Bendix Woods Stormwater Management Project File No. 201837.00 Historic Preservation – Certificate of Appropriateness February 2020 PROJECT DESCRIPTION St. Joseph County contracted with Lawson-Fisher Associates P.C. (LFA) to perform an assessment of the current drainage issues at the Navistar Proving Grounds and Bendix Woods County Park. Navistar Proving Grounds is located east and downhill of the Bendix Woods County Park and is receiving storm water runoff from the Park. Currently, the stormwater network from Bendix Woods is piped into the into the network at Navistar and is causing flooding in Navistar’s buildings and property. The current stormwater runoff overwhelms the existing connection, especially during high rain events and snow melt. This project will eliminate the existing connection from the Park to Navistar and address some drainage issues on the Park and Navistar sites. The landscape and grounds around the Studebaker Clubhouse are in the Local Landmark status and although this project does not change anything to the building itself, there will be some changes to the grounds. The historic STUDEBAKER trees will not be affected by this project. Care is also being taken to protect other existing large tress and the general appearance of the site. On the Park side, the project includes the addition of a swale that that will run along the prairie land area of the Park and flow north into a proposed pipe. The proposed swale will be shallow enough to be mowed, as it is now. The pipe will then carry flow under the tree line and parking lot, along the west side of the fence between the Park and Navistar. The pipe would then cross over onto Navistar’s site and the network would continue until discharging into the Rogers Clark Ditch. See the attached figures for further clarification. The proposed project also includes updates to the Park. The Park has identified some drainage issues on their site that need attention, particularly along the gravel drive south of the Nature Center. The drive is currently eroding and the area just south of the drive is a low spot that is prone to flooding. The gravel drive will be paved to prevent current erosion issues and a small detention storage area will be added south of the drive. This addition of available storage area should significantly reduce current flooding issues. Also, a bioswale will be added along the Bendix Woods and Navistar property line, this will also help collect the overland flow and reduce flooding. MATERIALS TO BE USED The stormwater pipes that will be used throughout the project will be Reinforced Concrete Pipe (RCP). The existing gravel road behind the Nature Center will be paved with asphalt. Asphalt will also be replaced in the parking lot when it is being removed for the installation of the RCP. The swale will be constructed according to St. Joseph County Standards and seeded with the Indiana Department of Transportation (INDOT) Seed Mix Type “R”, which includes low endophyte Tall Fescue, turf type Perennial Ryegrass, Creeping Red Fescue, and White Dutch Clover. The bioswale will consist of 4”-6” Glacial Cobble Stone with a Geotextile Wrap. The plantings in the bioswale were approved by the engineer and the Park Administration and consist of the following: Swamp Milkweed, Brown Fox Sedge, Virginia Iris, Common Rush, Wild Golden Flow, Wool Grass, New England Aster, and Common Ironweed. These are native plants that are compatible with the Park’s emphasis on environmental education and habitat development. Lawson-Fisher Associates P.C.
