The permit has modified to require the permittee to monitor for all parameters of concern once per permit cycle, and then regularly monitor for pollutant parameters expected to be present based on historical analytical data and the contaminants of concern present at the remediation site. This permit is granted in accordance with the application filed on 14 January�mm2020. Effective on: 1.4 PjM ON Expires on the: 13 _A 1, 2025 Any violation of the terms and conditions of this permit shall be deemed a violation of the City of South Bend Municipal Code and will subject the permittee to the sanctions set out in section 17-11 through 17-13 of the Municipal Code. Naphtha Recovery Well system and VOC Recovery Well system currently act as water -table depression wells to control groundwater from migrating off -site. There are four operating VOC Recovery Wells (EW-1-R, EW-2, EW-3, and EW-5-R) and three operating Naphtha Recovery Wells (E3A, RWB16, and RWB23). PART I - EFFLUENT LIMITATION Sample Port and Collection Location 1. Sample monitoring is located at the Naphtha Recovery Well system and VOC Recovery Well system. Samples are collected from spigots at each well. 2. Sample Sites EW-1-R, EW-2, EW-3, EW-5-R, E3A, RWB16, and RWB23 shall not exceed the following effluent limitation: Any discharge of water or waste having a pH lower than 6.0 S.U. or a pH higher than 11.0 S.U. is prohibited. Daily Maximum Limit means the maximum allowable discharge limit of a pollutant during a calendar day or any 24-hour period that represents a calendar day. Where Daily Maximum Limits are expressed in units of mass, the daily discharge is the total mass discharged over the course of the day. Where Daily Maximum Limits are expressed in terms of a concentration, the daily discharge is the arithmetic average measurement of the pollutant Honeywell Groundwater Remediation Industrial Wastewater Discharge Permit page 1 of 39 concentration derived from all measurements taken that day. In the case of samples collected by the grab method, the daily maximum shall be applied as an Instantaneous Maximum Allowable Discharge Limit or as an Instantaneous Minimum Allowable Discharge Limit as follows: i. Instantaneous Maximum Allowable Discharge Limit — shall mean the maximum concentration or loading of a pollutant allowed to be discharged at any time, determined from analysis of any discrete or composite sample collected, independent of the industrial flow rate and the duration of the sampling event. ii. Instantaneous MininlUm Allowable Discharac Limit — shall mean the minimum concentration of a pollutant allowed to be discharged at any time, determined from analysis of any discrete or composite sample collected, independent of the industrial flow rate and the duration of the sampling event. The lower pH limit is applied as an Instantaneous Minimum Allowable Discharge Limit. b. 1 onthly Average Limit means the maximum allowable average of daily discharges over a calendar month, calculated as the sum of the concentrations of all daily discharges measured during a calendar month divided by the number of daily discharges measured that month. C. The following parameters shall be monitored at the frequency and with the sampling type stated below. All measurements, tests, and analyses of the characteristics of water and wastes to which reference is made in this permit shall be conducted using the methods and procedures approved in 40 CFR 136 and amendments thereto, unless otherwise specified in an applicable Categorical Pretreatment Standard.
