THIS PROPERTY IS COMMONLY KNOWN AS 508-536 CRESCENT AVENUE, SOUTH BEND INDIANA. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. The Area Plan Commission at its public hearing on Tuesday, January 20, 2004, took the following action: Upon a motion by Karl King, being seconded by Roland Kelly and unanimously carried, the proposed ordinance and site development plan of Madison Center, Inc. to zone from "D" Light Industrial, "F" Height and Area to "A-3" Mixed Use, Multi- Family Residential and Commercial, "F" Height and Area, property located at 508- 536 Crescent Avenue, City of South Bend is sent to the Common Council with a favorable recommendation, subject to a Final Site Development Plan showing a development scheme which more nearly complies with the intent of the upcoming new Zoning Ordinance for the City of South Bend. PLEASE NOTE that the Ordinance has been amended by the petitioner to show a zoning designation different than that used for the Council's first reading. EXISTING LAND USE: The property contains vacant land. SURROUNDING LAND USE AND ZONING: Located to the north are single-family homes zoned "B" Multi-family residential, "B" Height and Area, and the Madison Center zoned "D" Light Industrial, "F" Height and Area. To the south are industrial uses zoned "D" Light Industrial, "F" Height and Area. To the east are single-family homes zoned "B" Multi-family Residential and "D" Light Industrial, "F" Height and Area. To the west are commercial uses and the Madison Center zoned "D" Light Industrial, "F" Height and Area and "A-3" Mixed Use, Multi-family, and Commercial, "G" Height and Area. ACCESS: Access to the site is from Crescent Avenue. WATER SOURCE/ SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: The drainage has not been addressed by the petitioner. SITE DATA: The total site•to be rezoned is 1 acre. Of that, the buildings will occupy 8,900 square feet, or 19.3 percent of the site. Parking and drives will occupy 12,73 square feet, or 27.7 percent of the site. Open space will occupy 24,410 square feet, or 53 percent of the site. ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public wells, wetlands, flood or environmental hazard areas are present. SITE PLAN: The site plan is preliminary. AGENCY COMMENTS: The City Engineer made the following comments: a drainage plan is required at the final site plan stage. If any landscaping is within the right-of--way, it is subject to approval by the Engineering Department. The approaches will need to be discussed prior to final approval. In 1991, this property was proposed to be rezoned "A-3" Mixed Use, "B" Height and Area, but the petition was withdrawn before it was considered by the Common Council. STAFF RECOMMENDATIONS: Based on information available prior to the public hearing, the staff recommends that thts petition be sent to the Common Council with a favorable recommendation subject to a final site plan. The Northeast Neighborhood Development Area Plan states that a goal for this immediate area is to support and manage the growth of the Madison Center campus north of LaSalle Street and west of Hill Street. In the new zoning ordinance, this site is proposed to be "MU" Mixed Use, which will allow the proposed uses. The staff recommends that this project be developed to the standards of the future "MU" Mixed Use District.
