McBride Council Members Present: Troy Warner, Henry Davis Jr., Tim Scott Lori Hamann, Rachel Tomas Morgan Other Council Members Absent Jake Teshka Others Present: Dawn Jones, Graham Sparks, Bob Palmer Lisa Horton Presenters: Dan Parker, City Controller, Antonius Northern Martin Mechtenberg Agenda: Review Residential Neighborhoods Summary Report 2020 Strategic Planning Initiatives Budget Community Investment-Engagement& Economic Empowerment Committee Chair Karen L. White began the Residential Neighborhood Committee meeting by stating that the purpose of the meeting was to focus on the summarized report that grew out of the Collective Power of Engagement and Intentional Collaboration. Committee Chair Karen L. White stated that while going through the report,the focus would be on the findings and recommendations of the report. Committee Chair Karen L. White stated that there are five(5) critical areas that were identified based on what we know, what we have experienced and based on what our residents have told us are Economic Development, Affordable Housing, Youth Engagement & Employment, Neighborhood Infrastructure, Curbs & Sidewalks as well as Public Safety and Wellness. While speaking about affordable housing, Committee Chair Karen L. Committee Chair Karen White also spoke about the Home Repair Program. Committeemember Sheila Niezgodski asked a general question about the home repair program. Committee Chair Karen L. White went on to speak about the Partnership Outlines and the next steps from the report. Committeemember Sharon L. McBride spoke in regard to being able to come up with tangible solutions to ensure that all neighborhoods have adequate funding. Councilmember Henry Davis Jr. asked a question regarding how a neighborhood is defined. Councilmember Rachel Tomas Morgan spoke in response to Councilmember Henry Davis Jr.'s question of how neighborhoods are defined, by offering a general map of South Bend neighborhoods that are available accessing the Saint Joseph County website for that information. Committee Chair Karen L. White turned the meeting over to Dan Parker, City Controller to give his 2020 Strategic Planning Initiatives Budget power point presentation, which can be obtained in the City Clerk's Office. Dan Parker,City Controller for the City of South Bend with offices on the 12th floor of the County- City building stated, basically, what this power point was is the representation on the recommendations that came out of the two (2) meetings that Councilmember Karen L. White talked about from last year,and how those recommendations were put into the 2020 budget. If the recommendation was around affordable housing or the need to expand the home repair program, what we tried to do is say what is the response, at least from a dollars perspective and then lets turn it over to the Community Investment folks who have to implement that. Mr. Parker went on to discuss specific numbers for street paving,plans for new neighborhood parks,public safety and wellness initiatives. Committee Chair Karen L. White asked a general question regarding specific funding for neighborhoods. Councilmember Henry Davis Jr. asked a general question regarding funding for a particular item in the presentation. Councilmember Lori Hamann asked a general question regarding the funding for TRANSPO. Councilmember Tim Scott spoke about money that is allocated to each individual district. Antonius Northern and Martin Mechenberg, Engagement Specialists for the Community Investment Department with offices on the 14th floor of the County-City building spoke about projects that are located in several different areas of the City of South Bend, which received funding for implementation and completion. White made a suggestion to the presenters to gather more information and schedule more meetings with the Committee and Council Members for further discussion of all of the projects that have been identified. Committee Chair Karen L. White turned the meeting over to the Council for any further questions or concerns regarding the presentation from the Community Investment Department. Councilmember Tim Scott spoke about the concerns that he has with some of the projects that were presented during the presentation from the Community Investment Department. Councilmember Sharon L. McBride also spoke about her concerns with some of the projects that were presented in regard to the funding for them. Committee Chair Karen L. White turned the meeting to the public for anyone wishing to ask any questions regarding the presentation from the Community Investment Department. Jordan Giger, 602 S. Edison Street, South Bend, IN spoke about concerns that he has about the exact dollar amount of monies that was allocated and set aside for the Home Repair & Rehab Program. Mr. Parker addressed the questions that Mr. Giger has. Ann Mannix, 724 W. Washington Street, South Bend, IN spoke about the presentation of neighborhood projects from the Community Investment Department, stating that she believes that the three (3) different areas of the presentation had to do with the technical component, where the funding for the projects will come from and then the planning aspect of it to be able to complete the projects.
