The proposals were reviewed by Mike Meeks, Department of Engineering, Car lyn Pfotenhauer, Ann Kolata and Mr. Pocius. They rated the proposals on which offered the most complete package in addressing the structural and env' onmental aspects of the project; which proposal offered the greatest amount of security against environmental risk ; and, which proposal was the most cost effective. Based on that criteria, the staff recomuends that we hire Cole and Associates for writing demolition sDedifications for the Transwestern Mrs. Kolata explained that Cole would write specifications for removal of asbr=stos and any other environmental problems and would bid that out as a contract. Then they will prepare specs for the demolition and bid that. Mrs. Kolata noted that Cole Associates indicated that most of the asbestos contractors are extremely busy at this timie of year because they use the summers to working in schools. We expect to begin asbestos removal about mid August. Mrs. Kolata noted that Cole's proposal of $29,500 included $6,930 for management and inspection of the building denclition. Our Engineering Department will be able to do that, so the proposal will be revised to exclude that work. If we should choose to demolish only part of the building, they would need to increase the proposal to include additional engineering costs for that. Cole will sup#vise the removal of the asbestos and any jorther environmental problems. She noted that the environmental problems of the building are not severe but need to be handled ioroperlv- Upon a motion by Mr. Combs, seconded by Mr. Piasecki and unanimously approved, the Commission approved hiring Cole Associates for writing demolition specifications for the Transwestern buildincr. Mr. Pocius noted that eleven proposals were received for doing an environmental assessment of the properties to be acquired in the Studebaker Corridor. The proposals were reviewed by Mike Meeks, Deparbient of Engineering, Carolyn Pfo enhauer, Ann Kolata and Mr. Pocius. The proposals were narrowed to the three best proposals: ATEC Environmental ($1,950), Wilkins and Wheaton ($6,300), and Environmental Services and Engineering ($8,930). Additional information was requested from these three. Based on the proposed scope of services, references and cost estimates, the staff recommends that the Commission negotiate a contract with ATEC Environmental for the purpose of conducting a Phase One environmental assessment of part of the Studebaker Corridor. Mrs. Kolata noted that a Phase One environmental assessment is a review and research of the history of ownership, and environmental records of the approximately 115 properties we would like to acquire, followed by a walk around the property looking for indications of environmental problems. The committee looked at the proposals fran ATEC, Wilkins and Wheaton and Env' onmental Services to determine if the r were including the same scope of sex ices. ATEC Environmental assured the sta f that they were including the same wor the others were quoting. When the sta f informed ATEC that they would not be oparanteed Phase Two work, they asked to raise their price to $3,750, which is still the lowest proposal. They have a ver.r good reputation and have assured us tha they can do the job for that amount of i ioney. The staff therefore recommends hir ATEC Environmental for a Phase One environmental assessment for part of the Studebaker Corridor. Mr. Piasecki asked who is responsible if the assessment indicates a need for cleanup. Ms. Pfotenhauer responded that, tedinically, anyone in the chain of title for a property can be held responsible for cleanup. Actually, the cost is the responsibility of the owner or occupant who created the problem. We are trying to reke certain that we are protected by knmring what is there before we purchase any property. Ms. Auburn asked if ATEC would be held legally responsible for the accuracy of their work. Mrs. Kolata responded that they would be responsible. The 233 LaPorte Avenue home is a one uni , three bedroom home. Mrs. Kolata noted that the Rental Rehab loans are at zero percent for ten years. If the owner meets the conditions of the loan! ten percent of the loan is forgiven each year. Mrs Kolata noted that Mary Green has a $4,000 Rental Rehab loan for property located at 1022 Burns. The certificate wai es $400 per year for 1987, 1988, 1989, and 1990, totalling $1600. This property has met all of the conditions of the Rental Rehab program for those years. Upo a motion by Mr. Piasecki, seconded by . Combs and unanimously carried, the Comnission approved the Certificate of Wai er for Leon Townsend for property locAted at 813 E. Indiana. Ms. Pfotenhauer noted that the Commission previously approved a Contract for Sale of 1xind for Private Development with Karl and Patricia Schramm. This contract amends that contract in two ways: 1) allyws the Schraws to take the property as viduals rather than as a co ration; and, 2) allows the developer to from the Commission a letter of app xNal upon completion of each vidual building of the project. The developer intends to build two buildings, one with six condominium units and one witli eight condominium units. Under the new provision, the Commission can approve one completed building, separate from the entire project, as an interim step so that: the developer may proceed with conveyance of title for the units. When the entire project is caffplete, a Certificate of Completion will be issued. Ms. Auburn asked when the project would begin. Mr. Schramm responded that they to close on the property on May 29th and will be ready to start right awa . NEW BUSVESS (Cont.) e. f. Mrs Kolata explained that the Commission previously reimbursed the City from Rum village tax increment financing funds. The Common Council has appropriated $100,000 of that to a Predevelopment Find to be used for predevelopment activities, sudi as data collection, market and envirormLental studies, surveys, appraisals, etc. This contract returns it to the Commission and outlines what the eligible expenditures are and the ti for its use. The contract from March 1, 1990 to December 31, 1990. All funds that are not Obligated by December 31 or not spent by Jantoxy 31, 1991, will be subject to rep ograYmning. Mrs. Kolata noted that the major portion of this money will be used toward the Airport 2010 project. Mrs Kolata explained that these funds also come from the reimbursement the CmmLission previously made to the City frcmi Rum Village tax increment financing They were subsequently app opriated by the Common Council for public improvements to the parking lot and road just north of Seitz Park. PROGRESS REPORTS (Cont.) Mrs. Ko ata reported that the Studebaker Corridoc, Bond closing is scheduled for June 5th in 'Indianapolis. The staff is preparing to send purchase offers, probably near the end of June or early July. The properties will have to be added to the acquisition list prior to that time. Mrs. Ko ata noted that we continue to meet with developers who are interested in the Transwestern building. If and when we have any pro s, we will bring them before the Commission. 8.
