Jefferson Blvd. South Bend, IN 46601 Re: Old Salvation Army Building Boiler Replacement & Improvements Dear Mr. Young: We are pleased to quote you on the replacement of your existing steam boiler, as well as improvements to the steam boiler system, at the old Salvation Army Building at 510 South Main Street in South Bend, Indiana. The existing steam boiler failed at just over a year old. Based on my walkthrough and our conversations yesterday, it appears that there is an extremely large amount of sediment and debris in the boiler systems condensate return and feed piping. The build-up of this sediment through the years, as well as the migration of this sediment through the system and subsequent lack of treatment to the boiler make-up water, appear to have ultimately contributed to the failure of this boiler. We were not the original installers of this boiler so we cannot speak to the conditions of the system at the time of installation. However, based on the amount of sediment that is being reported and observed, it does not appear that any efforts were made to flush the existing system at the time of installation and no treatment methods were put in place after installation to reduce or eliminate the build-up of this debris. This sediment is caused by the naturally occurring minerals and sediment that is in the municipal water system which is used for the boiler make-up or feed water. When either hard or soft water is used for the make-up (preferably soft water), chemicals are used to neutralize this sediment and then ultimately get rid of it through either manual or automatic blowdowns of the boiler system. Since the amount of sediment is so high and these treatment methods are not currently being employed, what we are proposing is not only the replacement of the boiler, but also the installation of systems and implementation of procedures to highly reduce or eliminate these issues in the future. The following are the proposed means and methods associated with the boiler replacement: • Remove the existing boiler and discard off site. o Due to the amount of sections that are leaking, the cost to replace only the sections (and the amount of labor involved) is as much as ordering a completely new boiler. o Since there will be some overlap on parts, we would save any components that could be used for future repairs and stockpile them off to the side in the boiler room. • Furnish and install one (1) new Weil -McLain Model LGB17S steam boiler. o New boiler is an EXACT replacement to the existing model on site. Additional system modifications included to improve system performance and longevity: • Pipe in low -point drains at a few locations on the basement condensate piping, temporarily connect city water to the system and flush the entire lower level condensate main of sediment and debris. • Replace the check valves on the boiler feed piping so that we can ensure they are new and operational. • Furnish and install one (1) Peerless Model 30FME water softener for the make-up water feed to the boiler feed tank. o Includes six (6) bags of salt for the initial fill of the tank and a few extras. • Furnish and install one (1) chemical feed pump with 15-gallon drum of treatment chemicals and initial chemical treatment set-up and service. o We have included the initial chemical feed pump, chemicals and set-up. After the initial set-up, our recommended chemical treatment contractor, Zinkan Chemical, can contract directly with you to perform monthly check-ups and any required chemicals (about $100 per service call plus chemicals). This would only be needed during the heating season while the boiler is in use. o Includes applicable wiring and relays to interlock the chemical feed pump to the boiler feed unit so that treatment chemicals are introduced to the system whenever make-up water is introduced. All work includes: Owner training on the proper operation of the system including explanation of boiler operation, chemical treatment and necessary condensate/boiler feed water blowdowns to remove sediment. All applicable permits for this wok with St. Joseph County/City of South Bend. A one (1) year warranty on all Edward J. White, Inc. furnished and installed material and equipment associated with this project. o The new boiler comes with a one (1) year parts warranty and ten (10) year warranty on the cast iron sections. A copy of the manufacturer's warranty statement is attached to this quotation. We will perform this work for the sum of Fifty Thousand Two Hundred Nineteen and 00/100 Dollars ($50,219.00). Does not include sales tax. A copy of your tax exemption certificate must be on file prior to starting the project. All work performed Monday through Friday between the hours of 7 AM and 3:30 PM EST. Pricing is based on the assumption that the existing freight elevator is operational and can be used to move the old and new sections in and out of the building. The Parts Limited Warranty Period runs for one year from the date your Product was installed and applies to all parts of your Product except the heat exchanger. This Limited Warranty is available to you if you are the original retail purchaser or a subsequent owner and the Product has been used at any time for business purposes. A Product used at all times solely for personal, family, or household purposes is covered by the Limited Warranty for Residential Use for the Weil -McLain Cast Iron Gas Boiler Model LGB. D. What Will Weil -McLain Do To Correct Problems? If Weil -McLain determines during the Heat Exchanger Limited Warranty Period that a heat exchanger section is defective in material or workmanship, then Weil -McLain will provide a replacement heat exchanger section. If Weil -McLain determines during the Parts Limited Warranty Period that any part other than a heat exchanger Page] of 2 section is defective in material or workmanship, then Weil -McLain will provide a replacement part. Weil -McLain will provide replacement heat exchanger sections and other parts free of charge. Weil -McLain will furnish replacement heat exchanger sections from the closest comparable boiler model available from Weil - McLain at the time of the replacement. If Weil -McLain provides a replacement heat exchanger section, then that replacement heat exchanger section will be covered under this Limited Warranty for the time remaining in the original Heat Exchanger Limited Warranty Period. E. What Will Weil -McLain Not Do To Correct Problems? Weil -McLain will not pay for the labor to remove any heat exchanger section or other part that is the subject of your warranty claim or to install replacements provided under this Limited Warranty. Additionally, Weil -McLain will not pay for the cost of any tools, repair materials, or travel necessary to perform the removal or installation. F. What Is Not Covered Under This Limited Warranty? This Limited Warranty does not cover any Product that has been moved from its original installation site and any components that are not supplied by Weil -McLain. He noticed the southern two story section of the building was cold and checked the boiler, which had overheated and was no longer operating. This two story section supplies the one story northern section its water supply and sewer line, so it must be heated. The northern section currently houses the City's Weather Amnesty program, and not having water or sewer service endangers the life and health of the people the Weather Amnesty program serves during the coldest months of the year. Jeff contacted EJ White to inspect the boiler, and it was discovered sediment in the system had clogged valves and overheated the system to the point the entire system needs replaced. Section 14.5-6 of the Municipal Code (the Inclusive Procurement and Contracting ordinance) allows for emergency contracting conditions, defined in Section 14.5-2(q) as "a contract that is awarded on an emergency basis due to a threat of harm to person or property or threat of disruption of government services." Additionally, State law permits emergency contracting without competitive solicitation per IC 5- 22-10-4 and IC 36-1-12-0.1 but requires a memo be submitted to the Board documenting the justifying condition. In consultation with City Legal, having no heat in the part of this building that supplies water and sewer to Weather Amnesty is considered an emergency condition, and we have therefore contracted with EJ White in the amount of $50,219. Two quotes were solicited, with EJ White being the low bid.
