Mrs. Kolata noted that this is a forg' eness of $2,283, which is 10% of a Rental Rehab Loan. The waiver is based on the provisions of the agreement that the property be maintained up to code and kept insured, that taxes be kept current, and that 50% of the units be made available for rent to low and moderate tenants. Mrs. Kolata explained that this is a modification to an existing contract. The original contract was to have expired December 31, 1990. It is being extended to December 31, 1991. The original con ct was for $100,000. 'There has an additional $80,000 added to the con ct. The purpose of the contract is to preliminary develcpmnt costs for pro ects, prior to having funds for the pro ects themselves. It is paid back fra i project funds when they are available. The $80,000 being added to fund is a repayment of pr evelcpment costs from the Studebaker Co idor Bond issue. The Soil borings, at six per tank, cost $985 per boring plus a one time staging cost of $250, totalling $6,160. Mr. Doncho suggested that the staff look into the cost of filling the tank for test' imposes and then reselling the fuel to Municipal Services for use in City vehicles. Kolata noted that since the bond has been divided into a taxable and a tax exert bond, the Lease to be revised to reflect wording to effect and to show the payment ule for both bonds. Kolata noted that the Lease states if the lease payments for one bond d discontinue, we would still be ated to make lease payments on the one. The payment dates and amounts for the te-ouble bond will be semi - annual payments of S232,000 beginning July 28, 1993 or when the project is completed. The Lease also stipulates that we will do nothing to Jecpardize the tax exempt status of the bonds. Fis�ld olata noted that we expect one revision to the Lease when the bond and final numbers are Down. Upon a motion by Mr. Doncho, seconded by Mr. Ccenbs and unanimously carried, the Comm.ission approved Resolution No. 969 approving a Restated and Amended Lease between the South Bend Redevelopment Autt ority and the South Bend Rede velopement Camnission for the Airport Ecormic Development Area Public Impi ovement Project. Mrs. Ko ata reported that the Redevelopment Authori will be meeting later this a n to consider the Amended Lease and to approve the Official Statements for the bonds. Mrs. Ko ata also reported that the model for East Race Villas is now open. That is Karl Schramm s development of condaniniums on Niles A enue. It is a very nice project.
