Derek Dieter Others Present: See Attached Sign-In Sheet Agenda: 2013 Budget Presentation& Question&Answer from public Karen White, Chairperson,Personnel&Finance Committee opened the field hearing by clearly enunciating the purpose and intent of the meeting. Under Karen's guidance the Council is holding two meetings soliciting spending priorities from the public at a venue outside of the County-City Building at a place more convenient for the public. Karen then introduced Mark Neal, City Controller to present the budget process while incorporating the Council's priorities and the Mayor's vision for 2013. The Controller provided a handout(A copy is on file in the Office of the City Clerk)to help develop some understanding and participation. Marguerite Taylor was the first to open discussion listing her top priority as an enhanced quality of life focusing on public safety and investment in parks. Mark Neal responded saying the City wants to invest in parks programming while constantly exploring new ways to maximize the value of the City's assets. Bill Stenz urged better coordination between the City's building department and code enforcement. He also emphasized the potential benefits of the City working with and bolstering the efforts of neighborhood organizations. Former Councilmember Ann Puzzello thought the City should do a better job of caring for vacant lots many of which she described as eyesores. Other citizens urged better street lighting and repair of curbs and sidewalks. Marguerite Taylor spoke to the need to address the youth violence problem. She pointed to the programs at the Robinson Center suggesting the Charles Black and King Center need the same types of resources and programming for kids to have a meaningful positive impact.
