Pokagon St. South Bend, IN 46617 11° RE: Request for Traffic Control Device — Handicapped Accessible Parking Space Sign Dear Mr. Molnar: The Board of Public Works, at its meeting held on January 14, 2020, approved your request for the installation of a handicapped accessible parking space sign in front of your home at 217 E. Pokagon St. The Ordinance for handicapped parking space signs is written for 1) a handicapped vehicle associated with a driver who has medical proof of handicap recognized by the Bureau of Motor Vehicles and who resides at a residence where the space is being reserved and 2) that does not have a driveway that offers ease of handicapped access. The resident drives himself and exits the vehicle in a wheelchair via the rear passenger ramp. The ramp, as documented in the image below, extends 3 feet and needs direct access to concrete to allow Mr. Molnar to freely exit the vehicle. Mr. Molnar's garage does not provide an adequate width for both the van and ramp extension. Additionally, the van cannot be parked on the sloped driveway to allow Mr. Molnar to freely exit the vehicle without blocking the public right-of-way. Pokagon Street DATE: November 22, 2019 On September 10, 2019, the Board of Public Works read and denied the handicap application for 217 East Pokagon Street due to the available parking provided by the property's attached garage. On October 1, 2019, the resident, Mr. George Molnar, Jr., contacted the Division of Engineering to discuss the denied permit application at the property. Due to the width requirement from the van's extendable handicap ramp, he is unable to park the vehicle in the garage. Additionally, the van cannot be parked in the driveway without obstructing public right of way. The Division of Engineering recommends the approval of the handicap parking signs.
