Agenda: Bill No. 59-19- Amending Code Residential
Zone Parking
Bill No. 60-19- Amending Municipal Code
Regarding Special Events
Bill No. 59-19- Amending Code Residential Zone Parking
Mr. Jake Teshka, 2419 Cheshire Drive, South Bend, IN stated that this ordinance only affects
residential parking zones, with a list of residential parking zones that have been entered into the
record. This is not a City-wide ordinance, it's just reflecting those residential parking zones which
are mainly near IUSB, Notre Dame, Memorial Hospital and a few others as well. The passage of
the new ordinance would increase the fine fees from ten dollars ($10.00) to fifty dollars ($50.00).
Mr. Teshka stated that proper notification would be sent from the Department of Public Works
and the Department of Engineering to Memorial Hospital, IUSB and Kite Realty-Eddy Street
Commons to notify all of their employees of these changes as well.

Committee Chair Troy Warner gave each Committeemember and each Councilmember the
opportunity to asks questions and or make comments regarding Bill No. 59-19.
Committee Chair Troy Warner turned the meeting to the public for anyone wishing to speak either
in favor or opposition to Bill No. 59-19.
Leah McLaughlin, 1120 Georgiana Street, South Bend, IN spoke in favor of Bill No. 59-19.
Committee Chair Troy Warner turned the meeting back to the Committee for a vote.
Committeemember Sharon McBride made a motion to send Bill No. 59-19 to the full Council with
a favorable recommendation. The motion was seconded by Councilmember Rachel Tomas-
Morgan and carried with a voice vote of four(4) ayes.
Bill No. 60-19-Amending Municipal Code Regarding Special Events
Aladean DeRose, City Attorney for the City of South Bend Legal Department with offices on the
12th floor of the County-City building, gave a brief overview of Bill No. 60-19, which included
minimal changes that are being proposed.
Sergeant Brad Rohrscheib, 701 W. Sample Street, South Bend, IN spoke about the minor changes
that are being proposed for the current ordinance regarding rules, regulations and parameters for
special events. Sergeant Rohrscheib stated that these changes would be helpful and beneficial to
the community with regard to special events that are held, using block parties as an example of a
special event, which is also categorized as a tier one(1) event.

Mr. Murray Miller, 23698 Western Avenue, South Bend, IN made a general comment regarding
concerns that he has with the current application process versus any new process for special events.
Committee Chair Troy Warner turned the meeting back to the Committee for a vote.
Committeemember Rachel Tomas-Morgan made a motion to send Bill No. 60-19 to the full
Council with a favorable recommendation. The motion was seconded by Councilmember Sharon
McBride and carried with a voice vote of four(4) ayes.
