S S()'5 AN ORDINANCE APPROPRIATING ONE MILLION THREE HUNDRED FIFTY THOUSAND DOLLARS ($1,350, 000) FROM THE CASH RESERVES OF THE GENERAL FUND OF THE CIVIL CITY OF SOUTH BEND, INDIANA FOR THE PURPOSE OF FUNDING A PROGRAM OF PUBLIC IMPROVEMENTS WITHIN THE CITY OF SOUTH BEND STATEMENT OF PURPOSE AND INTENT The government of the City of South Bend, in partnership with the City' s private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents . As part of this commitment to a comprehensive community development and improvement program, the City of South Bend has committed One Million Three Hundred Fifty Thousand Dollars ($1, 350, 000) from the General Fund' s cash reserves to fund public improvements . Two Hundred Fifty Thousand Dollars ($250, 000) of the Nine Hundred Fifty Thousand Dollars ($950, 000) allocated for Neighborhood and Public Works will be reimbursed to the City by those property owners participating in the program. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND AS FOLLOWS : Section I . The sum of One Million Three Hundred Fifty Thousand Dollars ($1, 350, 000) shall be and hereby is appropriated for use in 1995 from the General Fund' s cash reserves, to Account No . 101-0401-415-42 . 07, and allocated for the indicated projects : Project Amount 1 . This appropriation, combined with the $3,539,000 already appropriated for year three, will give us approximately $4,900,000 for a variety of neighborhood programs and projects. Since 1992, the Administration and Council have worked together to find funds for neighborhood improvement projects and programs. The additional $1,350,000 will enable the City and its partners to continue several existing improvement programs and to initiate several new projects. We will provide the Council with additional information during the Council's Community and Economic Development Committee and Council meetings on each proposed project. However, I would like to highlight several of the projects and programs that are being proposed for funding in this appropriation bill. The projects and programs to be funded include: • NEIGHBORHOOD PUBLIC WORKS PROGRAM: We are proposing that a total of $950,000 be appropriated to continue our homeowner curb and sidewalk program for 1995. This cost-sharing program to reconstruct damaged curbs and sidewalks assisted almost 600 homeowners in 1994. We anticipate assisting an additional 600 homeowners in 1995. This proposed appropriation will be added to the $160,000 already appropriated for 1995 for a total of$260,000 for small scale park projects. • POLICE/YOUTH SUMMER RECREATION AND EDUCATION PROGRAM: We are proposing that $60,000 be appropriated for 1995 to continue the highly successful police/youth recreation program initiated in 1994. Once again the police would join with other community organizations to deliver the services at locations such as the Boys and Girls Club and LaSalle Recreation Center. • NEIGHBORHOOD SUMMER YOUTH PROGRAM: This is a new program that would bring together young people, adults, and not-for-profit organizations within a neighborhood to develop and implement small-scale youth recreation, education, or neighborhood improvement programs. This appropriation of $30,000 would be used to make small grants of up to $2,000 per group for a variety of neighborhood-based proposals. With this appropriation bill we would also continue a number of projects such as the police neighborhood walking beats and the residential security program. In addition, we are proposing several new programs and projects such as the Workforce Diversity Initiative (WDI) Neighborhood Employment Outreach and the Healthy Community Initiative (HCI) comprehensive plan project. We will be making a full presentation on all aspects of the Good Neighbors/Good Neighborhoods Initiative at a later date.
