Bids were opened and referred to the Engineer for tabulation for the following Pipe Sewers;- N. Lafayette Street Michigan Avenue, and Keasey Street. Petition filed for Cement Walks on Jackson street frog: Washington .street to Linden avenue. Petition f-i4ed for Grede, Curb & Walk on Pulaski street from Division street to Ford street. Contract- signed with C. H. DeFrees on South Bend Avenue Trunk Sewer. Bond of C. H. DeFrees on South Bend Avenue Trunk Sewer filed and approved. IMPROVEMENT RESOLUTION NO. 1CO. Resolved by the Board of Public Works of the City of South Bend, Indiana: That an improvement be made of the kind, size, location and terminal points as follows: The Paving of Vistula avenue with brick from the East line of Miami street to the West line of Leer street saiA Improvement shall be known and designated as "Vistula A venue Brick" and shall be constructed according to the plans and specifications prepared by the City Civil Engineer, filed herewith. Notice of this resolution and proposals for bids for the execution of the above work shall be published on the 3rd day of June and on the 10 th day o" June 1904 in the South Bend Daily Times and the South Bend Daily Tribune. Said. Hearing on assessment roll for Pipe Sewer on Portage avenue under Improvement Resolution- No. 154. claimin Remonstrances were filed by B. J. Board of Public Works, Gentlemen;-- T desire to submit the following brief report with reference to the construction of a pipe sewer on Van Buren street Cushings addition. When the Michigan avenue trunk sewer was constructed to Brick Avenue the drainage district for said sewer extended north to the City imits which at that time conformed to the North line of Cushings addition as now laid out. The pItLt of Cushings addition consisted of some very low ground and when the street grades were fixed throughout the addition, some of the intersections were from 7 to 7 1/2 feet below the grade of Michigan avenue. The grade of the trunk sewer as laid is :moo shallow that allowing for proper fall of pipe sewer extensions, a' depth of from 4 to 6 feet at Van Buren street could be obtained, insufficient for p oper and efficient sub -drainage. This depth is based only o he elevation of the sewer invert, the intention being to have the inverts of t pipe sewer -and trunk sewer coincide, But if we allow for the filling up at flood time of the trunk sewer to a depth of 6 feet, the back water would reach to nearly if not quite the street elevation, nullifying at such seasons the action of the pipe sewer and backing water into cellars. To afford temporary relief for the low groung in Cushings addit ion, I have there for to suggest that a pipe sewer be built on Van Buren street from Cushing street to Howard avenue and that branch pipe sewers be constructed in the street s in Cushings addition running from VaInBuren street to a point or points near Michigan avenue, but that sewers be constructed North from Van Buren street to connect with this sewer. The plan is to carry this sewerage through the Van Buren street sewer until the land north of Cushings addition is developed, when. An.outlet sewer can be built twords Portage avenue, and then the seers at the vest eA& of Cushings Addition can be connected with the new outlet and relieve the Van Buren street sewer which by that time would probably, be overtaxed. By this plan immediate relief can be given the families living in Cushings Addition and no future expense need be taxed against them as the sewage can be diverted to other sewers .which will have to be built as the property id developed toward Portage Avenue - I have gone into this: matter in same detail for the purpose of showing the temporary character of the Van Buren street Sewer at its Western end so far ,.s it acts as an out fall sewer but it will not at any time lose its character of efficiency as a local sewer. At the present time the capicity will be nearly sufficient but with paved streets and more 1complete development of ruff area, the sewer will be overtaxed and this feature of the design should not be lost sight of. I In the above matter no remonstrances appeared and no remonstrances were filed The Board therefore find that the benefits to the property and to the City of South Bend are equal to the estimated cost of the improvement and that said Declaratory resolution iss hereby in all thisngs ratified, confirmed and approved. Final hearing given on the Assessment Roll for Portage Avenue Pipe Sewer under` Improvement resolution No 154. In the matter of the above improvement no remonstrances were filed. Ryell T. Miller appeared and remonstrated in person stating t1at a tap at --lot No.. 48 was wholly unnecessary and that there wereno bene�fits derived therefrom and that he should be rebated on same. After due --consideration the Board find that the said assessment roll should b e amended allowing Ryell T. Hearing on the confirmation of the resolution for the brick pavement on Vistula avenue under improvement resolution +190 postponed from June 21st, 1904, No additional remonstrances were filed and no remonstrators appear`d. The board find that the plans and specifications adopted for the improvement of _Vistula avenue from Miami to Leet street under this resolution should be amended so as to provide for a 38 feet roadway in place of a 35 foot as called for, and said plant and specifications are now amended to so provide for a 38 foot roadway. And the Board further findsthat the benefits to the property affected and to the City of South Bend is equal to the expense of the said improvement and said resolution is in all things ratified confirmed and approved. Gentlemen: -- In compliance with your request, we took up with Yr. Carlton, whom we have employed as. consulting engineer on our undergroung Work, the question of electrolysis resulting from our proposed work. We enclose you herewith the reply received from fir. Dear Sirs: - I underartand that in connection with your proposed underground work, the City authorities have brought up the possibility of electrolytic action on water pipe3 due to your cables. With the system yoa propose to install there can be no danger from electrolysis. Practically all damage to water and gas pipes from electric current is due to, current from street railroads and they use direct current and operat with a ground return. It is necessary to have these two conditions, direct current and grounded re turn. that there may be danger t o water and gas pi pe s and even wi t h the- se conditions if the work is properly done, there should be no danger. You will use alternating current and will not depend on a ground return, and as I have already stated there can be no danger from electrolysis. I have had charge of the underground system of the Chicago Edison Company for the past three years and have been. in touch with the work for ten years and have yet to hear of a grater pipe damaged by our lines. Resolved that the plan of Monroe street from Michigan street to Vistula avenue be changed and amended to provide a roadway width of 40 feet and the ,plan of said street is hereby established with a roadway of 40 feet and, the City Engineer is hereby authorized and instructed to place curb on said street in accordance with this resolution. Contract awarded to James Nelson for paving of Vistula avenue from Mial1i street to Leer street with Nelsonville 'Elock pavement. Contract price for this improvement $9952.78.
