Committee Chair Karen L. White began the Personnel and Finance meeting by giving a quick
overview of the 2019 Personnel and Finance Report stating that she would be touching on some
of the highlights of the report. She spoke about the work that the Personnel and Finance Committee
has done as it relates to the 2020 budget process. Committee Chair Karen L. White thanked Dan
Parker, City Controller for all of his help during the 2019 budget season as well as assisting the
Council with navigating the budget process for the 2020 budget. She spoke about the 2019 series
of budget meetings that were facilitated by Dan Parker and how useful they were.
Committee Chair Karen L. White stated that the purpose of the Personnel and Finance
Organizational meeting is the make sure that the Committee has met and then we can begin to look
at some goals. I will be asking that Committee Members email me some of your priorities that you
would like to see in the 2021 budget. You will be receiving an email from me asking you to
identify your priorities as well as how you perceive the budget process itself. One (1) area that I
know is critical, is how do we get more citizen engagement and participation?
Committee Chair Karen L. White also spoke about the series of budget meetings that will be
coming up and the preparation of them. She also stated that a date has not been scheduled or set
yet for the 2021 budget kickoff, and that there has been one (1) person that has completed the
request to become a citizen member on the Personnel and Finance Committee.

Committee Chair Karen L.White turned the meeting over to the Committee Members for questions
or any comments they may have.
Committememeber Rachel Tomas Morgan stated that she did not have any questions, but she is
learning a lot throughout the process of the Personnel and Finance Organizational meeting.
Committeemember Jake Teshka stated, Last year I think that everybody had made this comment
at some point either during or after the process last year, but our budget process last year was
probably the smoothest one (1) that there has ever been. From a transparency factor, I think that a
lot of strides were made. A lot of that is real work. Hopefully what we'll see is the new
Administration continuing to embrace this process. I'm looking forward to this process.
Committeemember Sheila Niezgodski asked,When you ask about our goals and we send that back
to you, do you want our goals overall or on a strategic spending level? I know the Administration
sets the budget, so how would you like for us to send you our goals?
Committee Chair Karen L. White responded to Committeemember Sheila Niezgodski's question
with some general information on what format the overall goals of the Committee Members should
be sent.
