Mr. Nimtz introduced Mr. Frank Gilbert, Ass stant General Counsel for the National Tru t for Historic Preservation. Ms. Karen Kiemnic, Director of the Historic Preservation Commission of South Bend and St. Jos ph County, explained that Mr. Gilbert had previously met with various other City departments and discussed various issues. One issue of particular interest was a multiple DISCUSSION WITH MR. NEW BUSINESS (Cont.) a. uonzinuea... explained that this was a national register nomination and the area involved is bounded by LaSalle Avenue on the north, St. Joseph on the east, Wayne Street on the south, and William Street on the west. This involves is nominating the historic buildings within that area and it would not affect any vacant lots. Ms. Kiemnic explained that the owners of those historic buildings would be eligible for tax incentives and, when available, matching gr is from the National Register. Mr. Gilbert explained that he has been involved with many of the people working on historic preservation within the state and South Bend, and that he felt it was very si ificant that South Bend is now focusing on do town. He stated that the multiple resource approach to historic preservation wilL alert property owners to the op rtunities downtown. He stated that the present tax incentives have a very promising app oath to historic preservation. Ms. Kiemnic read sane examples of the buildings eligible for tax credits within the multiple resource area and that she was planning to meet with the owners of these buildings on an individual basis. Mrs Kolata asked what are the advantages and disadvantages of owning a building within the multiple resource district. Mr. Gilbert stated that an owner of a historic building would be required to get approval fram the National Trust for any renovation plans for their building. He stated that the adv,mtages outweigh the disadvantages mainly be use of the incentives. He explained that other than a notification to the owner that their building is on the National Register, the National Trust may never enter into their lives again. -2- South Bend edevelopment Commission Special Mee ing - August 17, 1983 2. Mrs. Kolata noted that if a property is on the National Register or a historic landmark its if then the City has specific procedures to ollow with the use of federal funds. Mr. Gilbert stated that he felt South Bend has a vary good base in the work being done in the residential neighborhoods. The multiple resource nomination will be a very effective approach to the downtown which is the hardest ar in which to achieve historic preservation re s lts. Mr. Gilbert explained that the National Register of Historic Places was set up by Congress in 1966 as a nation wide inventory which now includes more than 25,000 buildings. He Stated that approximately 220 local his oric districts have been certified. He also stated that 92% of the people applying for the certification qualify. Mrs Kolata asked if the work that has to be done for tax credits has to be approved by the State Historic Preservation Office. Mr. Gilbert said that it did. Mrs. Kolata asked if Mr. Gilbert has had any comments over the way various states handle applications, eva uations and the timeliness of these app ications. Mr. Gilbert stated that the regulations have a forty -five day review period at the state level and a forty -five day review period at the federal level. He stated tha a great deal depends on a good application being submitted. Mr. Butler stated that the application review within the State of Indiana is much longer. He stated that the State office funding is woefully inadequate and thereby the number of people who are working at the state level on these applications are not sufficient. Mr. Gilbert stated that built into the regulations is a regiirement for speedy handling of applications and the five federal regional Offices have had to add staff to acco mtodate South Bend Redevelopment Commission Special Meeting - August 17, 1983 2.
