I* Mrs. Kolata noted that there are two pieces of property in the 1100 block of S. Michigan St. which we would like to havB appraised. We have verified the appraisal quotes from Barkley Baer & Com any at $400 per parcel, Gerald Mic aels at $500 per parcel, and Richard McCloskey at $500 per parcel. The staff rec mmends accepting the proposals of Bartley Baer & Company and Gerald Michaels. Upon a motion by Ms. Huddleston, seconded by Mr. Piasecki and unanimously carried, the Commission accepted the proposals for appraisal work in the Studebaker Corridor Dev lopment Area from Barkley Baer & Com any at total cost of $800 and from Ger ld Michaels at a total cost of $1000. Mrs. Kolata noted that no bids were rec ived as of 10:00 a.m. this morning for the State Theatre building. The par y who was interested in the building is 5till interested, but not at the ask ng price. We will continue to nea ' tiate with them. Mrs Kolata noted that under the Rental Reh Program, the owner is entitled to a wai er of 10% of the loan per year if the own r meets the conditions of the loan. M This Certificate of Waiver is for $719.80 for each of two years ending November 20, 1990 and 1991. upon a motion by Mr. Donoho, seconded by COMMISSION APPROVED THE Mr. Piasecki and unanimously carried, the CERTIFICATE OF WAIVER FOR Comnission approved the Certificate of PROPERTY LOCATED AT 1216% S. Waiver for property located at 1216% S. FELLOWS IN THE AMOUNT OF $719.80 Fel ows in the amount of $719.80 for each FOR EACH OF TWO YEARS ENDING of wo years ending November 20, 1990 and NOVEMBER 20, 1990 AND 1991 1991. Mrs. Kolata noted that this Certificate of aiver forgives $1740.00 for each of the years ending October 22, 1988, 1989, 199 and 1991. Upon a motion by Mr. Donoho, seconded by Ms. Huddleston and unanimously carried, the Commission approved the Certificate of Waiver forgiving $1740 for each of the years ending October 22, 1988, 1989, 1990 and 1991 for Joseph MacHatton for property located at 1128 - 1130 Lin olnway West. Mrs. Kolata noted that this Certificate of aiver forgives $1000 for each of the ye +s ending July 30, 1987, 1988, 1989, 1990 and 1991. Upon a motion by Mr. Donoho, seconded by Mr. Piasecki and unanimously carried, the Commission approved the Certificate of Waiver forgiving $1000 for each of the years ending July 30, 1987, 1988, 1989, 1990, and 1991 for Joseph MacHatton for orobertv located at 427% W. ( Southern Hotel) Mrs. Kolata noted that we have a copy of a letter sent by Bert Harrison, Director, Hope Rescue Mission to Mayor Kernan concerning the fact that Hope Rescue mission is interested in using the Soulthern Hotel and is disappointed that the Commission plans to demolish it. Mr. Har rison has asked to make a presentation to he Commission. Mr. =ent: rrison read the following sta I a preciate the opportunity to speak to you and I thank you for time on your busy agenda. What I and a few others would like to do in the next 10 - 12 minutes is to persuade you to at least seriously consider the possibility of developing the Southern Hotel building at Tutt and Mai12 into some constructive use rather than tearing it down at considerable cost. We believe it is a basically sound bui ding with considerable historical val e. About a year ago Hope Rescue Mission began to look seriously at the possibility of developing the Southern Hot 1 building as a new site for the Mission. We had barely gotten started when we learned that it was slated for demolition in the very near future and tha this would happen whether or not we purchased the building. We immediately dro,tped plans to look into it further. A few months ago various things transpired to lead us to feel that possibly that decision was not irrevocable and that the building might yet be salvaged. Our architects, The Tro r Group, told us that they could con ct a feasibility study at the disc unted price of $3,500 that -5- South Bend Regular Mee elopment Commission - February 14, 1992 6. NEW BUSIINESS (Cont.) e. conr2nuea... essentially would give us information whi h would help us to decide if it would be feasible and advisable to develop the building into a mission. Barbara Steele of gouthhold Restorations said that she could secure the $3,500 through various sources to cover the cost of the fea ibility study if she could secure from the City a written indication that it is willing "to consider adaptive use (of the Southern Hotel Building) as an alternative to demolition." We have learned that "City" in this case means Redevelopment Commission. Hence our reqiest to make a presentation to you. In the next few minutes I would like Fred HoI cross of the Historic Preservation Commission and Don Olson of The Troyer Gro p to raise issues they feel are pertinent. After which we will be glad to answer any questions you might have. Mr. Fred Holycross, Director, Historic Pre ervation Commission, read the fol owing statement: The Historic Preservation Commission has always maintained that the Southern Hotel was a significant structure - - -it has been rated as "Significant (5 -11)" on the Indiana Historic Sites and Structures Inv ntory. For this reason, the HPC has ask d the Common Council to declare it a Loc 1 Historic Landmark (bill tabled as of ecember 1991). The his His structure's significance is both :orical and architectural. :orically it represents one of South I's most important industrial Terns -- Studebaker - -being built to )mmodate visiting business people and �smen transacting business with the )any. As an example of South Bend's gal history, the structure remains as of the last examples of typical South Bend edevelopment Commission Regular Mee ing - February 14, 1992 6. NEW BUStURSS (Cont.) e. continuea... ove -night accommodations in the days be f re motels and national - franchise hot is located along business strips. Architecturally, the hotel is one of the cit 's last 1920s commercial structures decorated on the exterior with Neo-classical motifs - -terra cotta moldings, a decorative cornice, and a metal and colored -glass marquee on Tutt Street. The building's loss - -and replacement with a parking lot- -will do little to enhance the built - environment of the Studebaker Corridor or to attract wou d -be buyers to the area. The HPC asks that consideration be given by the city to retain this building as the last example of its type in this part of own -- development of this corridor does not have to be at the expense of ret ining one small example of the area's historic fabric. Mr. Don Olson, Architect, The Troyer Gro p, explained that The Troyer Group per ormed a master plan assessment for HopB Rescue Mission to look at the mission's needs and problems at their present site. They also did some initial stu y on the Southern Hotel as a possible rel cation site for the mission. His initial assessment was that: 1) it is a str cturally sound building that needs cosmetic upgrading (it is a concrete col mn and slab structure that will pro ably last another 50 to 100 years). 2) the functions that existed previously in this building are similar to this ada tive reuse: individual sleeping rooms with toilet rooms and gathering spaces. Ms. Karen Kiemnec, Historic Landmarks Foundation, indicated that Historic Landmarks supports Hope Rescue Mission, Sou hhold Restoration, and the Historic Preservation Commission in their efforts -7- South Bend Regular Mee elopment Commission - February 14, 1992 6. NEW BUSINESS (Cont.) e. con [tinued... f. to preserve and reuse the Southern Hot 1. Historic Landmarks Foundation has set aside $2000 toward a feasibility stu v for its reuse. Ms. Barbara Steele, Southhold . Restoration, indicated that Southhold would be willing to be the channel for donated money for a feasibility study and would commit $500 toward the study. She alt noted that some of the funds would com from outside of this community. Mr. Jim Galvas, Schelle & Assoc. stated he as hired by Bill Weaver, owner of the Southern Hotel, to find a buyer for the building. Mr. Galvas feels that the Commission should give Hope Rescue Mis ion an opportunity to pursue their int rest in the building. Reuse of the building would save the City considerable mon y in acquisition and demolition cos s. Ms. Auburn asked if anyone else wanted to speak. When there was no one else who wished to speak, she thanked those who had come on behalf of Hope Rescue Mission and the Southern Hotel. Mrs. Kolata explained that Mr. Herceg has reqjested payment for additional items related to the Colfax Theater dem lition. Mr. Herceg's request has been discussed with the City Engineering Department and our attorney. We feel thaz the items listed are a fair increase in he contract. Upon a motion by Ms. Huddleston, seconded by Mr. Piasecki and unanimously carried, the Commission approved the Amendment to Contract with Ken Herceg & Associates in the amount of $5,960. Ms. Auburn dec ared a conflict of interest and abs ained from the vote. Thee was no report at this time. (Opelika Building) Mrs. Kolata noted that the Common Council has appropriated funds for acquisition of the Opelika Building, conditioned on our hav'ng an environmental assessment per ormed. We have received proposals from EIS Environmental for an estimated $1750 - $2250 and from Envirocorp for $12)0. The assessment will include a wal - through of the building and grounds and a record search, looking for obvious sig s of environmental situations that nee further examination. The staff rec mmends accepting the offer from Envirocorp for $1200. Upon a motion by Mr. Piasecki, seconded by Mr. Donoho and unanimously carried, the Commission accepted the Proposal from Env rocorp for environmental assessment of Parcel E3 -1 in the South Bend Central Dev lopment Area. NEW BUSINESS (Cont.) 7. i. continued... Mrs. Kolata explained that now that we have cleared property in the Studebaker Corridor Development Area, we need to define and survey disposition parcels. We have defined 31 approximate parcels and want to have legal descriptions made up nd the square footage figured. Pei ce Associates has proposed to perform thi work for $6,580. Upon a motion by Ms. Huddleston, seconded COMMISSION APPROVED THE PROPOSAL by Mr. Piasecki and unanimously carried, WITH PEIRCE AND ASSOCIATES FOR the Commission approved the Proposal with SURVEY WORK IN THE STUDEBAKER Peirce and Associates for survey work in CORRIDOR DEVELOPMENT AREA the Studebaker Corridor Development Area. Mrs. Ko ata reported that the closing has PROGRESS REPORTS taken p ace on both the Colfax Theater Building and the Avanti Building. Mrs. Ko ata also reported that we hope to be moving orward quickly with acquisition of the Ope ika Building now that funds have been appropr ated. Mr. Lue ke asked if the Commission intends to respond to Hope Rescue Commission's request to reuse the Southern Hotel. Ms. Manier responded that we are presently in court for condemnation proceedings regarding this property and do not comment on issues pertaining to court cases. Mr. Wolf noted that the thirty -five million dollar investment of the South Bend Tribune in the downtown is a significant investment and has 't received the recognition that such an inve tment deserves. Mr. Woe noted that Heartland is now open and will be open soon for lunch. Also, a new restaur nt, RJ's Expresso, will be opening Februa 17.
