Boyles, PhD, PE FROM: Adding New Temporary Signs for Curbside Pickup Onlyin the Downtown SUBJECT: April 8, 2020 DATE: The purpose of thismemorandum is toprovide noticeand informthe Board of Public Works of the following temporarytrafficrules that shall be implemented effectivewith the State of Indianas Executive Order 20-18, signed on April 6, 2020.The GovernorsExecutive Orderstates thefollowing: All individuals in the State should use online or call-in ordering of goods and services with eitherdelivery or curbside pickup to the greatest extent practicable; At the request of the Mayors Office andin order toaccommodatethe GovernorsEO,Ihave authorized the addition ofnew temporary signs in the public right-of-wayfor downtownrestaurants that providecarry- out/curbsideservices to customers.TheSouth BendMunicipal Code Article 2, Section 20-24statesthe following:(h) The Traffic Director, by and with the approval of the City Engineer, may make temporary rules regulating traffic or test traffic-control devices under actual conditions of traffic. No such experimental rule regulating traffic shall remain in effect for more than ninety (90) days. According to representatives from Downtown South Bend, there are atleast15restaurantsthat remain open downtown.Dedicatedparkingin the downtown would greatly optimize their ability to provide carry-out servicesto customers. By requestinga temporary sign, businesses will be able topost A-frame signsin front of theirentrancesthat denote 10MinuteParkingCurbside Pickup Only.Signs, limited to two(2)per restaurant,may be requested fromDTSB.See attached image. This will be in effect for upto 90 daysto assist with Federaland Local government recommendations on social distancing.Ifadditionaltime is requireddue to the COVID-10pandemic,a formal request will be made to the Board of Public Works.
