I 1. The first meeting of the Community/Campus Advisory Coalition was held in the Council Chambers, 4th Floor County-City Building in downtown South Bend, Indiana, on February 20, 2008. South Bend Council Member At Large AI "Buddy" Kirsits called the meeting to order at approximately 3:10 p.m. Council Member Kirsits welcomed everyone in attendance. Those attending included: South Bend Council President Timothy A. Rouse, South Bend Council Member At Large AI "Buddy" Kirsits, South Bend 4th District Council Member Ann Puzzello, South Bend Mayor Stephen J. Luecke, Robinson Center Adult Program Coordinator Marguerite Taylor, South Bend Code Enforcement Director Catherine Toppel, Mark Kramer representing landlords of off-campus housing, South Bend Council Attorney Kathleen Cekanski-Farrand, IU South Bend Student Body President Ivan D. Blount, University of Notre Dame Student Body President Liz Brown, University of Notre Dame Assistant Vice-President Office of VP Student Affairs M. Brian Coughlin, University of Notre Dame Associate Vice-President Resident Life, William W. Kirk, Richard A. Nussbaum II Esquire, South Bend Assistant City Attorney Ann-Carol Nash, University of Notre Dame Vice-President of Student Affairs Father Mark L. Poorman, C.S.C., University of Notre Dame Vice-President and General Counsel Carol C. Kaesebier, South Bend Tribune Reporter Margaret Fosmoe, South Bend City Clerk John Voorde, incoming University of Notre Dame Student Body President Bob Reish, members of the news media and unidentified members of the public. Council Member Kirsits, Council President Rouse and Mayor Luecke then formally welcomed everyone to the meeting. Council Member Kirsits provided copies of the one-page agenda (copy on file) which would govern the meeting. He noted that the South Bend ordinance which created the CCAC provides for atwenty-one (21) person membership. He noted that currently there are six (6) vacancies on the CCAC,which he anticipates will be filled shortly. Council Member Kirsits then called upon South Bend City Clerk John Voorde to administer the oath to the members of the CCAC who were present. Rouse Present University of Notre Dame official with off-campus Brian Coughlin Present Jurisdiction University of Notre Dame official with off-campus William Kirk Present Jurisdiction Each of the members present then signed their respective Oath of Office documents (originals will be kept on file in the South Bend Office of the City Clerk and copies will be distributed to each member at the next CCAC meeting). Council Member Kirsits then opened the floor to nominations for the position of CCAC Chairperson. Council Member Puzzello made a motion, seconded by Marguerite Taylor that Council Member Kirsits serve as CCAC Chairperson. The motion passed. Council. Member Kirsits then opened the floor. to nominations for the .position of CCAC Vice-Chairperson. Council President Rouse made a motion, seconded by Marguerite Taylor that Council Member Ann Puzzello serve as CCAC Vice-Chairperson. The motion passed. Council Member Kirsits then opend. the floor to nominations for the position of CCAC Recording Secretary. Kathleen Cekanski-Farrand made a motion, seconded by Community/Campus Advisory Coalition (CCAC) February 20, 2008 Meeting Minutes Page 3 Marguerite Taylor that City Attorney Charles Leone serve as CCAC Recording Secretary. The motion passed. Council Member Kirsits then invited all persons who were present to join the CCAC. Each person then introduced themselves and gave a brief description of the respective duties which they perform. Council Member Kirsits noted that -each CCAC member was given a folder which contains the agenda, a list of the CCAC membership and Ordinance No. 9785-07 (copies on file). He asked for preliminary discussion of the overall duties. and responsibilities of the CCAC in light of the ordinance. He suggested that a "CCAC mission statement" might also be an objective of the group. He added that many good things are happening along Meridian Street in formerly challenged areas in the City of Indianapolis New housing with security patrols are making positive impacts. Council Member Kirsits noted that as Chairperson of the Council's Zoning and Annexation Committee, he is becoming increasingly concerned about homes which are being purchased and turned into student housing. He and Council Member Puzzello will be looking closely at whether these homes are grandfathered under the zoning code and are looking into new regulations for better control of these situations. His concern is heightened by the fact that many parents of cot{ege stude~~ts are purchasing these homes and are unaware of the zoning regulations. Council Member Kirsits noted that last year's ND football season went relatively well, but with upcoming events like St. Patrick's Day, Spring Break, graduation weekends, etc., are potential areas of concern. Ms. Toppel noted that the Office of Code Enforcement has sent out pre-emptive letters with limited success with respect to the alleged zoning violations. The following areas were then briefly addressed: • Requests for assistance for contact information for Saint Mary's and Holy Cross • College and university schedules should be shared with all members of the CCAC for proper planning • Complaints including but not limited to local taxi cabs operators overcharging students, vehicle capacity issues, behavior issues • Educational forums will be sponsored by the colleges and universities and dates, times and locations need to be shared with CCAC so that proper planning may take place Community/Campus Advisory Coalition (CCAC) February 20, 2008 Meeting Minutes Page 4 • IU South Bend Student Body President Ivan Blount noted that they have approximately 7,500 students and beginning in the Fall of 2008 will have on- campus housing for 400 students; their campus is non-alcoholic; concern was voiced with regard to proximity of the on-campus housing to the Wooden Indian • Balancing neighborhood concerns of loud parties, drinking and letter, etc. and student concerns of safety and security • Private security has been hired by Kramer Property Management LLC who patrol their properties from 9 p.m. to 5 a.m. at the cost of $3,600 per month • Need to have a representative of the local board of realtors on the CCAC • Notre Dame's Student Body President Liz Brown noted that the "tone was set early" and student government worked on a draft of a document entitled "Good Neighbor Guide: University of Notre Dame Student's Guide to Off-Campus Living" (copy on file) and off-campus seminar and Community Summits are being planned for March, 2008 "Culture of student expectations to be good neighbors" • Student parties and monitoring such events • Suggested that the City of South Bend's website www.southbendin.gov and a map showing the residential areas of the city and their neighborhood association contact information be placed in the "Good Neighbor Guide" • How do we capture the success of last Fall? • Need for ongoing collaborative sharing of ideas, events, etc. so that all parties can work together as a team • Need to CCAC to be provided in the number of off-campus students for each college/university • Need for statistical data on university sanctions for negative off-campus activities • Whether grants are available and whether -they can be pursued as noted in Footnote # 4, page 5 of Ordinance No. 9785-07 Community/Campus Advisory Coalition (CCAC) February 20, 2008 Meeting Minutes Page 5 Council Member Kirsits encouraged every one to read the materials in their handouts so that discussions could continue at the next CCAC meeting. He stated that he believes that the CCAC is off to a "good start". Council Member Kirsits suggested that items for discussion for the next meeting and other suggestions be sent to Council President Rouse trouse(a~southbendin.gov Council Member Kirsits thanked every one for their participation; and then set the next CCAC meeting for Thursday, March 13, 2008 at 3 pm in the Council Chambers, 4tn Floor County-City Building.
