Lease signed by Board,' Mayor and City Clerk for strip of ground in front of Lot 70 Commissioner's Sub., the property of the Lake Shore and Michigan Southern Railway Co. at yearly rental of 1.00 Copy of lease with attached plat 'No. 11399 filed. South Bend Electric Co. notified to put in a midnight lamp midway between Ford and Division streets on Pulaski street. Petition for electric lamps on South Eddy street referred to street commissioner for a report. Contract for improvement of the Fuerbringer alley under improvement Resolution No. 42 signed with Side rs Brothers. Bids for garbage crematory based upon the instalation of the same in the old water works pumping station opened at 10 A. M. Pierce LaChapelle 0 6000.00, Davis Garbage Furnace Co. $ 6000.00, Dixon Garbage Crematory Co. $ 5988.00. The above bids differed considerably in details and did not all include the same amount of labor and materials. The Board therefore reserved its decision as to which bid was the best until investigation and comparisons can be made. M. of November 12th, 1901 for the house, barns, sheds and cove -red way on the Birdsell property. Bids will be received for the whole or for any part. The fence will not be sold but will be used upon other fire station property. Board reserves the right to reject any or all offers. Board accepted the plans and specifications submitted by Freyermath and Maurer for the New Central fire station. Board decided to notify the Grand Trunk and Western R. R. Co. that it would not enter into a contract for the double tracking of Division streets in the condition that the street is now. President. 192 November_ 7. 1901. Board decided to put no electric lamps on South Eddy street until the Sample street bridge is completed. Lamps will then be added where most needed. a President. Petition filed for' paving Vistula Avenue from Miami street to the city limits. The Board will take no action before December 1st but will wait until that date to ascertain whethkr a remonstrance is to be presented. The appropriation for 1902 for street' improvements will not enable thy_ City to undertake the payment of street and alley inter- sections on this proposed improvement. In re Bard to connecting Marion street wi'.h the new 'park property by a boulevard, the Board decided that it would take no further steps until property owners bring in un- conditional dedications fo:- such boulevard. Commissioner reported same should be granted. Engineer instructed to prepare drawings and specifications for the following, improvements: The paving of west Wayne street with creosoted block from the west line of Michigan street to the east line of Taylor street; the paving of north Eddy street with brick from the north line of Washington street to the south line of east LaSalle Avenue;, the grading of the hill on east LaSalle Avenue and trances streets from the east line of Notre Dame street to the west line of Eddy street on LaSalle Avenue and from the south, line of Madison street to the north line of the alley between east LaSalle Avenue and Colfax Avenue on Frances street; the establishment of a roadway of 34 feet on east Colfax Avenue and the construction of combination gutters and corbs and the macadamizing of the roadway from the east line of Sycamore street to the west line of Eddy street; the paving of Laurel street with brick from the south line of Colfax Avenue to the north line of Division street. ,,47&2 �-14-0 President. November 12. 1901. 7:15 P. M. Hearing on the assessment rolls and final estimates for the north'Lafayette street water connections. No remonstrators appeared. The assessment roll, Filed October 18, 1901, and the final estimate, allowed on October 18, are therefor confirmed. Hearing on the assessment roll and final estimate for the iFord street cement c&xb, under Improvement Resolution No. 42,No remonstrators appeared. The assessment roll, filed on October 8, 1901) and the final estimate, allowed on October 8, 1901, are hereby confirmed. Hearing on the Wenger street cement curb, under Improvement Resolution No. 41; the work still being unsatisfactory this hearing is again postponed and the confirmation of the assessment roll and final estimate postponed until November 26th, 1901. Hearing on the assessment rolls and final estimates for the Mill street brick pavement, under Improvement Resolution No. 17, and for the east Colfax Avenue sewer, under Improvement Resolution No. 38, No remonstrators appeared. The assessment rolls, filed on October 29th, and the final .-st imate s, allowed on October 29th, are hereby confirmed. Hearing on the assessment rolls and final estimates for the Midway street gracI4 ing,_ the Niles Avenue grading, and the Harris street cement curb and walk, under Improve - went Resolutions, Nos. 18, 32 and 28 respectively. Remonstrators against the confirmation of the final estimate for Midway street appeared and informed the Board that the work in front of the Rock property was not satisfactory. No remonstrators appeared as to the Niles Avenue and Harris street work. The confirmation of the final estimate and assessment roll for the Midway street work is therefor postponed until November 26th at 7:15 P. M. meeting The assessment rolls and final estimates for Niles Avenue and Harris street, filed and allowed on October 23rd, 1901, are therefor confirmed. President. 196 Novem'jer 15. 1901. Roberti Hoban and Roach granted an extension of time on the east Washington street sewer to December 15th, on condition that they pay to the City all expenses of, in— spection turing the uvertime. Shed and board fence on the Birdsell property sold to Adolf Mohn, building and fence to be moved by December 15th, and City to receive purchase price of $15,.00 bef6re removal. County Commissioners again notified that the City will not construct the proach at the east end of the Sample street bridge. Resolved by the Department of Public Works that the City property lying between the east line of North I-aichigan street and the St. Joseph river and adjoining the north pumping station, be hereafter known in the proceedings of this board as "Leeper Park". President.. C. H. Defree.s given until December lst, 1901, to complete his north Lafayette street contract, under Improvement Resolution No. 4. Engineer requested to prepare a sketch showing the amount of widening necessary for Olive street. The proposition for this improvement involves assessments of over $500. and will be submitted to the Common Council on November 25th. President. November 19. 1901. Specifications and drawings for the new Central Fire station presented by Freyermuth and Maurer. Resolved that proposals for bids for the construction of the build- ing be published in the South Bend Daily Tribune and in the South Bend Daily Times on the 19th and 26th days of November, 1901, stating; that this board will gdceiQe bids for said construction on the 3rd day of December, x.901, at 10 A. M. Petition filed for grading and cement walks and curbs on VanBuren street from Portage Avenue to "F" street. Large barn on Birdwell property sold to Louis Peiffer. Treasurer Teported having received $25. payment in full for same. Contract signed with C. H. Defrees for the completion of the paving of the inter section of Ewing Avenue and South Michigan Street, except so much of said intersection as is occupied by the Bowman culvert. President. November 21. 1901• Assessment rolls and final estimates filed for the following improvements: Napier street brick and cement work under Improvement Resolution No. 30; Test Division street grading, under Improvement Resolution No. 41; grading the alley east of Michigan street from Wayne street to the 2nd alley south of Wayne street under Improvement Resolu- v' tion No. 40; North Michigan street brick pavement under Improvement -Resolution No. 15. Resolved that notices as to amount of assessments be published in the South Bend Daily Tribune and the South Bend Daily Times for six successive days beginning on the 23rd day of November, 1901, stating that this board will give a hearing as to the amount of assess - meats on the 3rd day of DecQmbQr, 19012 at 7:15 P. M. Resolved further that the entire, work under the above contracts be accepted and approved and the final estimates therefor allowed. Notices of this resolution shall be published in the South Bend Daily Tribune and in the South Bend Daily Times on the 23rd day of November, 1901, stating that this Board will give a hearing on this resolution on the 3rd ;:gay of December, 1901, at 7:15 P. Petition and Council report concerning the straightening of Pennsylvania Avenue referred to Engineer for advice. Street Commissioner instructed to examine the Pennsylvania Avenue bridge over Creek and to report upon condition of same. _ Upon recommendation of the Street Commissioner the Board requwsted the City Attorney to prepare an ordinance forbidding the sprinkling of asphalt pavements. Clerk instructed to advertise for bids for Birdsell fence, same to be received on December 2nd, 1904 at 10 A. M. No bids under 50cts per foot will be considered. Street Commissioner instructed to communicate with Studebaker Bros. Mfg. Co. in regard to the selection of a street -sweeper. Pre s ident . November 26_ .1901. Remonstrance against paving Wayne street with creosoted block filed. Petition for paving Division street with brick°from Michigan street to Olive street. No action will be taken until the Board,is satisfied that property owners under- stand the manner of assessments. The Board are of the opinion that the Grand Trunk Western Railway cannot be assessed for any of this paving under the present law governing street improvement assessments. There is moreover no sewer on Division street from Michigan -to Chapin street. Street Commissioner instructed to put in a cross walk at corner of Union and Poland streets. Engineer instructed to change the Wayne street paving specifications from creo- soted block to brick, also to change the East Colfax Avenuemaca.dam specifications to brick. Resolved by the Board of Public Works that the proposition to assess the entire cost of street improvements to abutting property be abandoned. The resolutions of this Board upon such proposition are hereby rescinded. The Board find that public sentiment is opposed to such a method of Street assessments. Only so much street improvement work will be authorized as the Common Council see fit to provide funds for the payment of the cityts share. Engineer requested to investigate Bitumindus- Macadam pavements and report to the Board as to advantages and disadvantages of the same. Ordinance having passed the Common Council ratifying the proceedings of this Ix the opening of Orange street, the engineer is requested to prepare the roll ;�Viers and list of assessments. The confirmation of the assessment rolls and final estimates for the Midway street grading, under Improvement Resolution No. 18, and the Wenger street curbs, -,under Improvement Resolution No-. 41: Midway street now being satisfactory and no remonstrators appearing, the assessment roll filed on October 23,.1901, are hereby confirmed. as to Wenger street a remonstrance was again presented against the acceptance of the work. The Board find that the confirmationofthe final estimate should be postponed until December 3rdl 1901, at 7:15 P. M. President. 0 November 29. 1901.
