This would be an increase in the Council salary from $19,800 to $20,186 for 2020. Committee Chair Karen White opened the floor for anyone from the public wishing to speak either in favor or opposition to Bill No. 39-19. Seeing none, Committee Chair Karen White opened the floor to the Committee for a vote. Councilmember Gavin Ferlic made a motion to send Bill No. 39-19 to the full Council with a favorable recommendation. The motion was seconded by Councilmember Jake Teshka and carried with a voice vote of three(3) ayes. Bill No.40-19- Proposed 2020 City Clerk Salary Ordinance Dawn Jones, City Clerk with offices on the fourth floor of the County-City building stated, I want to say that so far, it has been a great experience in this role. I've inherited an awesome staff who is both experienced and dedicated and has made the transition smooth. I have a great appreciation for the Clerk's Office when I see the level of significance that we have. So, in participating in all of the budget meetings, I can say that the members of the Administration as well as our Council work hard to keep our City running smooth. Both the accomplishments and the goals of the Administration and the Council are tremendous. With that being said, I would be remised if I didn't mention that none of the work could be completed without the Clerk's Office. You should have received a handout, and this will show the amount of work that we do, who does what in the Clerk's Office and how we work with the Council. Our 2020 department goals are more inclusive transparency to increase community awareness and participation, which means a new camera system to ensure citizens have access to our Council meetings and have the ability to understand fully what their representatives are doing on their behalf. What that means is that we want our camera system to be able to interact with the meeting. When I say interact with the meeting what I mean is if Councilmember Broden is speaking, we want the camera to go to Councilmember Broden so that people can see that she is speaking. They understand which district she is from and what the issue is that she is speaking about. So, we want to make sure to make that our cameras are able to do that because that is transparency. Committeemember Jake Teshka made a motion to send Bill No. 40-19 to the full Council with a favorable recommendation. So, Bill No. 41-19 raises the Mayor's salary by two percent(2%) in 2020 from $110, 885 in 2019 to $115,103 dollars in 2020. Committee Chair Karen White opened the floor for anyone from the public wishing to speak in favor or opposition to Bill No.41-19. Seeing none, Committee Chair Karen White opened the floor back to the Committee for a vote. Committee Chair Karen White made a motion to send Bill No. 41-19 to the full Council with a favorable recommendation. The motion was seconded by Committeemember Jo M. Broden and carried with a voice vote of three(3) ayes. Bill No. 42-19- Re-Affirmation of the Annual Pay and Monetary Fringe Benefits for the South Bend Police Department Dan Parker, City Controller with offices on the 12th floor of this building stated, Bill No. 42-19 is a reaffirmation of an ordinance that was passed in 2016 following negotiations with the FOP, the (Fraternal Order of Police), and that negotiation sets an agreement for four(4) years and will be effective until the end of 2020. Committee Chair Karen White opened the floor for anyone from the public wishing to speak in favor or opposition to Bill No.42-19. Seeing none,Committee Chair Karen White opened the floor back to the Committee for a vote. Committemember Jo M. Broden made a motion to send Bill No. 42-19 to the full Council with a favorable recommendation. The motion was seconded by Committeemember Jake Teshka and carried with a voice vote of three(3) ayes. Bill No. 43-19- Re-Affirmation of the Annual Pay and Monetary Fringe Benefits for the South Bend Fire Department Dan Parker, City Controller with offices on the 12th floor of this building stated, Bill No. 43-19 is a reaffirmation of the monetary pay and fringe benefits for South Bend Firefighters following negotiations. The ordinance was passed in October of 2017, and it's effective through the end of 2021. Nothing has changed in the prior years. Committee Chair Karen White opened the floor for anyone from the public wishing to speak in favor or opposition to Bill No.43-19. Seeing none, Committee Chair Karen White opened the floor back to the Committee for a vote. Bill No. 44-19- 2020 Teamster Employee Wage Ordinance- Ratification Dan Parker, City Controller with offices on the 12th floor of this building stated,Bill No. 44-19 is a reaffirmation of the Teamsters following negotiations. The ordinance was passed in 2017, and it's effective through the end of 2020. Nothing has changed in the prior years. Committee Chair Karen White opened the floor for anyone from the public wishing to speak in favor or opposition to Bill No.44-19. Seeing none,Committee Chair Karen White opened the floor back to the Committee for a vote. Committee Chair Karen White made a motion to send Bill No. 44-19 to the full Council with a favorable recommendation. The motion was seconded by Committeemember Jo M. Broden and carried with a voice vote of three(3) ayes. Substitute Bill No. 45-19- 2020 Non-Bargaining Employee and Officer Salary Ordinance Committee Chair Karen White made a motion to hear the substitute version of Bill No. 45-19. The motion was seconded by Committeemember Jake Teshka and carried with a voice vote of three (3) ayes. Dan Parker, City Controller with offices on the 12th floor of this building stated,Bill No. 45-19 is regarding the salary ordinance for non-bargaining employees. I do have a presentation for this particular bill, but I would like to wait until the public hearing this evening to present it for the benefit of the public. Committee Chair Karen White opened the floor for anyone from the public wishing to speak in favor or opposition to substitute Bill No. 45-19. Seeing none, Committee Chair Karen White opened the floor back to the Committee for a vote. Committee Chair Karen White made a motion to send Bill No. 45-19 to the full Council with a favorable recommendation with the full presentation to be reserved for the benefit of the public hearing portion. The motion was seconded by Committeemember Jo M. Broden and carried with a voice vote of three(3) ayes. Bill No. 46-19- Fund Restructure Ordinance Dan Parker, City Controller with offices on the 12th floor of this building stated,Bill No. 46-19 is regarding the accounting changes proposed for the 2020 budget. Again, I do have a presentation for this particular bill as well, but I would like to wait until the public hearing this evening to present it for the benefit of the public.
