2020 Trucking of Biosolids for Land Application

The Division of Utilities and the Organic Resources Team request the Board of Public
Works permission to advertise for public bids for the 2020 annual contract for the
Trucking of Biosolids for Land Application. The contract for trucking services is for one
(1) year. The lowest, responsive responsible bidder will assist the City of South Bend
Organic Resources Facility in its efforts to supply Biosolids to local farm fields.
Organic Resources is seeking competitive bids for a "Per Truck, Per Hour" price..
The successful bidder for the contract shall be available on an on -call basis between the
hours of 6:00 A.M. and 6:00 P.M., Monday through Sunday.
Proposed dates for advertising are as follows:

Friday, February 21, 2020
Bid Opening shall be February 25, 2020. This Bid Opening date is critical to secure a
contract by early March to take advantage of early opportunities to apply biosolids on
farm fields prior to planting. The issuance of the Bid Package in 2020 was delayed due
to updates required by the new MWBE-DBE ordinance. The Division of Utilities and
Organic Resources Team will review bids and provide an Award Recommendation at
the March 10, 2020 Board of Public Works Meeting. In the event that there is minimal
response or only one bidder, award may be considered at the February 25, 2020
meeting.
The funding source for this contract shall be the Division of Utilities, Organic Resources
"Contractual Services Other" account 641-0631-793-63-35.
