There wad no old business. a. Mrs. Kolata noted that on February 8, 1991, the Canmission received 14 sals in response to its request for architectural design proposals for the res ration and renovation of the Morris Civic Auditorium and Palais Royale Ballroom. These proposals were reviewed by Redevelopment staff and our entertainment consultant, Daniel Pi tti. The proposals were evaluated base I on the program guidelines included in t ie RFP, including schedule of s 'ces to be provided, examples of prev 'ous work, technical experience in them architecture and historic res ration, and the professional fee schedule. Mrs. Kolata stressed that the quality of the proposals was excellent. Many of the res ndents have extensive experience in theater renovation. The jest will renovate seven houses at the corrier of Colfax and Laporte.. Two of the 3tnictures are fire damaged and have been vacant for 15 years. One other structure is also vacant. When ccanplete, the roject will provide 15 apartments for Low to moderate income tenants. The project contributes to the rejuvenation of tie West Washington - Chapin Development Area. There is no employment benefit f this project other than the cons tion jobs The total project cost is estimated at $677,500. The property is properly zoned for the proposed use; it is not located in a tax abatement impact area; and, it is located in a tax incremental all ation area. The project qualifies for ten years of real property tax abatement. Based on an assessed value of $119,000, the taxes to be a3ated are estimated to be $37,650 and the s to be paid are estimated to be $38,410. Mr. Gibney noted that eight different funding sources are being utilized for this project, irrluding two tax credit incentives, the Historic Preservation Tax Credit Program and the Law Income Tax Cred 't Program. These two tax credit p -am have drawn the interest of the Nati nal Equity Fund, part of the Local Init' tive Support Corporation from Chic tgo, as a limited partner. Mrs. Kolata explained that Resolution No. 83 sets the market price for a mmbar of properties in the Studebaker Corridor and authorizes the staff to send purchase offers for the properties. It also authorizes the purchase offers to be made subject to condemnation if an agrem7ent cannot be reached within a c period of time. Mr. Pocius noted that the properties are 24 piircels of vacant land, one single fami y residence, seven multi- family residences, and one tavern. Mr. Piasecki asked if we have any prob ems relocating a tavern. Yrs. Kola responded that we have more resp)nsibility in the relocation of residents. When relocating a business, it i up to the business to identify wherB they want to relocate. S11 11V A7VLL 1N. - J.LVVJ Mrs. Kolata explained that this is a recamvzidation to take six additional soil samples from Lot 6 and Lot 10 and have then tested and analyzed. The charge will not exceed $3,395. The preliminary round of sampling indicated that they needed to do additional testing on a lots. Mrs. Kolata noted that several CamLssioners were contacted last week to au rize proceeding with these tests because ATEC was in town on February 21st. The samples have been taken and the CamLission is asked today to ratify that action. Mrs. Kolata explained that these samples had already been taken and tested, but ATEC felt they needed to make an additional test on the soil. The cost would not exceed $735. Upon a motion by Mr. Piasecki, seconded by . Cc nbs and unanimously carried, the Cam sion ratified the Leachable Lead Soils Test Proposal Sample Locations B-6 and 9 frown ATEC Environmental Cons altants for Lot 6 and Lot 17 in the StudAmker Corridor Development Area (ATE2 Proposal No. PE- 91062). Mrs. Kolata explained that there are four well 3 that have been drilled on Lot 1 and the 3arrples tested. ATEC would like to run another set of samples. The cost wouli not exceed $2,175. Ms. Wburn noted that the Cannission has take i a very conservative approach to the env' nmental testing. Rather than au rizing extensive testing first, we have authorized preliminary testing and then do further testing where the preliminary tests showed that was necessary. So we expect to have to au rize contracts for additional testincr. Mr. Pocius noted that the Commission received four proposals for this work fran the following companies: Cole Ass iates, Valley Engineering, Ken and Associates, and Asbestos Cont 1 Methods, Inc. The apparent low bidd 3r is Cole Associates. However, it is t clear whether all proposals incl ded the same items. Item 6.m. was tabled until the next meeting to allow staff to clarify the pro sals . Mrs. Kolata noted that last year the Camnission issued $950,000 in bonds to cover prelizwk -my costs in the Airport Econmuc Development Area. It was our intention at that time to make that an interim financing and pay those bonds off when the Authority had its larger bond sale. Washington which he and his company, Crevin Corporation occupy. The letters indicate that the buildings are scheduled for demolition and that he should be entitled to relocation benefits. Mrs. Kolata suggested that the Commissi n refer these to staff and legal counsel for review and report.
