Members of The South Bend Common Council: This cover letter is being submitted as further explanation for The General Fund Appropriation Ordinance which is to receive first reading at this evenings meeting. This request is for several items that have been in discussion for sometime. Base radio' s for Engineering and Street Departments, Engineering' s base unit has failed and parts are no longer available. The Street Department base unit is in a similar situation. The repeaters for the Police Department are at various locations throughout the city. The current repeaters are old & frequently fail which can cause serious problems for Police Communications . I believe you are familiar with the Dam repairs and the underground storage tanks at the MSF Building. I will ask John L. to provide further detail on these items this week. The Fire Department Appropriation was not included in 1994' s original budget due to the timing of the completion of their bargaining agreement . The additional request for curb and sidewalk program is to appropriate the share of the costs we will be advancing for those residents who chose to sign a promissory note for their share of the costs. Engineering Department Radio Base Station. The radio base station in the Engineering Department is approximately forty years old. Earlier this year, severe problems occured in the transmit section of this base station, causing it to fail and be taken off the air. The unit is not repairable due to age and lack of the availability of parts . 2 . Street Department Radio Base Station. The radio base station in the Street Department is over 25 years old. Earlier this year we had problems in the transmit section of this base station. This base station was manufactured by RCA which has not been in the two-way communication business in over fifteen years. This makes the availability of replacement parts non-existent for this unit. Although still in use, . this unit is not operating to specifications and any future problems could put the Street Department base station off the air. 3 . Police Department Radio Repeaters . The three repeaters for the Police Department are approximately twenty-two years old. With problems occurring more frequently, this equipment is becomming unreliable, replacement parts are becomming unavailable, and the Police Department depends on these for officer safety. Leszczynski, Director DATE: March 21,1994 TO: Chiefs Marciniak, Bennett, Wolvos FROM: Al Miller, Radio Communications RE: Police repeaters I would like to make you aware of potential problems with three of the repeaters for the Police Department. Last summer, police channel 2 was struck by lightning which caused an outage of channel 2 for a significant period of time. Repair required replacement of the antenna and heliax for the repeater and the rebuilding of the transmitter. This repair was slowed considerably because of the availability of replacement parts . At this time I would like to recommend replacement of this equipment to prevent a similar problem from recurring. The age of the transmitter is a major factor. The transmitters are twenty-two years old and General Electric no longer supports this old equipment, causing replacement parts to be no longer available. Reliability is another factor to consider. In addition to last year ' s channel 2 problem, within the last three months, we have had a failure of channel 1 & channel 3 transmitter and several satellite receivers . Any future failures of equipment could potentially affect officer safety. I have requested quotes from vendors for replacement of this equipment to get an idea of expenses involved. LESZCZYNS • DATE: JULY 6, 1994 SUBJECT: FUEL TANK REPAIRS +ISLAND PARK/DAM REPAIRS The fuel tanks need to be replaced at the Municipal Services Facility. The tanks are old and one set of pumps have been taken out of service because the tank and piping associated with these pumps won't pass the necessary tests. Under the Underground Storage Tank regulations, major upgrades are necessary to bring this fueling facility up to standard and within compliance. The River Dam was inspected by the Federal Regulatory Agency. They have recommended several repairs that must be done. In addition,the Island Park has experienced a sinking of the brick surface at the south end near the dam. Both repairs must be completed to insure the safety of the dam and Island Park.
