AN ORDINANCE TRANSFERRING $45, 000 WITHIN ACCOUNTS WITHIN THE
U.D.A.G. FUND OF THE DEPARTMENT OF COMMUNITY AND ECONOMIC
DEVELOPMENT FOR THE PURPOSE OF FUNDING NEIGHBORHOOD YOUTH
DEVELOPMENT INITIATIVE AND NEIGHBORHOOD PLANNING FORUM WITHIN
THE COMMUNITY
Statement of Purpose and Intent:
In order to assure the efficient and timely utilization of Urban
Development Action Grant Reimbursement Funds and to further the
implementation of certain community objectives, transfers are needed:
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $45, 000 is hereby appropriated within Fund
410 as follows:
Reduce the following: Amount
Professional Services (Sample-Ewing Development Area) $45, 000
Increase the following: Amount
Neighborhood Youth Development Initiative $25, 000
Neighborhood Planning Forum 20, 000.

SECTION II. This Ordinance shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.

Dear Steve:
The attached bill transfers $45,000 in federal Urban Development Action Grant Finds from
the Sample-Ewing Development Area (SEDA) to two new activities in our Good
Neighbors/Good Neighborhood Initiative.
The two new activities to be funded from this transfer are the Neighborhood Planning Forum
($20,000) and the Neighborhood Youth Development Initiative ($25,000). The purpose of
the Neighborhood Youth Development Initiative (NYDI) is to develop a strategic plan to
improve this community's delivery of youth service and development activities. An informal
network of approximately twelve youth service and development agencies have been meeting
to discuss new, more effective ways to serve the young people of our community. These
agencies plus a number of our young citizens will work together to develop this strategic plan
over a twelve month period. The strategic plan will focus on small scale, neighborhood
oriented efforts. The Youth Service Bureau will provide the necessary staff services,
oversight and administrative support. A list of some of the participants in the informal
process is also attached to this letter.
The second neighborhood-based activity to be funded from this proposed appropriation is the
Neighborhood Planning Forum (NPF). We are proposing that $20,000 be appropriated to
support the development of a city-wide neighborhood improvement strategy. This strategy
will not be a detailed neighborhood-by-neighborhood plan. Rather, we hope to develop a
broad policy document in conjunction with the neighborhood organization and related groups
that will guide this community's decision making process in such areas as zoning/rezoning,

transportation and land use, private-public partnerships, human and social services, public
safety, physical development and design, among other neighborhood issues. More detailed
neighborhood plans would flow from the guiding principles and policies established by the
neighborhood planning forum process.
We appreciate the Council's continuing support and involvement in the Good
Neighbors/Good Neighborhoods Initiative. We would welcome individual or Council
committee involvement in both the Neighborhood Youth Development Initiative and the
Neighborhood Planning Forum activities; and we request your favorable consideration of the
attached bill.
