Upon a motion by Mr. Faccenda, seconded by Mr. Donoho and unanimously carried, the Commission referred the architectural design proposals for renovation and rehabilitation of the Morris Civic Aud4torium and Palais Royale to the staff for review. Mrs Kolata noted that we have had a reqLest from the Office of Ccum unity Affairs to use the parking lots at the corner of Washington between Michigan Street and St. Joseph Street to allow for parking and booths in connection with the World's Largest Garage Sale. We have all ed the use of the lots for this use in the past. Mrs Kolata noted that the Morris Civic Par is owned by the Redevelopment Autliority and leased by the Commission. Kolata explained that Resolution Mrs No. 977 authorizes the staff to send a purctiase offer to the owner of the Colfax Theater for a purchase price of $1,000. She noted that the appraisers said the stnicture had no contributing value to, the property, and, in fact, there is a n tive value because the structure wouid have to be demolished for the pro to be used. Therefore, the sta f recommends that the Comomi.ssion set a n ' purchase price of $1,000. Upon a motion by Mr. Faccenda, seconded by Mr. Donoho and unanimously carried, the Comumission approved Resolution No. 977 relating to acquisition of within the South Bend Central prc4exty Development Area by eminent dcmain. Kolata explained that when the Mrs department uses federal funds for acgLisition we must follow the Federal Uniform Relocation Act. men local funds are used, state law applies. The benefits paid under the federal law are more generous than those paid under state law. The staff recclmnends that the 'ssion treat all relocatees the same, regardless of where the funds come from, and state law allows us to choose to follow the federal law.
