Nemeth, Mayor, City of South Bend, advising this notice R -57 & R -66 WAM 4. CORRESPONDENCE (Cont'd onstitutes the Mayor's authority to use funds in the amount of 200,000.00, that was granted under Title I of the Housing and ommunity Development Act of 1974, for the continuation of Ind. -57 and Ind. R -66. Mr. C. Wayne Brownell, Executive Director, Department of Redevelop - ent, further explained the letter simply means this is the release of the $200,000.00 from the first year of Community Development funds, and under the change in the regulations, we needed a release of the funds on their environmental regulations. b. HUD Area Office letter dated August 24, 1976: This letter is from HUD CONCURS, r. Stephen J. Havens, Director, Community Planning and Development DEMOLITION Division, advising HUD concurrence in the award of Demolition and CONTRACT 36 Site Clearance Contract No. 36, to Warner and Sons, Inc., in the AWARDED TO: amount of $1,994.00, Project Indiana R -66. Also, since the contract WARNER AND amount is less than $2,000.00, the provisions of the Davis -Bacon SONS, INC., Act, with regard to Federal Wage Decisions, do not apply. R -66 W are to contact our Equal Opportunity Division with regard to tie Preconstruction Conference, and to advise as to the proposed dates for the start and completion of construction. Mr. Brownell advised the Preconstruction Conference was held yester- day, and we will issue a Notice to Proceed to the contractor for tie demolition of the old gasoline station, at 330 Lincolnway East, Parcel 14 -5. This is on our Block 6 area which needs to be cleared. c. S . Commissioner Wiggins commented on Charles Brown Maintenance Service being a new contractor in submitting bids, and Mr. Brownell a vised that he has done excellent work. Mr. Keith P. Crighton, Director, Bureau of Housing, added that Charles Brown Maintenance Service has worked in our Model Cities Program. They have been w rking with him for about nine months to get him bonded. We a e very happy that he is now bonded as he is a very fine contrac- t r and we have never had any complaints about the quality of work t at he has done. Mr. Wiggins made the motion to award Contract Nos. NWCD /12 and N CD /13, to Charles Brown Maintenance Service, in bid amounts of $ ,786.00 and $4,895.00, respectively, as the low bidder, and the President and Secretary be authorized to execute said contracts. Cane Order No. 1 to Rehabilitation Contract No. SECD /PR /CS- CHANGE ORDER T/35, in the Southeast Community Development Housing Program: NO. 1 TO REHAB. Commission approval was requested of this Change Order, with CONTRACT NO. S atile Roofing & Sheet Metal Company, for an increase in con SECD /PR /CS -4/35 tract amount of $100.00, (Contract: $6,489.00), or an amended APPROVED, SECD c ntract total of $6,589.00, for additional work at: 911 Marietta HOUSING S reet, in the Southeast Community Development Housing Program. PROGRAM Mr. James L. Johnson, Jr., Chief Inspector, in memorandum to Mr. Crighton stated the specifications had called for the first floor bathroom water closet seat to be replaced. However, since the time of the initial inspection, the water closet has cracked presenting a health problem to the occupants. A.Proceed Order w s issued to replace the water closet and staff recommends t e Change Order for approval. Mr. Brownell explained the replacement of the water closet and f xtures costs $125.00; the replacement of the seat on the water c oset on the original specification showed a cost of $25.00, and with this deletion, the remaining cost is $100.00 for the Change Order increase. Mr. Wiggins made the motion for the approval of Change Order No. 1 to Rehabilitation Contract No. SECD /PR /CS -4/35, for an increase iii contract amount of $100.00, or an amended contract total of $6,589.00, with Slatile Roofing & Sheet Metal Company. Re abilitation Contract Nos. 11, 12 and 13*, in the Southeast Com- muiity Development Housing Program: Commission authorization was re uested to rescind the conditional award of Rehabilitation Con- tract Nos. 11, 12 and 130; to Newbill Construction Company, as re ommended by the Southeast Advisory Committee, in the Southeast Co munity Development Housing Program. Pr sident Nimtz asked Mr. Crighton to respond for the recommenda- tion requested by the Advisory Committee. Mr. Crighton advised that he was not at the Southeast Advisory Committee's meeting when this action was taken, but the reason on record to rescind co tracts awarded, Nos. 11, 12 and 13W, conditionally to Newbill Co struction Company is for non - compliance of the contracts. Th contractor had agreed to complete the contracts within a sp cified period of time as part of their conditional award made by the Commission. They received two extensions - -on July 29 and August 4- -and they still have not complied with the deadline on the first home they are working on. Because of their performance, the Southeast Committee felt that the three remaining contracts not be processed under the Newbill Construction Company award, but that M staff will re- inspect, and re- advertise these contracts for new s.
