Upon a motion made by Mr. Combs, seconded by Mr. Dondho and unanimously carried, the Commission formally approved the claims submitted February 27 and March 6, 1989 and ordered checks dated March 3 and March 10, 1989 to be released. Ms. Auburn abstained from votim. Kolata noted that as a result of Ms. urn's conflict of interest with the ims from the February 10th meeting, vote needed to be ratified at this tins. LIpon a motion by Mr. Donoho, seconded by Mr. Combs and unanimously carried, the ammission ratified the claims approved at the February 24, 1989 meeting. Ms. ALturn abstained from voting. Mrs. Kolata noted that the Commission had authorized survey and title work in the Monroe Park portion of the South Bend Central Development Area in connection with its intent to acquire property th The survey and title work are n ly complete. We would like to begin th appraisal process. Two appraisals are required for each piece of property. The four estimates received were from Hoover Appraisal Seivice, a residential appraiser, R.E. McCloskey and Associates, Jerome E. Mic haels and Ralph D. Lauver. R. E. McCloskey indicated that he would have a idential appraiser from his company do the appraisals. Jerome Michaels did not a& ress that issue. Ralph Lauver would do the appraisals himself. Mrs. Kolata noted that since all of the appraisals were of vacant lots or residences, it was not necessary to pay for the expertise of a comnercial and industrial appraiser.
