GAMMON Approved and signed by me / G 1923 Mayor ORDINANCE NO. 23e7h/- 93 AN ORDINANCE TRANSFERRING $39, 037 AMONG VARIOUS ACCOUNTS WITHIN THE DEPARTMENT OF ECONOMIC DEVELOPMENT STATEMENT OF PURPOSE AND INTENT: In order to assure the efficient and timely utilization of Community Development Block Grant Funds and that the immediate needs of specific activities are met, transfers among accounts are necessary. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $39, 037 is hereby transferred among accounts as set forth below. Reduce the following account: Project No. Description Amount CD91-512 Human Resource Equity Fund $33,265 CD92-1100 Community Development 5 , 772 Mgt. and Planning TOTAL $39, 037 Increase the following account: Project No. Description Amount CD93-1100 .3 Neighborhood Resources $33,265 and Technical Services Corp. 5 , 772 CD92-101 Bureau of Housing Mgt. and Inspection TOTAL $39, 037 SECTION II. No costs will be incurred or funds expended for any of the activities in this ordinance prior to an official release of funds received from the United States Department of Housing and Urban Development as may be required. Kolata Executive Director Deputy Executive Director May 20, 1993 South Bend Common Council Fourth Floor Council Chambers 400 County-City Building South Bend, IN 46601 Dear Council Member: The attached bill for your consideration and approval will transfer $33,265.00 in Community Developoment Block Grant Funds (CDBG) from the Human Resource Equity Fund activity into the Neighborhood Resources and Technical Services Corporation (NRTS) , a newly organized not-for-profit. The commitment of CDBG funds to strengthen neighborhood groups supports this essential player in the Mayor' s Good Neighbors/Good Neighborhoods initiative. A major goal of the NRTS is to develop viable and affirmative partnerships with emerging neighborhood organizations and community institutions. To encourage comprehensive neighborhood revitalization and effective Partnership Centers, NRTS will administer these funds in eligible technical support assistance to targeted participant neighborhood organizations. Technical support assistance will include activities which are deemed necessary for neighborhood organization capacity-building, such as: 1) assisting the organizations in conducting critical self-evaluations as well as assessments of neighborhood needs, 2) assisting neighborhood organizations to develop revitalization strategies, 3) training and technical assistance in neighborhood leadership and resource development, 4) developing partnerships with organizations to provide needed resources, and 5) providing a program of neighborhood assistance grants. This bill will also transfer $5, 772 .00 in CDBG funds from 1992 Community Development Management and Planning into the Bureau of Housing Management and Inspection to defray expenses incurred in the administration of CDBG housing programs.
