(KERAMIDA) has prepared this proposal and cost estimate to perform monitoring well installation, and groundwater statistical analysis for the Organic Resources Facility's closed biosolids landfill, located at 4340 Trade Drive in South Bend, Indiana. Details of the work to be performed are presented in the following sections. BACKGROUND There is an ongoing groundwater monitoring and statistical analyses program at the Organic Resources Facility's closed biosolids landfill at 4340 Trade Drive in South Bend, Indiana. The furthest downgradient well, MW-13, has reported nitrate levels exceeding the site -specific groundwater protection standard (GWPS) for six of the last eight monitoring events. In the October 2019 Groundwater Quality Data and Statistic dated December 5, 2019, KERAMIDA, on behalf of the City of South Bend, proposed to install two additional groundwater monitoring wells to determine the nature and extent of nitrate exceedances and further investigate other potential sources of nitrate in the area. In the review letter of the October 2019 Groundwater Quality Data and Statistics dated January 29, 2020, Indiana Department of Environmental Management (IDEM) approved the installation of two additional groundwater monitoring wells. The 2020 groundwater sampling events are scheduled in May and October and will be performed by the City of South Bend. According to the Closure/Post-Closure Plan that was approved by the IDEM in January 2008, "...the Facility must determine whether there is a statistically significant increase (or increase/decrease in the case of pH) over the background for each Phase I or Phase II parameter..." In addition, the Facility must also perform an annual inspection of the landfill (Biosolids Lagoon #4). The inspection is not included in KERAMIDA's proposed scope of work. A draft of the well placement map will be provided to City of South Bend — Environmental Services for review prior to submittal. KERAMIDA will contract with a full -services well drilling company to install two monitoring wells to an estimated completion depth of 70 feet below grade as referenced in the IDEM's review letter dated January 29, 2020. The preliminary proposed well locations are indicated on the attached figure (Figure 1 — Preliminary Proposed Well Location). Well locations are subject to change based on the results of the preliminary hydrogeologic evaluation described above. The selected drilling subcontractor will obtain the necessary St. Joseph County well permits. -3tilit v Clearaiice Prior to initiating the subsurface soil investigation scope of work, KERAMIDA will call in a public utility locate through the Indiana 811 program. A geophysical survey will also be performed in the work areas using electromagnetic (EN) and ground -penetrating radar (GPR) sensors to identify/clear subgrade utilities or structures. KERAMIDA will retain a qualified subcontractor to perform the geophysical survey and will provide oversight and guidance during the performance of the survey. �l��a�il��°iQa � �'°ell la�st<tllatic a� KERAMIDA's drilling subcontractor will advance two soil borings to 5 to 7 feet below the water table utilizing an all -terrain vehicle (ATV) mounted rotary drill. The borings will be advanced utilizing 4 'A internal diameter (ID) hollow stem augers. The augers used on -site will be steam cleaned/pressure washed prior to mobilization to the Site and after completion of soil boring. Borings will be continuously sampled from the ground surface to completion depth using standard split spoons and two -foot drives. A lithology log will be maintained by a KERAMIDA Project Geologist. Upon obtaining completion depth, a monitoring well -constructed of a ten -foot length of two-inch ID polyvinyl chloride (PVC) slotted screen and PVC riser to the ground surface will be installed in the boring. A washed sand filter pack will be placed to two feet above the screen, a bentonite chip seal placed above the filter pack, and a bentonite grout sealing the borehole to the surface. A Pro -Cover and concrete pad will be installed at the surface to protect the monitoring well casing. Two protective bollards will be installed around each well pad. If the protected bollards are determined to be unnecessary, costs will be adjusted accordingly. Once completed, the wells will be developed by surging and pumping with a centrifugal pump. KERAMIDA will prepare a brief report detailing well installation methodology and containing lithologic logs and well construction diagrams for submittal to IDEM. Soil cuttings and groundwater generated during well installation activities will be placed in 55-gallon drums, labeled, and staged on -site. Costs for disposal of the generated well installation wastes and surveying the wells can be provided by KERAMIDA on request. Task 2: Grou nLiNvater Statistical Analy i It is KERAMIDA's understanding that the groundwater sampling field activities will be performed by the City of South Bend. Following completion of each sampling event (May 2020 and October 2020), the City of South Bend will provide the groundwater data to KERAMIDA. KERAMIDA will then evaluate the data to determine whether there is a statistically significant increase over background values for each constituent listed in Section E9, Ground Water Monitoring Requirements of the January 14, 2008 IDEM approval letter. The evaluation will be performed for wells MW-4, MW-5R, MW-7R, MW-8, MW-9R, MW-11, MW-12, MW-13, and two newly installed groundwater monitoring wells. KERAMIDA will use the same statistical program (DUMPStat) and statistical procedures and methodologies used in previous years. The intent of the evaluation is to provide a ninety-five percent (95%) level of confidence to determine if a change in the concentration of a constituent has occurred or if groundwater quality standards have been exceeded, based on the information obtained during sampling, as well as the results of previous sampling events by the City of South Bend. KERAMIDA will follow the guidelines set forth by the IDEM's Analytical Data Deliverable Requirements. KERAMIDA will summarize the results of each statistical evaluation in a semi-annual Statistical Evaluation Report, which will present the results of the statistical evaluation, along with the distribution assumptions. Each report will be submitted to the City of South Bend in draft form for review and comment. Three paper and two electronic copies of the final report will then be submitted to the City of South Bend, who will be responsible for forwarding the document to the IDEM. The estimated cost to complete the scope of work detailed in this proposal is $21,255 as detailed in Table 1 below. All costs will be invoiced on a lump sum basis, with billing concurrent with completion of each item.
