are dealing with weather amnesty issues. So, I would like for our attorney to come up with the
wording that is being suggesting to this Council to add along with this and we can proceed.
Bob Palmer, Council Attorney, stated, Because of the tension between making the building look
more presentable, yet maintaining the most possible funding for providing for the homeless, we
had to have something that did not require the City to invest in an expensive replacement, but yet
try to do something to make it look more presentable. The language that we came up with is at the
end of section four (4), take out the period and add the following language; And with the
understanding that the City will vigorously pursue reasonable options for façade improvements to
this building.
Pam Meyer, Director of the Department of Neighborhood Development for the City of South
Bend, with offices on the 14th floor of the County-City building stated, We will be making the
necessary changes needed to improve the façade of the building.Also, I'd like to say that the sheets
and the blankets and the other things in front of the windows of the building are going to be
removed and replaced with appropriate window treatments.
Councilmember Jo M. Broden asked, Could someone please address the changes to the
commitment number four (4)just for clarity and enforcement where we were going to define the
wording, and staff?
Mr. Wyatt replied, So, for the record, we will be adding this line to that, which refers to the
Building Department and staff so that they will be able to enforce this.
Councilmember Jo M. Broden asked,And the Administrator too? From the South Bend Plan once
that takes effect, right? And that's on your end, right? To change that commitment?
Mr. Wyatt replied, Yes, I will change that before it gets to the Board.
Committee Chair Dr. Oliver Davis asked if there was anyone present from the public wishing to
speak either in favor or opposition to Bill No. 19-56.
Rolanda Hughes, 1029 Riverside Drive, South Bend, IN spoke on Bill No. 19-56.
Seeing no one else from the public, Committee Chair Dr. Oliver Davis turned the meeting back to
the Committee.
Committeemember Dr.Oliver Davis made a motion for Bill No. 19-56 to be sent to the full Council
with a favorable recommendation. The motion was seconded by Committeemember John Voorde
and carried with a voice vote of four(4) ayes.
