NEW BUSNNFSS (Cont.) a. conninuea... r Kolata asked that the following be entered into the record: 1) An on in al of the Notice of Public Hearing of a Airport Economic Development Area; 2) affidavit of Carol Smith, Classif ied Manager of the South Bend Trilune, that Notice of Public Hearing was published in that daily newspaper on Decxmber 21, 1990; 3) An affidavit of Chekie Jolly, Manager of the Tri- County ;'ub , that Notice of Public Hearing was ished in that weekly newspaper on 21, 1990; 4) An affidavit of Chi 1 Phipps that Notice of Public H ing was delivered to the Area Plan 'ssion, to the Board of Public Works, to a Board of Zoning Appeals, to the Bui ding Department, and to the Park DepLrtment on December 21, 1990, and that a y of the Notice was posted on the 12th floor of the County -City Building on Decxmber 21, 1990; 5) A copy of Area Plan Ccam 'ssion Resolution No. 115 which deals witl. the subject of the Public Hearing; 6) Acertified copy of Resolution No. 182 -90 of the South Bend Common Council relz tive to the subject of the Public H ing; 7) A copy of Resolution No. 965 of the Redevelopment Ccamnission; and 8) as of 10:00 a.m. January 2, 1991, there were 0 written remonstrances. Ms. Auburn asked if there was any objection to these items being entered into the record. There was no objection and the items were entered into the Mrs Kolata explained that Resolution No. 965 amended the Development Plan for the Airport Economic Development Area in three ways: 1) It amends the boundaries of the area to pick up two areas recently aruie ed by the City of South Bend. 2) It a ten parcels of property to the -2- South Bend evelcpanent Commission Special Meeting - January 2, 1991 6. Nine of these prqerties are north and south of Old Cleveland Road between Mayflower Road and the U.S. 31 By -pass. The tenth property is n Bendix Drive just north of Viridian Dri e, and 3) It provides for the esti blishimnt of a Design Review Ccm 'ttee and sets the membership reqt is of the Committee. It refers to Design Guidelines that will be adopted by I he Commission at a later date. The Design Review Committee will have nine six members by virtue of their pos tion and three members at large. All nino members will be appointed by the Red veloament Commission. Mrs Kolata read into the record and exp ained the Findings ngs of Fact for the Airport Economic Development Area which is an attachment to Resolution No. 971. AIRPOIRT EOONCNIC DEVEMPN= AREA FINDINGS OF FACT 1. The Airport Economic Development Area ( "Area ") consists of approximately 2960 acres in the northwest part of the City of South Bend, adjacent to the Michiana Regional Airport. 2. The Area is zoned primarily for light and heavy industrial use, although a small portion is zoned residential. 3. Approximately 79% of the Area is without structures; approximately 79% of the land is underutilized due to lack of supporting infrastructure such as streets and utilities. Thus, the following public improvements are necessary in order to facilitate development of the Area: -3- South Bend evelopament Cotmnission Special Mee ing - January 2, 1991 6. NEW BUSINESS (Cont.) a. conttinueca... 4. 5. - Extension of utilities such as gas, electric and telephone to the Area and to sites within the Area - Extension of water main as well as storm and sanitary sewers to the Area and to sites within the Area - An expansion and extension of the Exit 72 interchange of the Indiana Toll Road - A widening and extension of Old Cleveland Road, including all appropriate signage and signalization - Construction of appropriate interior access roads, including all necessary curb, sidewalk and lighting inprovements, to serve individual sites within the Area It is the goal of the City of South Bend to encourage new cowtercial and industrial development in the Area, thereby diversifying and expanding business opportunities within the City, increasing the local tax base, and generating new jobs. Multiple ownership of land in the Area presents an obstacle to new cc miercial and industrial development. The current awnership configuration and plat may be inconsistent with optimum ccxmmercial and industrial development in the Area, necessitating the acquisition of land to be replatted and publicly offered for reuse consistent with and in furtherance of the economic develgx -ent plan for the Area. It is expected that the development of this Area will produce a significant increase in the City's overall economic vitality. NEW MS$NESS (Cont.) a. con inuea... achieve this, however, the Redevelopment Camnission and the City of South Bend must be able to provide the necessary public improvements to make the site suitable for new develcpmment. 6. It is expected that the development of this Area will also: - Provide new space for the expansion of the existing Airport Industrial Park, as well as other South Bend businesses. - Improve roadway access and circulation in the northwest portion of the City, surrounding the Michiana Regional Airport. - Stimulate increased use and growth of the Michiana Regional Airport. - Increase user traffic for the Indiana Toll road, specifically Exit 72. - Increase use of the South Shore Railroad (when relocated to the Michiana Regional Airport). 7. It may be necessary to relocate an electric power transmission line which crosses the Area. 8. It is expected that the development of this Area will create approximately 4,712 new jobs, generate about $422,036,000 in new private investment and increase the City's assessed value by $84,358,000. Ms. Auburn asked if there was any obj ion to entering into the record the F' of Fact for the Airport Economic Development Area. Ms. Auburn opened the Public Hearing on Resolution No. 971 for anyone who wished to be heard. There was no one who wished to be heard. Ms. Auburn asked Mr. and Mrs. Bradford if they had any questions or comTents. Mr. Bradford responded that they had no Ms. Auburn closed the Public Hearing for whatever action the Commission desired to a motion by Mr. Donoho, seconded by Mr. Piasecki and unanimously carried, the ComAssion approved Resolution No. 971. •• • Lj WAI %I Z.'�S N��iii •� I • Mrs. Ko ata reported that the two bond issues PROGRESS REPORTS for the Airport Econcmic Development Area are moving fonrdrd. The Redevelopment Authority appmved the Official Statements for the bonds on December 21st. We are expecting to hold tho bond sales around January 15th. Mr. Howell asked if purchase offers have been sent to the property owners in the Airport Ecorxxnid Development Area. Mrs. Kolata respondcd that they have not been sent. We don't to receive the appraisals until the of January 7th. The purchase offers will be sent after review of the appraisals and off cial setting of prices. The Regular Meeting of the Redevelopment Commission is scheduled for January 11, 1991 at 10:00 a.m. South Bend Special Me 9F elop wnt Cw nission - January 2, 1991 There being no further business to cane before the Commission, Mr. Combs made a motion that the meeting be adjourned.
