Ms Auburn asked if there were any
ob ections to entering the items of

Mrl Pocius explained the changes proposed
in Resolution No. 986. The present
ea.stern boundary of the Studebaker
Corridor follows a north -south alley
ch runs between Michigan Street and
Main Street. Resolution No. 986 proposes
to extend the eastern boundary to the
west right of way line of Michigan
Street. This expansion adds
ap roximately 17 acres to the Studebaker
Development Area. The expansion

allow the Studebaker Corridor
bo to coincide with the Monroe Park
po ion of the South Bend Central
De%relcpment Area. It will also allow us
to concentrate our efforts on the 1100,
1200, and 1300 blocks of South Michigan
Street. The South Gateway Improvement
Association supports this expansion.
Mr. Pocius noted that there is no
aapisition planned in the expansion area
at the present time.
Mr. Pocius explained that we intend to

and light industrial businesses in the

the corner. There is a vacant building.
We have the next two buildings.
MRS. KOLATA: For commercial businesses

MR POCKS: I sense a larger question.
We certainly wouldn't buy your driveway
without everything else. We wouldn't
damage your property by buying a part of
it
. KOLATA: Well, I don't know. He's
got. access on other streets, so I don't
lcmyw that we can make that representation
at this point. We need to look at the
whole block. But we certainly are aware
of your business there and your needs for
vi ibility and access. That would be
taken into consideration.
Kum: What position are we in with

KOLATA: Are you asking if you are
to sell your land?

still somewhat early in our spending. It

Midbigan Street. What bothers me is that
if we let this thing go in, it gives you
the right of condemnation. And what you

of goals for business development,

development. It's been distorted to be

Upon a motion by Mr. Piasecki, seconded
by Mr. Combs and unanimously carried, the
Ccmmission approved Resolution No. 986
the boundaries of the
StLddbaker Corridor Development Area,
the allocation area for
pLuposes of tax increment financing and
amending the Studebaker Corridor
Development Area Development Plan.
Kolata explained that the lease is
for a small piece of property behind the
fo Inwoods building. We are
that it be leased to Center
City Associates for a three year term
bec inning March 1, 1991 through February
28 1994. The rent would be $1.00 per
ye r and CCA would assume all
nsibilities for operation and
ma tenance of the lot. They would have
the ability to sublease the lot, but the
tepis of the sublease must pick up the
teimis of this lease and must be approved
by us. There is a sixty day cancellation
provision for either party.

receives proceeds, they must use

Mrc. . Kolata noted that this is related to
the bond issue sold last year in order to
public improvements in the downtown
and East Bank. Part of the bond issue
for acquisition and rehabilitation of
prxperty in Monroe Park. The Commission
authorized leasing some of that property
to the Board of Public Works. However,
the master lease had no beginning date.
s Addendum sets the effective date of

Mr Norris responded that we have

remaining four are going to
condemnation. The court has appointed

Mrs. Kplata responded to Mr. Cronk's request
made al. the meeting on March 22nd that the
Commission do a new market study in the West
W on- Capin Development Area. Mrs.
Kolata indicated that she would be sending
Mr. Crank a letter stating that, since the
West W n- Chapin Revitalization Group
commissioned the original study, it is
apprqpi late that the request for an update be
made to the WWCRP.
Mrs. Kplata reported that the Human Rights
Commis ion, which is a part of the Department
of Economic Development, had a very
success,ful conference on April 10 and 11
entitled, "Keys to Unlocking the Doors of
Discr' tion."
The Regular Meeting of the Redevelopment
Comma ion is scheduled for April 26, 1991 at
10:00 .m.
There being no further business to came
before the Redevelopment Commission, Mr.
Combs made a motion that the meeting be
adjounied. Mr. Faccenda seconded the motion
and the meeting was adjourned at 10:44 a.m.
