Broden Committee Members Absent: None Other Council Present: Regina William-Preston, Karen White Jake Teshka, Tim Scott, Sharon McBride Other Council Absent: None Others Present: Lisa Horton, Bob Palmer, Dawn Jones Presenters: Jordan Wyatt, Mike Danch Agenda: Bill No. 19-55-Special Exception: 1024 and 1029 Corby Blvd and 819 and 826 Eddy Street Bill No. 19-55-Special Execption: 1024 and 1029 Corby Blvd and 819 and 826 Eddy Street Jordan Wyatt, Saint Joseph County Department of Infrastructure, Planning and Growth, with offices on the 11 to floor of the County-City building stated,The petitioners are requesting a special exception use for a drive-thru facility for a proposed bank at the site on your screen (referring to the power point presentation, which is available in the City Clerk's Office). The petitioners have been amenable to changes requested from Area Plan Commission staff and the Department of Community Investment staff to help make this site more appropriate for the area.They've provided additional screening by supplementing it with evergreen trees to help screen it from the residential uses to the west. They also modified their parking area on the east side to help provide more green space along State Road 23. This comes to you with a favorable recommendation from the Area Board of Zoning Appeals, subject to that the primary building be either brick or stone and that the drive-thru facility use the same building materials as the primary building and feature the same road sign. I'd be happy to answer any questions. Mike Danch, Danch, Harner and Associates, 1643 Commerce Drive, South Bend, IN stated, As Jordan has mentioned,we're asking for is approval tonight from Council for the special exception. Special exception especially for the drive-thru for the bank facility. The property is zoned Mixed Use, but because of the way the ordinances are for the City of South Bend, the drive-thru requires a special exception. The bank is a permitted use. We went through the Area Board of Zoning Appeals to request that with some variances that I discussed earlier with Council. Assuming that we would receive approval for the special exception, the next step would be to go ahead and do the engineering work and actually build the structure. The reason the site is so unique, and we had talked about this earlier, is because there is a lot of utilities that we had to work around on this particular site with the relocation of South Bend Avenue and State Road 23, and if we would have had to relocate those utilities it would probably have been in excess of 1 million dollars of monies. There are a lot of the utility service in the Eddy Commons area and some of the residential areas, so we worked around those particular environments. We also gave Council a letter from the church which is directly next door, and as part of what we're doing here is we're helping to also provide access to their gravel parking lot and will probably go into a sub-division procedure and put in an egress easement that will permanently put that in place as well. If you have any questions for me, I'd be glad to answer them. Committee Chair Dr. Oliver Davis opened the floor to anyone from the public wishing to speak either in favor or opposition to Bill No. 19-55. Margarite Taylor, 714 E. Corby Blvd, South Bend, IN stated, I am a member of First AME Zion church, which is the church that you've talked about. We've had several meetings on this project. So, saying that we like the project has been a long process, but we think that it will benefit not only the church, but the neighborhood. Thank you. Committee Chair Dr. Oliver Davis turned the meeting back over to the Committee for a vote. Committeemember Gavin Ferlic made a motion to send Bill No. 19-55 to the full Council with a favorable recommendation. The motion was seconded by Committeemember John Voorde and passed with a voice vote of four(4) ayes.
