SUBJECT: Budget Increase Request – Howard Street Traffic Conceptual Design

PURPOSE OF REQUEST: Obligate budget in the amount of $20,300 for the Howard Street Traffic Design
project.
Specifics: In 2017, the RDC appropriated $15,000 from the REDA TIF to study the future traffic
impacts of the Eddy Street Commons Phases 2 and 3. Phase 2 plans were being developed;
however, Phase 3 plans were very preliminary at the time. Existing and future traffic
projections were analyzed for the Howard Street intersections with Eddy Street and SR
23. The results of the study indicated that improvements will be required at the
intersection of Howard Street and Eddy Street, as well as Howard Street and SR 23.
Improvements at Howard and Eddy could include conversion to 4-Way Stop, Channelized
EB/WB Right Turn Lanes, or a mini-roundabout. Additional improvements could be
warranted at Howard and SR23 (INDOT Right-of-way).
Phase 2 is nearing completion and Phase 3 site plans are currently under review by the
City. In order to address Eddy Phases 2 and 3, this request will include the preparation of
conceptual layouts and construction cost estimates for Howard Street from Notre Dame
Avenue to SR 23.
