COMMUNICATIONS There were no communications 5. OLD BUSIINESS a. Commission approval No. 665 encouraging designate Phase III Park as a Tax Abate NO COMMUNICATIONS requested for Resolution the Common Council to of the Airport Industrial ent Impact Area. Mrs. Kolata stated that earlier this year the Common Council designated Phases IV and V of the Airport Industrial Park as Tax Abatement Impact Areas. After doing some additional re- search the staff is now recommending that Phase III Pe declared a tax abatement impact area. Mr. 3essire from the Industrial Foundation show d the Commissioners a map of all phases in tie Airport Industrial Park. Since Phase IV aid Phase V are now tax abatement impact areas, Mr. Bessire felt that Phase III land woull be bypassed by those firms locating in an area because of the availability of tax abat went. At present there is an unnamed pros ect interested in a large piece of land wher the availability of tax abatement could make a - difference n making the decision to Locate -3- South Bend edevelopment Commission Regular f4ee ing - October 22, 1982 5. OLD BUSINESS (Continued) a. Continued.... in Phase III. Also, another branch of McCormick and Company is looking at a site in Phase III and they have indicated tax abatement could be the deciding factor in selecting a location. Ms. Auburn and Mr. Robinson suggested that only the vacant land in Phase III should be declared a tax abatement impact. Also, Mr. Horton stated this the staff recommended all of Phase III for this designation because all of Phase III was studied and the determination of underutilization was for all of Phase III. Ms. uburn stated that she did not want to in- clud all of Phase III in the resolution until the staff report on tax abatement was completed. Upon a motion made by Mr. Robinson, seconded by Mr. Donaldson and unanimously carried, Resolution No. 665 was approved with the amendment that it apply only for unoccupied property in Phase III of the Airport Industrial Park. 6. The loan amounts include mone for appraisals and servicing costs as well as a small contingency. Mr. Robinson stated that he had requested infor- mation from Pairs. Baumgartner regarding the elec- trical work in these contracts and thanked her for supplying that information. He said that he had asked several electrical contractors about why they hadn't bid on Bureau of Housing contracts. -5- THREE BIDS IN CONNECTION WITH THE HOMESTEAD /SOUTH BEND HOME IMPROVEMENT LOAN PROGRAM WERE APPROVED TWO BIDS IN CONNECTION WITH THE SOUTH BEND HOME IMPROVEMENT LOAN PROGRAM WERE AWARDED South Bend Commission Regular Mee �edevelopment ing - October 22, 1982 6. NEW BUSINESS (Continued) c. Contlinued.... They stated they had some difficulty getting paid by the general contractor and rather than going through that hassle it was easier not to bid. Mr. Robinson also pointed out that it costs the homeowner more money to have a gen- eral contractor and this rips off the taxpayers. Mrs. Baumgartner disagreed with Mr. Robinson over the use of the general contractor. The Bureau of Housing does not have enough staff or expertise to oversee the work on as many as 200 -300 contracts. Also there are conditions where there is an overlap of jobs and the gen- eral contractor has the responsibility to see that the proper trade is doing the work on each portion of the job. Mrs. Baumgartner stated that the general contractor is paid $700 -$900 for overseeing the job and this is not an un- reas nable fee. If subcontractors are not being paid by the general, they have not made the Bureau of Housing aware of this problem. If thera is a problem they should let us know and we c n talk to the general contractor about it. Ms. uburn stated she did not have a problem payi g someone for their time to coordinate and supervise jobs. It seems like things are going much better than when we had to deal with;all of. the 3ubcontractors and change orders ourselves, and don't want to go back to that. Ms. Auburn also asked that if there is a problem it should be brought to the Commission's attention. This has Deen done in the past and the Commission has resp nded. Commission approval requested for amendment to leaso with Standard Mechanical Contractor, Inc. Mrs. Kolata explained that the next item on the agenda is an addendum to our lease with Standard Mechanical Contractors, Inc. We entered into this lease approximately a year ago, charging Standard Mechanical $1,600 a month rent which they were to put into an escrow account and, if they moved by Nove ber 1, 1982 to a location in the City of South Bend, we were going to refund all of that rent to them. They are not going to be moved by November 1st but they do expect to be moved by December lst. The addendum to the lease says that basically they have substantially complied with what we originally askeJ them to do, which is to relocate in South Bend, and we will refund on November 1st $8,000. When they complete the move we will pay the balance of tat escrow account. The addendum also would not require them to pay rent November lst unless they are still there on December 1st at which time they would have to make the rent payment. Upon a motion made by Mr. Robinson, seconded by Mr. Pias cki and unanimously carried, the amendment to the lease with Standard Mechanical Contractor, Inc., was approved. f. Commission approval uested to award a bid for Department of Redevelopment. -7- FOUR BIDS WERE AWARDED IN CONNECTION WITH THE REHABILITATION LOAN PRO- GRAM THE COMMISSION APPROVED AN AMENDMENT TO THE LEASE WITH STANDARD MECHANICAL CONTRACTORS, INC. South Bend edevelopment Commission Regular Mee ing - October 22, 1982 6. NEW BUS]NESS (Continued) f. Continued.... Mrs. Kolata explained that since our department now has merged with Community Development we are trying to get all of.our operations onto one floor. In order to do this we need to do a min- imal amount of remodeling. We have received three bid and are recommending that the bid be awarded to .V. Engle Construction, Inc., who was the low st bidder with a bid of $2,222.00. Upon a motion made by Mr. Donaldson, seconded by Mr. Robinson and unanimously carried, a bid in the amount of $2,222.00 was awarded to V.V. Engle Construction, Inc., for remodeling work in the Redevelopment offices. g. Commlission approval requested for amendment to Homeowners Emergencyy Loan Program Guidelines. Earlier this summer we adopted guidelines for the Homeowner's Emergency Loan Program which provides emergency loans of up to $1,500 for things such as h ating, roofing and plumbing problems. The guid lines called for a second mortgage on the prop arty. This amendment revises that provision to r quire a promissory note as security for the loan. The revision is necessary because many of the roperties are purchased on land contract. The amendment also requires the borrower to make regular payments on the loan. Upon a motion made by Ms. Auburn, seconded by Pair. liasecki and unanimously carried, the amend- ment to the Homeowner's Emergency Loan Program Guid lines was approved. 7. PROGRESSIREPORTS Mr. Nimtz stated that this was Kathy Baumgartner's last day as director of the Bureau of Housing. She has accepted the position of director of the Indiana- polis Neighborhood Housing Services program. On be- half of the Commission, Carr. Nimtz thanked Kathy for her fine work and wished her well in her new job. 8.
