APPROVAL OF CLAIMS (Cont.) Upon a motion made by Mr. Combs, seconded by Mr. Facxwda and unanimously carried, the Commission formally approved the claims submittAd May 14 and May 21, 1991 and ordered checks dated May 17 and May 24, 1991 to be released. 4. 5. Ma Mrs Kolata reported that the staff has received a counter offer in the amount of $3,774.00 for the combined parcels 4 -24 and 4 -28 in the Studebaker Corridor Dev lopment Area. The staff recommends accepting the counter offer. Upon a motion by Mr. Faccenda, seconded by . Combs and unanimously carried, the Ccamd-ssion accepted the counter offer of $3, 74.00 for parcels 4 -24 and 4 -28 in the Studebaker Corridor Development Area. Upcn a motion by Mr. Faccenda, seconded by Mr. Combs and unanimously carried, the Cczmission approved the request by Center City Associates for use of the Morris Civic Plaza on June 20. Mr. Wolf asked the Ccmmission to consider adcLorting a more streamlined procedure for approving and reserving the use of the Morris Civic Plaza so that the public will use it more. Mrs. Kolata said she would look into that. Mr. Hunt explained that the contract with The Troyer Group is part of a planning effDrt considering different options for the School Corporation's education The City has a vested interest in a decision that is made. Mr. Hunt isa member of a citizen cannnittee wor ang with the School Corporation to dec'de on a location for the education cen . The Troyer Group will provide objective data on cost comparison, size, etc The amount of the contract is $5,800. Much of the data (Robertson's building and Central High School) already exits. Mr. Combs asked why the School Corporation wasn't paying for these ices. Mr. Hunt responded that, as a menber of the Committee and because of Redevelopment's interest in the location decision, he offered to pay for this information to move the process forward. Ms. Manier noted that she had not had an opportunity to review the contract and asko that the Commission take its action subject to legal review. -4- COFM'ESSION APPROVED THE REQUEST BY CENTER CITY ASSOCIATES FOR USE OF THE MORRIS CIVIC PLAZA ON JUNE 20 South Bend Regular Me 6. Kolata noted that because the source `ands for the contract with Marketing hers is civil city funds, this falls x the jurisdiction of the Board of Ic Works. However, Mr. Hunt ained the purpose of the contract for Airport Economic Development Area. The purpose of the study is to analyze the best way of marketing the Airport 201 project. Marketing Partners, a firm frarL St. Joseph, Michigan, will gather information and opinions from key people related to development financing and real es bate. The contract is for strategic ysis on how to market the project area and not for marketing services. Ms. dis, tow. tha to tha and Pte, 201 for Auburn and Mr. Donoho expressed pproval at the selection of an out of firm for the work and recommended we see if we can find a local firm o the work. Mr. Hunt pointed out this is a small contract ($6,000) noted that we wanted an outside ,pective on how to market the Airport project. NEW BUSMESS (Cont.) e. Mrs Kolata noted that Matt Stokes from ATE Environmental Services will report on rhe environmental site assessments the r did in the Studebaker Corridor. Mr. Stokes noted that the purpose of the si assessments was to satisfy the Ind-Lana Responsible Party Transfer law. The information will be used in the appraisal of the properties. The report is divided into four sub- sections: asbestos containing materials, and ound storage tanks, soils, and the Avanti building. Fi f --een sites were inspected. Thirteen of those contain the twenty -one buildings whi 721 were inspected. Significant amo mts of asbestos were found in the floor tiles, ceiling tiles, wall board, tra ite materials, insulation, and roo ing materials in these structures. Co idering the age of these buildings, thi finding is not surprising. If d lition of these buildings is desired, the asbestos must be completely removed before demolition. If the buildings are to remain, a maintenance program should be established to keep the asbestos in cTood condition. lots 6, 8, 12, 7, and two abandoned gas stations have underground storage tanks which will need to be removed. The tanks which were able to be tested do not show evidence of leaking into the soils or grot water. The cost of removing an undca,ground tank is approximately $10,000, if the soils are clean. Interior inspections and soil sample testing was done where there was reason to believe there might be contamination. Where there was hazardous con tion, the square footage of the con ted area was relatively small. The South Bend Foundry has an area 3'x 61x 1' which is contaminated by PCBs and should be removed and replaced with clean soil. At the Caupbell Container building there were two findings: a paint booth operation vented the overspray onto the roor which left contaminating metals in a 3'x 5' area on the roof; and, there was an iniderground storage tank removed at an ear ier date and a structure built over it. It wasn't possible to tell at this ti there was contaminated soil from the tank, but when the building is d lished, that soil should be tested. In for and exterior inspections were per ormed on the Avanti building. There are three underground storage tanks on the property. There did not appear to be any contamination from those tanks. Grotmd water monitoring wells showed same low levels of contamination. There is also some oil in some automotive sumps whi will need to be removed. The Avanti site has been classified as a S list property by the EPA and DepartTent of Environmental Management. CER(TZS properties are those identified as potential errvirornmental concerns. The Avanti. site has been given a medium priority rating. We'll work with IDEM in the investigation to determine the types of renediation needed. A few buildings had containers of ch 'cals on the inside of the buildings. Those containers should be rendved and properly disposed of and will prolably be the current property owners' res0onsibilitv. -7- South Bend edevelopment Commission Regular Mee ing - May 24, 1991 6. On the whole, the env xormiental problems which were found dur mg this testing are less than was f ed. There will be significant costs as fated with the clean-up of what has found, particularly the removal of and and tanks and the asbestos Mrs Kolata explained that ATEC has coq)leted the work they were asked to do. In the future, additional work may be necessary as we proceed with the Uro ect. Upon a motion by Mr. Piasecki, seconded CUMSSION ACCEPTED THE REPORTS by fir. Faccenda and unanimously carried, FROM ATEC ENVIRONMENTAL SERVICES the Commission accepted the seven reports REGARDING THE STUDEBAKE CORRIDOR from ATEC Environmental Services DEVELOPMENT AREA reg,trdiM the Studebaker Corridor Devdlovment Area. Mrs Kolata noted that this demolition is of residences and small businesses in the Studebaker Corridor. Cole Associates has pre ed the specifications. We would lik the Board of Public Works to go out for bids, advertising on June 7 and June 14. Upon a motion by Mr. Piasecki, seconded by 11r.
