DECLARING A LOCAL DISASTER EMERGENCY IN RESPONSE TO THE
CORONAVIRUS (COVID-19) PANDEMIC
WHEREAS, the ongoing spread of Coronavirus (COVID-19) poses a serious threat to the
most vulnerable members of our community; and
WHEREAS, there has been new guidance from the Center for Disease Control and
Prevention (CDC) and President of the United States encouraging discretionary travel be avoided.

WHEREAS, mitigation of the virus' spread is the best tool in preventing local healthcare
systems from being overwhelmed; and
WHEREAS an emergency declaration is an appropriate public safety response to prevent the
spread of the virus in South Bend and the surrounding community; and
WHEREAS limitation of unnecessary travel would assist in the prevention of the spread of
the virus.
NOW, THEREFORE, by virtue of the authority vested in me as the Chief Executive and
Administrative Officer of the City, I hereby issue an emergency declaration in accordance with I.C.
10-14-3-29. Furthermore, I issue a local travel advisory as part of the emergency declaration. The
travel advisory, per I.C. 10-14-3-29.5 is as follows:

a. The current conditions are threatening to the safety of the public. Therefore,
the public is directed to limit all travel aside from essential travel, which
includes examples like traveling to and from work, picking up food from

restaurants, going to the grocery, pharmacy, or doctor's office, daycares, and
traveling during emergency situations.
b. Residents are still encouraged to spend time outdoors doing physical activities
while 'avoiding contact with others and maintaining extreme social distancing
measures.
Section 2. Notice of the Executize Order
The Clerk of the City of South Bend shall cause a notice of this Executive Order.
Section 3. EffectizeDate
This Executive Order shall become effective at 2 p.m. March 19, 2020 and remain in
effect for the next seven days, with the possibility of renewal by vote of South Bend
Common Council.
