The scope is outlined in the table below: Study Area I — ••PRIORITY) 1. Evaluate the conclusions and recommendations of the existing traffic study for the Howard Street (Eddy to SR23) intersection couplet. 2. Propose additional / alternative recommendations to the existing traffic study if necessary. 3. Investigate the traffic implications to the wider block (Howard Street, SR23, Campeau Street, Francis Street) around Eddy Street Phase 3 as to how the proposed new development will impact the street network and level of service of the intersections within the study area. 4. Propose changes or modifications to the existing street network in order to help manage the traffic load generated by new development while ensuring Complete Street Principles are supported. 5. Allow for x7 1 hr video conference meetings to be used as needed. a. One meeting will be a presentation to stakeholders dedicated to the recommendations of this study. b. Other meetings can be used as needed to provide guidance to help develop the recommendations in coordination with the local engineering team and the City of South Bend. 6. Documentation of the recommendations in a format that can be shared and easily conveyed to others. This could be in the form of a short report with sketches or other types of illustrations. 7. Timing — The local engineering team has a completion timeframe of mid -May. Your recommendations should be coordinated with this timeframe. 0,lp,V1SIIu1 41IlIf4VVAT("",r0�")@ IG1) 9E, <r.1`111E D U t L 111Nt0 II"Yf For Tasks 1 to 4 The early tasks would include some "discovery" so that Toole Design can learn and see what is happening in the area. To begin with, it would be helpful for the City to gather and e-mail to us the relevant land use proposals (i.e., proposed site plans), a base map showing property lines, the properties in play outlined on a map, and the traffic study. We propose to provide have a concept for you with about 8 to 12 hours of work. After that, any additional time would be a function of conference calls with the City, refinements and iterations, as requested/needed by the City. Maybe, we estimate that would take about 12 hours too. Once it is developed, I suspect that the best concept will be self-evident. If the City wants Toole Design reassign traffic numbers, to "test it," so to speak, then that would be fine. However, I did not include a traffic analysis in this assignment. For Tasks 5 to 6 Once stakeholders get involved, it is hard to estimate their reactions and repercussions because we don't know them. We assume that the City will arrange/coordinate any outreach. We propose that the final product would be a Power Point presentation along with the key files used for the illustrations. I doubt that a report would be needed. We will write a memo to augment the Power Point and illustrations, if necessary. I'd suggest that we allocate another 24 hours for this work. All submissions will be made digitally. Toole Design will focus the on the block structure, relationships, access, circulation... such that the place achieves the objects as best as feasible. We'll not go into detail on street and intersection designs because those can be handled easily internally or later. In other words, the level of detail will be commensurate with the challenge of the assignment and the time/budget. Fees, Expenses, and Schedule We propose a lumps sum fee of $12,500 for the work above. There won't be any travel expenses. We will invoice monthly until the project is completed. We should have Tasks 1 to 4 completed with 12 business days of receiving the notice to proceed. Tasks 5 to 7 involve schedules that we do not control; so we will not put a time -frame to that but we will endeavor to be available to allow any outreach efforts to be unencumbered by Toole Design.
