Dear Hedy, We regret to inform the City of South Bend Redevelopment Commission that we must withdraw our intentions of purchasing 622 and 624 So. Columbia St. in South Bend. It was our intent of purc asing the properties to allow the moving of a house located at 718 Lincolnway East to 622 and 624 S. Col is St. The owner of the mult - family home located at 718 Linc lnway East has decided not to relo ate the multi - family home to 622 and 624 3. Columbia St. As a result of the deci ion, we purchased the house and prop rty at 718 Lincolnway East and will demo ish the house to make improvements to o r property. Mr. pfle: Yes, that's right. Specifically, we are adding to the acquLsition list the names of the projects that we previously announced that we intend to do improvements to. Name y, the sections of Niles Avenue; Madison Street, a portion of that; a portion of Washington Street; various curb and sidewalks in the Central Busimess District; a small portion of the parkLng lot...; those that have been spec fically identified in our upcoming 1990 TIF bond issue. Specifically those and bn1v those. Mr. Binder: I had a few ideas within these areas that would improve the area 5. Now, do I give these ideas to you? Ms. pfotenhauer: That might came under Drivileae of the floor. Mr. Binder: There are a couple of ideas here that would benefit the downtown area And, one of these is the sidewalk east of the Jefferson Street bridge, on the Howard Park side. It's a pretty bad E. I wrote a letter to the Mayor same of these ideas. I don't know got them or if you got then. But idewalk is in dire need of repair. Mr. t: Is this the sidewalk that runs alondr the Howard Park Wall? Mr. : No, its the sidewalk that runs east and west along Jefferson. Y ago there used to be a drinking fountain there also. Off the wall. It would be nice to have a drinking fountain also. Mr. Koepfle responded that they are the same ones we have about several times. It was not necessary to delete any of the projects due ro construction bids. Ms. asked Mr. Hunt to see that Mr. 's suggestions were given to the iota people. Upon a motion by Ms. Auburn, seconded by Mr. Ombs and unanimously carried, the Coamission approved Resolution No. 921. Mr. Piasecki asked who is doing the nego iating for these purchases? Mr. Hunt responded that the Airport Authority is n,.gotiating with the owners for the pure of their property. Upon a motion by Ms. Auburn, seconded by Mr. Piasecki and unanimously carried, the Cam sion approved the contract with St. Jose )h County Airport Authority for rel 6 -ation services. Mr. t noted that Resolution No. 923 is s' ar to Resolution No. 921, adding P' to the acquisition list which the sion will acquire from the lcpnent Authority in order to make public improvements. TO: Redevelopment Commission FROM Ann Kolata SUBJECT: Studebaker Bond Issue Remonstrance DATE March 22, 1990 Earl'er this week St. Joseph County Audi or Beverly Crone sent us her cert'ficate concerning the remonstrance to tie $4,900,000 Studebaker Corridor gene al obligation bond issue. She cert'fied that of the 3,528 total signatures on the remonstrance petition, 2,825 were owners of taxable real prop rty in the redevelopment district and 702 were not. Thus, the remonstrance was iinsuccessful. I hare very briefly reviewed copies of the :emonstrance petition and have noti ed some irregularities on the coun erparts that I would like you to be awarB of. Since the petition process was len hy, I know it is possible that some property owners could have forgotten that they once signed another one. I found numerous duplicate signatures on various coun erparts and want to bring the foll wing names to your attention: Joseph J. These are just some of the examples that I saw on the petitions. There may have been other irregularities and I know there were other duplicate signatures. There appears to have been a general lack of c ncern about the integrity of the petition process by the remonstrators. Mr. Nimtz noted that the Auditor's REPORT ON THE STUDEBAKER CORRIDOR CertLficate certifies the number of valid BOND ISSUE REWNSTRANCE signatures. The Auditor does not check for licate signatures, so the cent'fied number is inflated. Mrs. Auburn asked if taxpayers are alloged to sign once for each piece of propBrty they own. Mrs. Pfotenhauer resp)nded that each taxpayer may sign a peti ion only one time - either in favor of o against an issue. Mr. Hunt reported that Mrs. Kolata is in PROGRESS REPORTS Indi lis today with the Mayor making the presentation on the Studebaker Corridor Bond Issue to the Local Property Tax Control Board. Mr. Hunt also reported that the March 1990 of the Busliess Digest contains a major story on Ms. Auburn and her consulting business. Mr. Hunt also reported that there is more progress on the East Bank. The McGladrey building is moving along and Karl Schrann's condmiinLums, the East Race Villas, will have a ground1zeaking in early April. We expect to have a. meeting with East Bank property owners mid business owners to explain the public rks improvements in the East Bank within the next month.
