiative. NRIS will administer these funds
in technical support assistance to designated participant neighborhood organizations.
Technical support assistance will include activities which are deemed necessary for
neighborhood organization capacity-building, such as: 1) assisting the organizations
in conducting critical self-evaluations as well as assessments of neighborhood needs,
2) assisting neighborhood organizations to develop revitalization strategies, 3)
training and technical assistance in neighborhood leadership and resource development,
4) developing partnerships with organizations to provide needed resources, and 5)
providing a program of neighborhood assistance grants.
