GAMMON Approved and signed by me /0 -26 ig 93 o Mayor i • • ORDINANCE NO. 3423- S3 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING $1,271. 40 FROM THE COVELESKI IMPROVEMENT FUND FOR THE PURPOSE OF PROVIDING FLOOD RELIEF TO THE CITY OF DAVENPORT, IOWA STATEMENT OF PURPOSE AND INTENT The Midwest states of Illinois, Iowa, and Missouri, among others, experienced disaster and hardship the summer of 1993, due to the unprecedented flooding of the Mississippi River. During the summer months, rain poured down on the region day after day causing the Mississippi to swell its banks, flood tributary waterways, breach levies and expand out over miles and miles of farmland and river bank communities. The South Bend community responded to the disaster with assistance in many forms: The Indiana River Rescue squad, including members from the South Bend Police and Fire Departments, traveled to the flooded area to help shore up compromised levies; charitable and religious organizations, local businesses and individual citizens provided assistance in the form of food, clothing, and money. Among one of the earliest and hardest hit communities was the city of Davenport, Iowa, which, together with Bettendorf, Iowa and Moline and Rock Island, Illinois, forms what is known as the Quad Cities. In another facet of the community's effort to assist flood victims, the City of South Bend sponsored a fund-raiser at the August 3 and 4, 1993 games between the South Bend White Sox and the Quad Cities River Bandits. The games, originally scheduled to be a home games for the River Bandits, were played as a Quad Cities home game at the Cove, due to the flooding of the John O'Donnell Stadium. Individuals in attendance at the game made donations in the amount of $463 . 80. The City of South Bend committed to donating a share of the concession revenues from the game, or a total of $807.60, to the City of Davenport. The total funds raised at the August 3 and 4th games are deposited in the Coveleski Improvement Fund. The Common Council of the City of South Bend, Indiana, has determined that it is appropriate that this sum be appropriated and set apart and provided to the City of Davenport, Iowa, to assist in the ongoing flood relief efforts. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: SECTION I . That the amount of $1,271.40 shall be and hereby is appropriated in 1993 and ordered set apart within the Coveleski Improvement Fund, as set forth below, for the payment of said amount to the City of Davenport, Iowa, to assist with ongoing flood relief efforts in Davenport: • • ACCOUNT AMOUNT 401-0401-452-39-89 Coveleski Improvement Fund $1271. 40 SECTION II . This ordinance shall be in full force and effect from and after its passage by the Common Council and approval of the Mayor. Dear Members of the Council: I am attaching for filing an ordinance appropriating $1,271.40 from the Coveleski Improvement Fund for the purpose of providing flood relief to the City of Davenport, Iowa. The Quad Cities River Bandits ' home stadium, the John O'Donnell Stadium, fell victim to the devastating flooding this summer experienced by Davenport and other cities and towns along the Mississippi River banks. As a result the August 3 and 4, 1993, baseball games between the South Bend White Sox and the Quad Cities River Bandits, originally scheduled as home games for the River Bandits, were held at Coveleski Stadium. The $1,271.40 represents a total of $807.60 in private donations collected at the games, and a $463.80 share of the concession revenues generated at the games. Those concession revenues would not otherwise have been generated were it not for the River Bandits home games being moved to South Bend. Thank you for your favorable consideration of this ordinance.
