AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA,APPROPRIATING$154,000 FROM THE EMS CAPITAL
IMPROVEMENT FUND(EMS FUND#288)
STATEMENT OF PURPOSE AND INTENT
On March 22, 1993, the South Bend Common Council passed Ordinance No.
8362-93 which appropriated$128,300 from the EMS Capital Improvement Fund for such
need and necessary firefighting equipment such as one mid-size vehicle, the refurbishing
of Engine 2, and radio equipment.
It has been determined that an additional appropriation of$129,000 is necessary in
order to upgrade the turnout clothing for the South Bend Fire Department. The proposed
turnout clothing has been shown to the Chairperson of the Public Safety Committee of the
Common Council who is in support of this appropriation.
It has also been determined that an appropriation of$25,000 is necessary in order
to refurbish one (1) fire truck and one (1) ambulance.
It is believed that these are necessary and proper appropriations from the EMS
Capital Improvement Fund and would be in the best interests of the Fire Department as
well as the City of South Bend.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA,as follows:
Section I. The indicated sum of money be, and hereby is, appropriated and
ordered set apart within the EMS Capital Improvement Fund, as set forth below:

Dear Council Members:
The South Bend Fire Department has not purchased turnout gear since
1982. Due to the age and condition of this gear, it has become
necessary to defray expenses within the Fire and E.M.S. Capital
Improvement Fund with an appropriation to upgrade the Department's
turnout clothing. The clothing will be safer and more comfortable
for firefighting and working at other emergencies.
The Department is also in need of refurbishing one ( 1) fire truck
and one ( 1) ambulance (both reserves) . By working through our
Garage and Equipment Services, this project will result in a
substantial savings to the City.
The funds are available and the appropriations for the above
request are as follows:
