COMMUNIC,TIONS (continued) Mr. Ellison: Mr. Chairman, the staff requests guid nce from the Commission as to whether one of tie buildings we now own which is vacant in the mall project area should be made available to this orga ization for the purpose described in the letter. Mr. imtz: Has this been discussed with our legal coun el? Mr. :utler. lison: No, I have not discussed this with Mr. Mr. imtz: I believe it would be desirable to draw people downtown. My concern is the liability which is i volved. Mr. Butler: I believe that the March of Dimes should provide us with a certificate of insurance naming the Department of Redevelopment with the City of South Bend as co-insured along with them. I don't believe we should be worried about hazard insurance for the building. I woul suggest a million dollar coverage for personal inju y, and $300,000 for property damage. Mr. imtz: What is HUD's policy or regulation concerning a si uation as this? Mr. llison: I don't believe this is a matter in which HUD as any concern. There are no regulations that I am awarE of which prohibit us from leasing this building. Mr. Robinson: They say they need the building as soon as possible to begin constructing. What do they mean by constructing? Mr. llison: I presume they plan to make the building safe and also to do the internal construction which is necessary to operate a haunted house. Mr. obinson: I feel that they should be granted their request providing all work done on this building meets the requirements of the Commission, and that there be a prevailing wage rate established for all their personnel. Ms. Auburn: Does this mean that volunteers of the foun- dati n cannot volunteer labor? HEATING BIDS Mr. arcus: After the initial inspection was conducted by t e Bureau of Housing, the homeowner's water heater begar malfunctioning. The problem was checked by the Bureau's Inspector and he confirmed that the heating unit was indeed malfunctioning requiring that the water heat Er be replaced. The Bureau is requesting the Redevelopment Commission approve this change order so that the homeowner may receive expedient service on this health and safety item. Ms. Puburn made a motion to approve Change Order #1 with R. A. Stickler Plumbing to install a new 40- gall n electric water heater at the address of 513 Arthur Street for an increase in contract price of $128.00, for an amended contract total of $394.00, seco ded by Mr. Donaldson, and the motion was unanimously carried. b. NEW BUSIINESS c. (continued) Mr. Ellison: The second 312 loan application for which the Commission needs to rescind a previous loan is Robert & Soledad Duron of 424 S. Harris, South Bend, Indiana. The previous loan was approved for this applicant in the amount of $12,100.00. This loan was closed in December 1978 and the money had been advance . Mr. Cira made a motion to approve a loan to Robert & Soledad Duron of 424 S. Harris, South Bend, Indiana for $16,100.00, and from the proceeds of such loan, pay off the previous loan which was approved by the Commission in the amount of $12,100.00, secondeJ by Mr. Donaldson, and the motion was unanimously carried. Mr. Ellison: A previous approval was granted for a loan in the amount f $11,350.00, to Richard W. Sr. & Mary Dobrzykowski of 606 South Liberty Street, South Bend, Indiana. The request today is for a loan in a smaller amount ($5,900.00). I believe what we have to do is amend the previous loan. There was no money a vanced from the loan. PROGRESS REPORTS There were no progress reports to come before the Commission. Some questions were asked by the Press as follows: Mr. Dave Anderson: I received a notice about an Executive Session being held after this meeting, and I am curious as to what you meant about real estate transactions and other matters which may properly come before the Commission? Mr. Butler: I have some condemnation - negotiation matters which I wish to discuss with the Commission. Ms. Der�beck: With regards to Century Mall? Mr. Butler: one. Yes. PROGRESS REPORTS (continued)... Mr. Ellison: I will be bringing up some matters concerning the Mall project in relation to real estate. A number of items are being discussed. Mr. Larry Ford: What about the design of the mall, have you decided on that? Mr. Ellison: No, I wouldn't say there is accord on the design Gruen is doing. Their fundamental task is to pull together a design concept - -one everyone agrees to. The Rouse study explains different connections such as between Roberts ns and the Mall to be built, questions of parking and traffic circulation, etc. Gruen's job is to essen- tially be a catalyst to talk to all the parties and come up with a concept which might satisfy everybody. Once we come up with a concept, it is easier to go about the process of financing it. Ms. De beck: Then, what you are saying now is that there have been some things that have jelled and possibilities that relate to the mall which you can't discuss with us at this time. Mr. Ni tz: That is right. I think any announcement and plan should come from the people who are going to do the work an put up the money. Mr. Ellison: We are very optimistic that there is going to be a project on the two blocks, and that there will be some construction next spring as the Mayor has been indicating.
