Councilmember Karen L. White began by stating that the purpose of the Board of Finance
Organizational meeting is to go through the Mission of the Committee, and that mission is to
oversee the various activities and issues related to neighborhood development and enhance that.
The mission statement is so broad, that it really doesn't say alot. We will begin to look at our
mission statements as we move forward to make sure that they reflect the work that each committee
will be doing.
Councilmember Karen L. White spoke about the responsibility that each Councilmember has
ensure that they maintain contact with their various constituents throughout the South Bend
neighborhoods to work very closely not only with Community Investment, but also with the
Neighborhood Associations.
Councilmember Karen L. White stated that she would be walking through the annual report
process, where each committee is responsible for submitting an annual report which reflects the
actual activities of that particular committee. She used the Residential Neighborhood Committee
as an example (along with a physical paper copy of the annual report that can be obtained in the
City Clerk's Office) in order to use a timeline of January 1, 2019 until December 31, 2019 for all
of the activities of that particular committee that would need to be included in an annual report.
Councilmember Karen L. White spoke about the need to do more work within the neighborhoods
of South Bend.
Councilmember Karen White spoke about an initiative to stop the sell of synthetic drugs at local
mini marts in the South Bend community, and the fact that a lot of the work towards this was done
within the Residential Neighborhood Committee. She mentioned the fact that the State of Indiana
has really tightened up legislation on the sales of synthetic drugs.

Council Attorney Bob Palmer spoke about the fact that the Indiana State Legislation has indeed
been tightened up especially with increasing the penalties for the possession of synthetic drugs
being very severe now compared to what it used to be.
Committee President Karen L. White opened the meeting up to any Committee Members wishing
to speak about the goals of the Committee and what Committee Members would like to see in
terms of goals that Committee Members would like to achieve.
Committeemember Sheila Niezgodski spoke about her goals for 2020 with regard to the sixth(6th)
District.
Committee Chair Karen L. White adjourned the meeting at 5:30 p.m.
