They have the ability to meet the specifications and a have a well- developed mentorship program. o Award 20 of the 114 City propertiesin the package to Kennedy Expressline, Inc. They are a registered MBE and have the ability to meet the RFPspecifications. While they do not have a fully developed mentorship program, the scoring team believes they are well positioned to developonepriorto commencement of the work.The firm failed to include a signed Non-Collusion Affidavit.The failure was deemed non-material to submission of a responsive proposal by the evaluation committee, andthe firm will be required to provide the signed Affidavit prior to issuance of aNotice to Proceed.
